Hajrat Peer Malik Rehan Mira Saheb's dargah, situated at the historically significant Vishalgad Fort in Kolhapur, had approached the High Court through legal representatives Satish Talekar and Madhvi Ayappan. The petition outlined their submission of applications to multiple government authorities seeking permission for animal slaughter on June 5-6, 2025, coinciding with Eid al-Adha, and for the subsequent Urs festival scheduled from June 7-12.
The legal challenge arose from administrative inaction, with petitioners asserting that despite timely submission of required documentation, authorities had failed to respond to their application. This bureaucratic delay threatened to disrupt religious observances that hold profound spiritual significance for the Muslim community associated with the dargah.
The Urs festival represents a particularly important religious occasion, commemorating the death anniversary of Peer Saheb through elaborate three-day celebrations held twice annually. The primary observance occurs following Eid al-Adha in June, with a secondary celebration from January 12-14 each year. These events draw thousands of devotees who believe in the spiritual presence of Hazrat Peer Malik Saheb descending to earth at the dargah.
Central to the festival's mystique is the renowned silver gate constructed near Peer Saheb's tomb, which according to centuries-old tradition, opens spontaneously on the first day of Urs without human intervention. This phenomenon is regarded by followers as a divine sign and forms a cornerstone of the religious observance's spiritual significance.
The current legal proceedings stem from 2024 complications when authorities initially refused permission for both animal slaughter and Urs celebrations, prompting the dargah's management to seek judicial intervention. The High Court's subsequent ruling not only granted the requested permissions but also resulted in judicial censure of officials for misinterpreting the court's directives.

Speaking after a coordination meeting with religious leaders on Friday, the SP stressed the need to uphold communal harmony and urged everyone to cooperate in maintaining law and order. Stating that special surveillance through solar-powered cameras and drones will be deployed, he assured that the police are fully prepared to ensure the festival is celebrated in a peaceful atmosphere. 'Muslims should celebrate Bakrid joyfully with their families,' he wished. Any attempt to disturb harmony through provocative speeches or objectionable posts on social media will invite strict legal action, he warned. The SP further clarified that illegal transportation of animals will not be tolerated. 'We are strictly implementing the directives of the High Court regarding cow slaughter. Any violation of these orders will lead to severe consequences,' he stated. He also mentioned that nodal officers have been instructed to promptly respond to complaints and enforce the Andhra Pradesh Prohibition of Cow Slaughter and Animal Preservation Act-1977, Animal Transport Rules-1978, The Animal Transport (Amendment) Rules-2001 and Slaughter House Rules-2001. Citizens are encouraged to report any information related to cow slaughter or illegal transport of cattle by calling 112. The identity of informants will be kept strictly confidential, the SP assured.

Mirwaiz while addressing a Friday gathering here at historic Jama Masjid in downtown Srinagar said that train links are a welcome, but it is the human links that truly matter and endure. On the eve of Eid-ul-Adha, Mirwaiz said that for thousands of families in J&K, the festival brings no joy. 'Their sons, husbands, fathers and brothers have been incarcerated for years—many without trial—in jails within and outside J&K. And each passing day, more of our youth are detained,' said Mirwaiz. The Hurriyat chief said that all such prisoners, including political leadership, remain in the prayers and thoughts of the people. Mirwaiz urged Government of India that a goodwill gesture be made on the occasion of Eid, by releasing these prisoners. 'If the Prime Minister truly seeks to reduce the 'dil ki doori' (distance of hearts) which he often mentions in his speeches, then such humanitarian steps are the real way forward. Zubair's custodial-like death—allegedly at the hands of Delhi police as claimed by his family—has brought back haunting memories of such deaths and raised serious concerns regarding the safety and security of Kashmiris residing or working in different parts of India," said Mirwaiz. The Hurriyat leader said that the killing has sent shockwaves through the community and added to the prevailing fear and anxiety among the thousands of Kashmiri students, professionals, traders, and labourers living outside J&K. 'After the recent Pahalgam incident, Kashmiris across the country are increasingly facing hostility. And now, an innocent young trader has been killed in cold blood. How long will this go on?' Mirwaiz asked. The Hurriyat leader urged the Government of India and the Union Territory administration to fulfill their constitutional responsibility and ensure the safety, security, and dignity of all Kashmiri citizens, especially those outside the region. 'The silence and inaction only embolden those targeting Kashmiris,' he also made a heartfelt appeal to civil rights organisations, writers, intellectuals, and conscientious citizens of India to raise their voice against "the growing onslaught on Kashmiris and to stand up in solidarity with the victims of such brutality."
