
Chhattisgarh govt to form Tiger Foundation Society to control depleting number of big cats

Chhattisgarh cabinet on Wednesday decided to establish state Tiger Foundation Society, in a move for wildlife conservation and eco-tourism, which will focus on tiger conservation, over a concern towards deteriorating tiger population.
Chhattisgarh presently has around 18-20 tigers.
Chief minister Vishnu Deo Sai chaired the cabinet meeting at his official residence in Raipur and this decision was taken during the meeting.
Officials said that a similar society has been operational in neighbouring Madhya Pradesh since 1996 and Chhattisgarh's Tiger Foundation Society will function under the Wildlife Protection Act, 1972, and the state has four tiger reserves, since its foundation in year 2000.
According to information, the Tiger Society will be self-financed, and will not put any additional burden on the govt exchequer. It will raise funds from individuals and institutions. This society will be directly involved in activities related to the conservation of tigers and other wildlife, the govt release said.
IT added that the society will ensure availability of external funds, expertise and resources for conservation, which will provide new employment opportunities to local communities and maintain the environmental balance of the state,
The statement said that the society will promote eco-tourism with the participation of the local community, which will not only increase tourism but also create employment and income opportunities for the local people.

Cabinet also took other key decision and gave its nod to provide financial assistance to consumers for setting up solar rooftop plants in their houses under PM Surya Ghar Muft Bijli Yojana to promote renewable energy.
Besides the Centre's fund, the scheme will be provided with additional financial assistance from the Chhattisgarh State Power Distribution Company Limited (CSPDCL) for installing solar rooftop plants at the homes of domestic consumers, which will vary based on the capacity of the solar plant (1 kW, 2 kW, 3 kW and above), the statement said.
A total of Rs 45,000 will be provided for a 1 kW plant (Rs 30,000 as central assistance and Rs 15,000 as state aid), while for a plant of 3 kW or more, the assistance will be Rs 1,08,000 (Rs 78,000 as central assistance and Rs 30,000 as state aid), it said.
Similar assistance has been proposed for housing societies/residential welfare associations. This grant amount will be received by CSPDCL in advance and will be disbursed later to the beneficiaries. A target has been set to install 60,000 such solar power plants in 2025-26, and 70,000 solar power plants in 2026-27. This will entail a financial burden of Rs 180 crore in the financial year 2025-26 and Rs 210 crore in 2026-27, officials said.
CSPDCL will be the implementing agency of this scheme as per the guidelines of the Union Ministry of New and Renewable Energy (MNRE), it added.

The fate of road accident victims' families often depends on whether the accident makes national news, which may result in some relief being announced by state CMs or from the PM relief fund. However, this aid is usually insufficient for long-term support. Families of unreported accidents struggle daily with both emotional loss and financial hardship. There is an urgent need for a national response plan for all accident victims, covering road accidents, air accidents, lightning, floods, landslides, and bridge collapses. This plan should activate automatically upon the reporting of any fatal accident, without the need for political declarations. The plan should offer financial support proportional to the family's annual income, ideally around 10 times that amount, ranging from Rs 10-50 lakh. The recent central government scheme offering Rs 1.5 lakh in cashless treatment is a good start but inadequate for severe injuries. While many accident victims might be covered under insurance, this is not always sufficient. Commercial airline crash compensation follows the Montreal Convention of 1999 but can take years to be processed. Interim compensation, like that announced by Tata Group, helps families survive until the actual compensation is received. Helicopter crash victims, like those in Uttarakhand, often face significant challenges in securing compensation due to financial instability of the operators and potential missed insurance payments. For road accident victims, the Motor Accidents Claims Tribunals often take years to settle, with decisions frequently challenged in higher courts, leaving families in prolonged distress. Hit-and-run victims have an even tougher situation, with no clear party from which to claim insurance, forcing families to seek help from various government offices. Most road accident victims are working-age individuals, leaving behind dependents who struggle without immediate financial aid. Children often have to abandon their education, and families fall into poverty. When multiple family members are injured or killed, the financial burden is even greater. Children orphaned by accidents may end up with relatives who may not have their best interests at heart, sometimes even losing their rightful property. A World Bank report from 2021 highlights that low-income households in poorer states suffer disproportionately from road crashes, with over 75% reporting income declines and resorting to high-interest loans, trapping them in poverty. Timely compensation can prevent this cycle. Assured, timely financial assistance from the government can help families recover, live with dignity, and ensure children's futures are not compromised. The remaining amount can be provided within a few months after assessing the family's needs. The funds could be distributed as an annuity to ensure financial stability. The responsible party, whether an insurance firm or a contractor, can be determined later through legal processes. Funding this initiative could involve collaborating with public sector life insurance companies to cover all 140 crore Indians. The premium could be funded through pooling third-party premiums, a nominal cess on fuel sales, and a small income tax surcharge. Fintechs should see agri, rural areas as new markets, not just social responsibility: FM Nirmala Sitharaman
Finance Minister Nirmala Sitharaman has called on India's fintech companies to view the country's agriculture sector and rural areas as more than just a social responsibility, saying they were an opportunity to 'create new markets'. 'Agriculture and rural areas need more innovations so that farmers will have to be connected to the markets better. Every fintech firm should view rural India as a fertile ground not just as a social responsibility but as an opportunity to create new markets. Sitharaman also said fintechs should participate more when it comes to providing credit to Micro, Small, and Medium Enterprises (MSMEs). The Finance Minister said many other countries could only dream about the speed with which Indian companies were innovating in the digital payments space, with even several advanced countries not making progress at the same pace. 'There are several countries which appreciate and equally ask us if there can be an interaction which can be enabled,' Sitharaman said. A host of companies won at the Digital Payments Awards, including Punjab National Bank, Bank of Baroda, and UCO Bank in the public sector bank category and HDFC Bank, City Union Bank, and IDFC FIRST Bank among private banks. In the small finance and payments bank categories, Equitas Small Finance Bank and India Post Payments Bank were named winners. Among fintechs, Whatsapp Meta, Navi, and Mobikwik won joint first place in the third-party app providers category, while PhonePe, Paytm, and Google Pay were awarded the top three places in the offline digital payments acceptance infrastructure category. 'Push the boundaries' While lauding the 'light-touch regulation, heavy encouragement' approach, the Finance Minister said India still needs 'a bulk of its population' to benefit from financial inclusion. To become a developed country by 2047, Sitharaman called on those in attendance to 'push the boundaries'. 'You have set pioneering targets, achieved them. But now we need to take it further and set standards,' she said. Noting that the fintech adoption rate in India was 87 per cent as against 67 per cent globally, the Finance Minister said nearly Rs 44 lakh crore had been transferred through Direct Benefit Transfers (DBT) since 2014, resulting in savings of Rs 3.48 lakh crore. Going forward, the Finance Minister said financial inclusion should be advanced even further, with regional languages playing a bigger role, strengthened by voice-based services. Account aggregators, she added, could unlock new possibilities, with the number of entities on the account aggregator platform rising to nearly 700 as of March 2025 from 24 three years ago. Sitharaman also highlighted the need to improve literacy and cybersecurity, with solutions needed to ensure people don't fall prey to being 'digitally arrested' or that fly-by-night operators don't take away their money. 'We need a set of fintech companies which are constantly working on giving solutions for the newer challenges which are arising.' Speaking earlier at the awards, M Nagaraju, Secretary, Department of Financial Services, lauded the accomplishments of Unified Payments Interface as a mode of digital payment, saying its success had crossed borders as it was live in seven countries, namely Bhutan, France, Mauritius, Nepal, Singapore, Sri Lanka, and the UAE. Nagaraju echoed Sitharaman's priorities for the future, naming deepening digital payment adoption across sectors and geographies, strengthening cybersecurity and fraud prevention frameworks, promoting digital and financial literacy at the grassroot level, and 'ensuring that digital payments remain inclusive, secure, and citizen-centric'. Bhopal: Highlighting the importance of rural tourism, Chief Minister Mohan Yadav on Wednesday said that tourism in villages generates local jobs for young people while showcasing cultural heritage, festivities, and local food internationally. He was addressing the 'Grameen Rang - Paryatan Sang' state event at the Kushabhau Thakre Auditorium. He said that expanding homestay network in the state exemplifies "Atithi Devo Bhava." The govt works alongside homestay operators, with support from Panchayat and Rural Development and Tribal Affairs departments, to ensure visitors receive outstanding service, he said. Yadav discussed India's pilgrimage heritage, observing that whilst foreign visitors seek recreational activities, Indians undertake spiritual journeys like the Char Dham Yatra, maintaining Sanatan cultural traditions and discovering regional customs. The CM explored the rural tourism display, engaged with district representatives, and participated in clay artistry.
