EXCLUSIVE: French cognac makers offer China minimum import prices to fend off tariffs

PARIS and LONDON — Negotiators representing French cognac producers suggested minimum prices for exports to China of between US$20 and around $300 per liter as an opening bid in talks aimed at ending a tariff stand-off with China, a document seen by Reuters shows.
The minimum prices are part of efforts to avoid permanent tariffs of up to 39 per cent amid tense negotiations with China's commerce ministry, which has opened an anti-dumping investigation focused on the sector. They were sent to producers several weeks ago for their approval by a Paris-based law firm negotiating on the spirit makers' behalf.
A spokesperson for the law firm, GIDE, declined to comment.
The industry, grappling with falling sales and simultaneous tariff threats from the United States, its other key market, has been fighting to secure a deal with China since Beijing first threatened to levy the duties in January 2024. The move came amid a wider trade dispute with the European Union after it imposed tariffs on imports of Chinese electric vehicles.
A flurry of political meetings in Paris and technical discussions in Beijing last week raised hopes that a settlement of the trade spat was imminent. But the talks ended with no deal, leaving just weeks to go before a July 5 deadline for Beijing to wrap up its anti-dumping probe.
Chinese authorities subsequently announced that the industry had made a voluntary 'price pledge' and it was reviewing its terms.
The price list seen by Reuters included a 'minimum import price' for different bands of cognac defined by how long the spirit has been aged, ranging from two years for the cheapest 'Very Special' (VS) cognacs to the most expensive 'Extra Extra Old' (XXO), aged 14 years or more.
Under the offer, VS cognac would have a minimum import price of 144.70 yuan ($20.16) per liter, while 'Very Superior Old Pale' (VSOP), aged for at least four years, would be priced at 177.92 yuan.
High-end Extra Old (XO) would cost 526.52 yuan to import, with the XXO category, where prices reach thousands of dollars per bottle and more, costing at least 2,126.07 yuan ($296.16) per liter.
France's BNIC industry body declined to comment on the prices, citing confidential negotiations. 'We keep waiting and hoping for a good outcome,' a BNIC spokesperson said.
The prices in the document refer to the price paid for cognac by importers in China, with distributors, wholesalers, retailers and consumers paying more to buy it.
Reuters was not able to determine current import prices across the sector, led by LVMH's LVMH.PA Hennessy, Pernod Ricard's PERP.PA Martell and Remy Cointreau's RCOP.PA Remy Martin.
Hennessy's VS cognac currently sells to consumers for around $100 per liter on Tmall. Remy Martin's cheapest label meanwhile fetches around $110 to $350 for its XO cognac.
TALKS ONGOING
Chinese authorities have already imposed steep provisional duties on imports of European brandy - mostly made up of French cognac - in the dispute with the EU.
Laurence Whyatt, analyst at Barclays, said it wasn't clear the industry had made a major concession in the price offer seen by Reuters.
'Import prices are usually a third to a half of the retail price, so the prices detailed appear commensurate to the existing import prices,' he said.
However, the document seen by Reuters reflected the sector's opening offer and talks are ongoing. A source familiar with the discussions said after weeks of back and forth, the two sides seem potentially close to agreement, but another person said the talks were tough and the sector was being pushed to make a bad deal.
A settlement with China, the most important export country by value for France's $3 billion cognac industry, that removes the duties would be a boon for the sector, whose growth prospects have been hurt by the tariff dispute.

The company also showcased its open, rack-scale AI infrastructure and ROCm 7 software stack, enabling scalable, energy-efficient AI deployment. Strategic partners like Meta Platforms META, OpenAI, Microsoft MSFT, and Oracle ORCL highlighted AMD's growing role in powering next-gen AI workloads. Meta Platforms announced the broad deployment of AMD Instinct MI300X for Llama 3 and Llama 4 inference. Meta Platforms also expressed strong interest in the MI350 Series and is collaborating with AMD on future AI roadmaps, including the MI400 platform. Microsoft also announced that AMD Instinct MI300X is powering both proprietary and open-source models in production on Microsoft Azure. AMD expects approximately a $700 million reduction in second-quarter 2025 revenues due to halted MI308X shipments to China. AMD's Earnings Estimates Trend Downward The Zacks Consensus Estimate for AMD's second-quarter 2025 earnings is currently pegged at 56 cents per share, which has decreased 13.8% over the past 30 days, indicating a year-over-year decline of 18.84%. The consensus mark for second-quarter 2025 revenues is pegged at $7.41 billion, indicating year-over-year growth of 27%. Conclusion: Hold AMD Stock for Now AMD's expanding portfolio, strategic acquisitions and rich partner base are expected to improve its top-line growth. However, its near-term prospects are dull due to macroeconomic uncertainties and stiff competition, particularly from NVIDIA in the cloud data center and AI chip markets. The growing demand for custom AI chips, offered by companies like Broadcom, is increasing concerns over market share. Stretched valuation also remains a concern. (AP Photo/Richard Drew, File) LONDON — Shein's carbon emissions from transporting products climbed 13.7 per cent in 2024, the online fast-fashion retailer's sustainability report showed on Friday, and its 2023 transport emissions were 18 per cent higher than previously reported after a recalculation. Shein uses mainly air freight to send cheap clothes directly from suppliers in China to shoppers in 150 markets worldwide, a more carbon-intensive supply chain model compared with traditional apparel retailers that ship more of their products on container vessels. Shein said it planned to produce, package, and ship closer to its customers as a way to lower emissions and cut delivery times and shipping costs. It increased its use of sea freight and trucking in 2024, according to the report. 'We do have localized places like Brazil, like Turkey ... so all these things are in the works. Are we fast enough? Are we perfect? Of course not. There are a lot of things that we have to do,' Shein executive chairman Donald Tang said, speaking at the Viva Technology conference in Paris on Friday after the report was published. France's Senate on Tuesday approved a revised version of a fast fashion law that, if implemented, would ban advertising by Shein and its rival Temu, with French lawmakers criticizing Shein's environmental footprint. Shein argues its business model allows it to produce according to demand and leaves it with less unsold inventory than traditional clothing retailers, minimizing waste. Founded in China and headquartered in Singapore, Shein sources most of its products from 7,000 suppliers in China, but also has a growing network of factories in Brazil and Turkey. Emission targets Emissions from transporting products to and between Shein facilities, and to customers, including returns, were 8.52 million metric tons of CO2 equivalent in 2024, up from 7.49 million metric tons of CO2e in 2023, according to the report. Shein's transport emissions for 2024 are more than three times those of Zara owner Inditex, which reported 2.61 million tons of CO2e for its 2024 financial year, a 10 per cent increase on 2023 as the Spanish firm also used more air freight. Shein said its 2023 emissions were recalculated after an update to its methodology. Last year it reported a 2023 figure of 6.35 million metric tons. Steep tariffs imposed by the United States on Chinese goods have made it more urgent for Shein to diversify its supplier base, as the U.S. is its biggest market. The company aims to go public and has shifted its focus to a Hong Kong initial public offering after failing to win Chinese securities' regulatory approval to proceed with a planned London listing. Shein's emissions reduction targets, approved last month by the Science-Based Targets Initiative, are for a 25 per cent reduction in Scope 3 (indirect) emissions by 2030, compared with 2023. In the sustainability report Shein, which has also faced criticism over working conditions in its supply chain, said it ended 12 supplier relationships in 2024 due to violations of its policies, up from five in 2023. Puskar) Ford Motor Co is struggling with supplies of rare earth magnets, the automaker's CEO Jim Farley told Bloomberg News in an interview on Friday. China, which controls more than 90 per cent of global rare earth processing capacity, imposed new export licensing rules in April, tightening supply to Western manufacturers of everything from cars and fighter jets to household appliances. Automakers, especially those focused on EVs, are among the largest industrial consumers of rare earth materials. China granted temporary export licenses to rare-earth suppliers of the top three U.S. automakers, including Ford, earlier this month, according to a Reuters report. But Farley told Bloomberg News the company continues to struggle. 'It's day to day,' Farley said. 'We have had to shut down factories. It's hand-to-mouth right now.' Ford did not immediately respond to Reuters' request for a comment. The company had previously shut down production of its Explorer SUV at its Chicago plant for a week in May because of a rare-earth shortage. Shares of Ford were down close to one per cent in morning trade. They have risen more than seven per cent since the start of the year. Western countries have been trying to reduce reliance on Chinese rare earths by investing in alternative sources and refining capacity in places like Australia, Canada, and the United States.
