France to ban smoking in parks, beaches, and near schools

PARIS (AP) — France has struggled to kick its smoking habit. A new public health decree published Saturday aims to change that.
In the coming days, smoking will be banned in all French parks and sports venues, at beaches and bus stops, in a perimeter around all schools, and anywhere children could gather in public.
In a country where smoking has for generations been glamorized in cinema and intertwined with the national image, government crackdowns on tobacco use have met resistance.
'In France, we still have this mindset of saying, 'this is a law that restricts freedom,''' Philippe Bergerot, president of the French League Against Cancer, told the Associated Press.
The ban aims ''to promote what we call denormalization. In people's minds, smoking is normal,'' he said. ''We aren't banning smoking; we are banning smoking in certain places where it could potentially affect people's health and ... young people.''
It's been illegal to smoke in restaurants, bars and public buildings since a series of bans in 2007 and 2008. Ever-higher taxes mean a pack now costs upwards of 12 euros ($14).
Yet more than 30% of French adults still smoke cigarettes, most of them daily, one of the higher rates in Europe and globally. The Health Ministry is particularly concerned that tobacco remains popular among young people, citing public health statistics showing that 15% of 17-year-olds smoke. Black market cigarette trading is common.
More than 200 people in France die each day of tobacco-related illness, Health Minister Catherine Vautrin said in a statement Saturday. That adds up to some 75,000 deaths per year.
In a Paris park as the ban loomed, views were mixed.
Parisian Natacha Uzan welcomed the énd of smoking in restaurants. But she said: ''Now outside, in parks, I find it becoming a bit repressive.'
The broader ban is a ''good thing'' for Anabelle Cermell, mother of a 3-month-old boy. ''I tell myself, oh, it's really not ideal for him, but there's not much I can do about it, or I would have to ... not take the bus, not go to parks.'
The government said last month that the new ban would take effect July 1. The official decree introducing the ban was published Saturday, and a health minister's statement said that a government order specifying the perimeters set by the ban would be published in the coming days.
Electronic cigarettes are exempt from the new ban.
Other European countries have gone farther. Britain and Sweden have tightened smoking regulations in public spaces. Spain is extending its smoking ban to café and restaurant terraces, which are exempt from France's new ban.

CAIRO — Israeli forces killed at least 22 people and wounded 20 others, many while attempting to get desperately needed food aid in southern Gaza on Monday, according to witnesses, hospitals, and Gaza's Health Ministry. Nasser Hospital in Khan Yunis said it received the bodies of 11 people who were shot while returning from an aid site associated with Israeli and U.S.-backed Gaza Humanitarian Fund in southern Gaza, part of a deadly pattern that has killed more than 500 Palestinians in the chaotic and controversial aid distribution program over the past month. Ten others were killed at a United Nations aid warehouse in northern Gaza, according to the Health Ministry. The southern Gaza strike happened around 1.8 miles from the GHF site in the city of Khan Yunis, as Palestinians returned from the site along the only accessible route. Palestinians are often forced to travel long distances to access the GHF hubs in hopes of obtaining aid. Yousef Mahmoud Mokheimar was walking along with dozens others when he saw troops in vehicles and tanks racing toward them. At the beginning they fired warning shots in air, before firing at the crowds, he said. 'They fired at us indiscriminately,' he said, adding that he was shot in his leg, and a man was also shot while attempting to rescue him. He said he saw troops detaining six people, including three children, and it wasn't clear what happened to them. 'We don't know whether they are still alive,' he said. Monzer Hisham Ismail, another witness, said troops attacked the crowds while returning from the GHF hub in eastern Khan Yunis. 'We were returning from the American aid hub … we were targeted by (the Israeli) artillery,' he said. Nasser Hospital said another person was killed near a GHF hub in the southern city of Rafah. The Israeli military said it was reviewing information about the attacks. In the past, the military has said it fires warning shots at people who move suspiciously or get too close to troops, including while collecting aid. Israel wants the GHF to replace a system coordinated by the United Nations and international aid groups. Along with the United States, Israel has accused the militant Hamas group of stealing aid and using it to prop up its rule in the enclave. The U.N. denies there is systematic diversion of aid. The Israeli military said it had recently taken steps to improve organization in the area, including the installation of new fencing, signage and the opening of additional routes to access aid. Israel says it only targets militants and blames civilian deaths on Hamas, accusing the militants of hiding among civilians because they operate in populated areas. In northern Gaza, at least 10 Palestinians were killed in an Israeli strike on an aid warehouse in Gaza City, according to the Health Ministry's ambulance and emergency service. It wasn't immediately clear whether there was aid at the warehouse. The strike in Gaza City came as the military intensified its bombardment campaign across the city and the nearby Jabaliya refugee camp. On Sunday and Monday, Israel issued widespread evacuation orders for large swaths of northern Gaza. Palestinians reported massive bombing overnight into Monday morning, describing the fresh attacks as a 'scorched earth' campaign that targeted mostly empty buildings and civilian infrastructure above the ground. 'They destroy whatever left standing … the sound of bombing hasn't stopped,' said Mohamed Mahdy, a Gaza City resident who fled his damaged house Monday morning. Fares Awad, head of the Health Ministry's emergency and ambulance services in northern Gaza, said that most of Gaza City and Jabaliya have become inaccessible and ambulances were unable to respond to distress calls from people trapped in the rubble. The Israeli military said it had taken multiple steps to notify civilians of operations to target Hamas' military command and control centers in northern Gaza. Viral claims that the World Health Organisation (WHO) has 'just classified the pill as a group one carcinogen' are flooding TikTok, the Chinese-owned social media platform. 'The pill is now classified as a level-one carcinogen. Like tobacco. Like alcohol. Like drugs,' one TikToker claims, prompting alarm among users of the platform. Others urge their followers to stop taking the pill altogether. Euroverify has investigated these claims and found that, while the WHO's specialised cancer agency does consider some types of contraception pills to be carcinogenic to humans, the reality is much more nuanced. It's not true that the WHO has 'just' classified the pill as a carcinogen, as TikTok users have claimed. In fact, the International Agency for Research on Cancer (IARC) – the WHO's French-headquartered cancer agency – has included certain contraceptive pills on its list of substances 'carcinogenic to humans' since 2005. That list, known as Group 1, includes substances where 'sufficient evidence of carcinogenicity' has been demonstrated in 'studies in which chance, bias, and confounding were ruled out with reasonable confidence". There are two main types of the hormonal contraceptive pill: the combined pill, which contains the hormones oestrogen and progestogen, and the mini pill, which contains progestogen only. Only the combined pill is included on the WHO's so-called Group 1, meaning there's sufficient evidence that it can cause cancer in humans. The mini pill is currently categorised in the IARC's Group 2B, meaning it's considered "possibly carcinogenic to humans." Several studies, however, have found that both of these pills slightly increase the risk of breast cancer in women. For example, a 2023 study by Oxford University's Cancer Epidemiology Unit found that any type of hormonal contraceptive may increase the risk of breast cancer, and estimated that use of the mini pill is associated with 'a 20-30% higher risk of breast cancer". But there is also data to suggest the contraceptive pill can reduce the risk of other types of cancer, such as endometrial, colorectal and bowel cancers. It means the relationship between cancer and the contraceptive pill is much more complex than meets the eye. We detected several TikTok videos published in recent weeks claiming that the WHO considers the contraceptive pill "as carcinogenic" to humans as alcohol, tobacco and asbestos. This claim is misleading. The IARC's Group 1 includes all the substances for which there is sufficient evidence of carcinogenicity in humans, such as alcohol, tobacco and asbestos, as well as processed meats, sunlight radiation and certain viruses like Hepatitis B and C. But this doesn't mean in any way that all substances on the list carry the same risk level. It simply means there is sufficient scientific evidence to support the claim that they are all carcinogenic to humans. The IARC does not classify substances according to level of carcinogenicity, but rather according to the strength of the scientific evidence to support its link to an increased risk of cancer.
