With both arms lost at work, monthly pension proving elusive for Satnam

A tragic incident that occurred on August 28, 2024, in Phase 8, Mohali, continues to haunt not only Satnam Singh but anyone who hears about it. Speaking to The Indian Express, Satnam, 29, shared that he was working as a lineman under a contractor for the Punjab State Power Corporation Limited (PSPCL). The accident happened while he was repairing a power line on a pole. After completing the repair, as he was climbing down, he was suddenly electrocuted and fell. When he regained consciousness, he was in a hospital with one of his arms already amputated. A few days later, his condition worsened and he was admitted to the PGIMER, where doctors informed him that the second arm would also need to be amputated. 'Since that day, my life has come to a complete standstill. I've lost the ability to work. The only thing I constantly see is my elderly mother, who once depended on me. I used to support her and run the household, but now I'm forced to rely on her, even for survival. I feel like a burden,' Satnam said with tears in his eyes. Struggling for pension The 29-year-old was hopeful of receiving a monthly pension of Rs 14,000 through the Employees' State Insurance Corporation (ESIC) — a benefit for differently-abled workers. But for more than nine months, he has been stuck in a bureaucratic maze of forms, medical board approvals, and paperwork. Each visit to a government office brings a new excuse or delay. 'It feels like my life is now trapped in files… and I've become a burden on my aged mother,' he added. Satnam said that he has been informed that his final medical examination has been approved and that within a week, his documents will be ready, and his pension will begin. What the ESIC pension rules say A minimum of six months of ESIC contribution is mandatory; in cases of permanent disability, 100 per cent of the last drawn salary is provided as pension. A medical board must verify and certify the disability, and salary for the period of medical leave is also covered under ESIC. When contacted regarding this case, ESIC Director Pankaj Vohra confirmed that he had personally sent a team to assist Satnam and ensure his documents were completed. He also said the team informed him that a partial payment had already been made to Satnam, and the pension would begin within the next couple of days. PSPCL union president Lakkha Singh said the union had to struggle extensively to get the authorities to respond to Satnam's case. He also pointed out that the power department does not recruit linemen directly anymore, which leads to untrained workers being sent up electric poles by contractors, often at the risk of their lives. Lakkha added that a lineman recently lost his life due to electrocution in Zirakpur. He emphasised that the only real solution is for the electricity board to resume direct recruitment to ensure proper training and safety for all workers.

Mansukh Mandaviya inaugurates 30-bedded ESIC hospital in Himachal's Kala Amb

New Delhi [India], May 31 (ANI): In a significant step towards strengthening healthcare infrastructure for workers, Union Minister of Labour & Employment and Youth Affairs & Sports Dr. Mansukh Mandaviya inaugurated the newly constructed 30-bedded Employees' State Insurance Corporation (ESIC) Hospital at Kala Amb, Himachal Pradesh today. Designed to be upgradable up to 100 beds, the hospital marks a major milestone in expanding quality healthcare services under the ESI scheme in the region. Dr. Mandaviya also felicitated the construction workers who played a vital role in building the hospital, underscoring the government's commitment to honouring the dignity of labour. 'This hospital is not just a walled structure--it is a shrine that honours our Shram Shakti, the strength of our nation. It is this very force that has built our nation, recognizing and uplifting this strength is essential to moving our country forward,' he said. Union Minister announced that the government has decided to establish medical colleges in all ESIC hospitals with 200 or more beds. Furthermore, 40 per cent of seats in these institutions will be reserved for the wards of Insured Persons, ensuring greater educational opportunities for workers' families, he added. The minister highlighted that Prime Minister Narendra Modi has truly worshipped and respected the labour force of India. That is why ESIC is continuously expanding its branches, and the inauguration of this 30-bedded hospital is part of that mission, he added. He assured that ESIC hospitals are there for all workers, whether the cost of medication is one rupee or one crore rupees. He added that every life is equally valuable and no compromise would be made in the treatment of the poor. He said that Prime Minister Narendra Modi understands poverty like no other, and that is why today we are witnessing the true recognition and dignity being given to the poor and to our workers. Highlighting the government's resolve to ensure accessible healthcare for all, Union Minister shared a poignant example: 'When a file seeking approval for Rs2 crore worth of life-saving medicines for the son of a poor insured worker was brought before us, it was sanctioned without delay. Poverty should never be a barrier to life-saving care.' He added that the goal is to create a healthy citizenry, which would, in turn, lead to a healthy society and ultimately result in a healthy nation. He concluded by reaffirming the government's commitment towards the welfare of our workforce. Dr Mandaviya promised that all recruitment processes will be completed in mission mode, and all vacancies in the ESIC hospitals will be filled so that our workers receive all the care and services which they deserve, a release said. Built at a cost of around Rs.100 crore, this modern hospital is expected to benefit over 1 lakh beneficiaries, offering improved infrastructure and access to advanced healthcare services for residents of Sirmaur and neighbouring districts. The hospital will be equipped with essential departments such as General Medicine, Surgery, Gynaecology, Orthopaedics, Ophthalmology (Eye) and Dental along with various support services such as modular Operation Theatre, CSSD, Medical Gas Pipeline System etc. It will offer both Outpatient (OPD) and Inpatient (IPD) care, effectively meeting the medical needs of ESI beneficiaries. All ESIC hospitals with 200 beds to be medical colleges: Labour minister

New Delhi: Union labour minister Mansukh Mandaviya on Saturday said the Centre would upgrade all hospitals of the Employees' State Insurance Corporations (ESIC) with 200 beds or more into full-fledged medical colleges, part of an ongoing expansion drive. The government also proposes to reserve 40% of seats in these medical colleges for wards of employees with ESIC's health insurance cover, the minister said, inaugurating a 30-bed facility at Kala Amb in Himachal Pradesh. The state-backed ESIC, which provides free, no-cash-ceiling healthcare to enrolled workers across the country, is in the process of setting up medical colleges in Mumbai's Andheri, Delhi's Basaidarapur, Guwahati, Indore, Jaipur, Ludhiana, Naroda-Bapunagar in Gujarat, Noida and Varanasi. 'Forty per cent of seats in these institutions will be reserved for the wards of insured persons, ensuring greater educational opportunities for workers' families,' Mandaviya said. The ESIC, set up under the Employees' State Insurance Act 1948, covers all formal-sector workers with a monthly salary of ₹21,000 or less. The ESIC currently runs 165 hospitals countrywide, including medical colleges, and a chain of 1,574 dispensaries, but these aren't sufficient to cover workers in all districts of the country. Under an expansion drive, the ESIC's coverage was recently extended to 15 additional districts, following which the organisation now covers 689 districts in the country, of which 586 are fully covered, HT had reported on April 1. India's public spending on health, although on an increasing trend, is still below the national target of 2.5% of gross domestic product or GDP and stands at about 1.9%, according to the government's Economy Survey 2024-25. Built at a cost of around ₹100 crore, the Kala Amb 30-bed facility is estimated to benefit over 100,000 beneficiaries with healthcare services for residents of Sirmaur and neighbouring districts in major specialties such as general medicine, surgery, gynaecology and orthopaedics etc. Last month, the minister had inaugurated the ESIC's 200-bed multi-specialty hospital in Ranchi, which will serve a key industrial belt, part of a plan to build 20 such facilities to strengthen and expand social security for nearly 30.72 million eligible beneficiaries.
