Naval Kishor Ram takes charge as Pune municipal commissioner, prioritises citizen-centric projects

Naval Kishor Ram took charge as the new municipal commissioner of Pune on Saturday and set a clear agenda on day one — prioritising citizen-centric projects and improving ease of living in the city.
Ram replaces Rajendra Bhosale, who retired on May 31. A senior IAS officer, Ram previously served as Pune district collector during the Covid pandemic and was later deputed as deputy director in the Prime Minister's Office.
Speaking after assuming office, Ram said, 'My priority is to execute citizen-centric projects. All efforts will be made to improve ease of living for citizens. Several projects are pending, and I will try to give them a fresh push.'
Though Saturday was a holiday, heads of all PMC departments were present to welcome the new commissioner. Ram also held an introductory meeting with civic officials.
Among the key challenges before him are the upcoming municipal elections and delays in major infrastructure projects due to the absence of an elected general body. Ongoing works like the metro rail, riverfront development, equal water distribution, and river rejuvenation (with support from JICA) need administrative attention.
The monsoon has already arrived, and Pune has witnessed flash floods in recent years. Ram will have to immediately oversee monsoon preparedness and disaster management.
Due to the absence of corporators for the past few years, no new projects have been initiated. The onus will now be on the commissioner to take the lead in pushing developmental initiatives.
Ram's familiarity with Pune's administrative and civic issues is expected to help. His earlier stint as district collector and working relationship with guardian minister Ajit Pawar are likely to prove advantageous in navigating civic challenges.

Mumbai: As Maharashtra reports a sharp spike in Covid-19 cases, health experts are urging people to start using face masks again in high-risk settings. Though most current infections are clinically mild, senior citizens and those with pre-existing ailments remain vulnerable, and three-layer or N95 masks can be life-saving in such contexts, say doctors. According to data from the state health department, confirmed Covid-19 cases climbed from 106 on May 20 and to 959 on June 3. On June 3 alone, Maharashtra reported 86 new cases, including 26 from Mumbai. Dr Vimal Pahuja, consultant physician (internal medicine) at Dr LH Hiranandani Hospital in Powai, emphasised the continued need for personal protection. 'We're seeing more incidental Covid-19 cases with mild symptoms like low-grade fever or throat irritation, but high-risk individuals—those with diabetes, cardiac illness, or asthma—should not take chances,' he said. 'Wearing a mask in closed or poorly ventilated areas, including lifts, hospitals, clinics, and on public transport, is a low-effort, high-impact intervention. It's not about fear, it's about smart protection.' Dr Gautam Bhansali, senior consultant physician at Bombay Hospital, also stressed on the critical role of masks. 'We're recording 2–3 Covid-19 cases a day, with many testing positive during admission for unrelated procedures. Most don't need hospitalisation, but vulnerable people do fall sick more seriously,' Dr Bhansali said. 'A simple three-layer or N95 mask can significantly reduce transmission – especially in high-density places like OPDs, crowded clinics, or homes where elderly or immunocompromised people live, masks can be life-saving.' Though most current infections are clinically mild, Maharashtra has reported 14 Covid-related deaths since January. Medical records show they all involved comorbid patients with underlying conditions like interstitial lung disease, diabetic ketoacidosis, cerebrovascular events, and severe respiratory problems with cardiac complications. Mumbai remains the epicentre, accounting for 510 of the 959 cases reported from across the state between May 20 and June 3. Experts warn that the ongoing monsoon may lead to an uptick in respiratory infections and diagnostic confusion with illnesses like influenza or dengue. Maharashtra minister Ashish Shelar recently chaired a review meeting to assess the Covid-19 situation in Mumbai and review the city's healthcare preparedness and response mechanisms. An official who attended the meeting said the minister stressed on the importance of preventive measures for vulnerable groups, saying that those with diabetes, hypertension and other comorbidities must resume wearing masks and consider re-vaccination, if eligible. The Brihanmumbai Municipal Corporation (BMC) and the state health department have stepped up surveillance and genome sequencing, and instructed health facilities to replenish antiviral drugs, oxygen cylinders, and PPE kits in view of the spike in cases. Meanwhile, doctors stress that basic, consistent measures like mask-wearing and early testing can prevent another wave from spiralling. 'The virus may not be as lethal now, but it still seeks the vulnerable,' Dr Bhansali said. 'Let's not give it that chance.'

Varun Grover: ‘Censorship in itself is a wrong idea for a country like ours'

Varun Grover's short film Kiss interrogates the idea of censorship in cinema with a delicate touch. Within 15 minutes, the film also interrogates the thought process, prejudices and subjectivities that are connected with the way one watches a film. In an exclusive interview with HT, Varun along with actor and noted lyricist Swanand Kirkire talked about the film's concerns, their collaboration and why censorship should not exist in the first place. (Also read: Varun Grover's short film Kiss turns cinema into a mirror for introspection) Varun opened up about the initial spark that led to the making of the film several years ago. He recalled, 'There was a news item which said that some film was censored at that time and it said that the censor board had asked the makers to reduce the kissing scene from 22 seconds to 11 seconds. That made me wonder what was the thought process behind this? Who are these people who are sitting there with a timer and cutting down kissing scenes by seconds? I would have understood if they had said completely remove the scene but saying we want this duration and not that… but there was something going on which we don't know. So I thought I want to do something about it and this was somewhere around 2018.' He went on to add, 'Then cut to 2021 during COVID, when I wanted to write something and make a short film, this idea popped up. I wanted to not do it in a comedy genre, which is a very easy to kind of make fun of this mentality, but to actually try to understand who are these people who end up in the censor board and then make these decisions. I wanted to understand the lives of these people who eventually take these kinds of calls. So it was a bit of an empathetic understanding look while also retaining the bizarreness of the situation.' Varun shared the news item that inspired the film in his latest post on X. Take a look! Swanand Kirkire knew he wanted to be a part of the film from day one. He shared, 'Varun and I go a long way. We are friends and I admire his work a lot. Earlier we have collaborated in Masaan and have always remained in touch. He had sent me the script and I had liked it a lot. He had offered me a different part in the film, and I had agreed to that as well. But there was some issue with dates and it got delayed due to the pandemic. I called Varun to tell that I was available and he said that he had another role for me, to which I said yes immediately! I was very happy that I could become a part of this film.' Varun made Kiss before his feature film All India Rank. What was more challenging- a feature film or a short film? Varun says, 'Every film has its difficulties. This being my first film I had more of a fascinating experience being on the set on the first day. It was as if I had walked into a dream! Luckily I had a fantastic crew to support me, who were more experienced than I am. Everyone had many films before them, and they were doing their best and taking care of me as well. Like I had no idea of colour palette, which was being discussed by the design team. I simply stood there and I left it on them to take care of that aspect of the film. I said yes because I trusted them.' A post shared by Newton Cinema (@newton_cinema) Kiss talks about censorship in cinema. As a filmmaker, he wants more artists to speak about the issue. What can change? He says, 'I don't think giving a list of things that should change will change things. We are that much aware of the world… a lot of things can change, should change. Censor board is also doing what the society… they think it is ready for. They have this superiority complex that we will tell the world what to do and what not to watch. I think at least more artists can speak about it. Censorship in itself is a wrong idea for a country like ours. For a democracy, there should not be censorship. The name of the body is Central Board of Film Certification, not film censorship. They are supposed to certify a film but they are also censoring and that should not be the case. It should not be allowed, it should not be the norm.' Swanand agrees. He adds, 'Not just the censor board, but so many other things should change. It should become more human than they are. I think the only censorship that should happen is in the head of the creator. When they decide why they are telling a certain story, because it is a very fragile line. It is ultimately the artist's responsibility. From there it should start. And, censorship should not become a political tool to only tell a certain kind of story and stop people from telling a certain kind of story. That is what this film addresses. People who are censoring, who are they? Are they equipped? Are they open-minded enough to judge a film? Everyone has their own values, their own traumas, their own childhood conditioning… The film is compassionate in that sense. I think that is the beginning. Compassion is the way to lead. It is a short way and a short step, but yeah, let's start with compassion.' Kiss is available to watch on Mubi India.

Dehradun (Uttarakhand) [India], June 4 (ANI): Under Chief Minister Pushkar Singh Dhami's 'zero tolerance' policy, the Uttarakhand government has initiated action against several senior officials on charges of corruption, misuse of office, disproportionate assets, and financial irregularities. According to an official release, under the leadership of Chief Minister Dhami, concrete and decisive steps are being taken towards transparent and accountable governance in Uttarakhand. The clear objective of the Uttarakhand government is to make the state corruption-free and ensure accountability in the administration. In recent months, the government has shown that action will be taken against all officials, irrespective of their position or influence. According to the release, the state government has taken action against 'big names' so far, such as the Haridwar land scam, which involved 12 people. These comprised two IAS and one PCS official who have been suspended. The other action was taken against IAS officer Ram Vilas Yadav, who was suspended on serious charges of disproportionate assets and corruption. Investigation agencies have started a deep investigation against him as his income source is unclear. Another action was initiated against IFS officer Kishan Chand. This senior officer of the Forest Department has been accused of misuse of power and disproportionate assets. Strict administrative action has been taken against him. Garden Director Harminder Singh Baveja was suspended due to corruption and financial irregularities in the Horticulture Department. The state government also took action against the Finance Controller of the Ayurveda University, Amit action was taken against him for ignoring orders related to corruption and disregarding financial rules. Bhupendra Kumar, the Deputy General Manager, Finance, Transport Corporation, was suspended for taking bribes and for financial irregularities. Vigilance is conducting a detailed investigation. Mahipal Singh, Lekhpal, was caught red-handed demanding a bribe. A case has been registered against him under the Prevention of Corruption Act. In another case, a vigilance investigation was initiated against PCS officer Nidhi Yadav after complaints of corruption in various cases. The deputy registrar of the Stamp and Registration Department, Ramdatt Mishra, was suspended due to irregularities in stamp duty and land registration. Senior State Tax Department officers, VP Singh, Dr Kuldeep Singh and Yashpal Singh, were suspended immediately on suspicion of gross negligence in work and corruption. The government clarified that the currently employed and retired officers will be investigated if they have committed irregularities during their service period. Cases like copying and paper leak in various recruitment examinations conducted in the state have been taken very seriously. According to the release, 57 copy mafia members have been sent to jail so far. Strict action has been taken against 24 accused under the Gangster Act. This has sent out the message that nobody can tamper with the examination system in the state. Earlier on Tuesday, Uttarakhand Chief Minister Dhami attended a review meeting with Union Road Minister Nitin Gadkari on the ropeway project developments in the state. He addressed the convocation ceremony of the Graphic Era Deemed University in Dehradun and said that under the leadership of Prime Minister Narendra Modi, the state had been working towards becoming a leader in education.
