High vigil on cattle transport ahead of Bakrid festival in Bengaluru
BENGALURU: With just a few days left for Bakrid festival in which lakhs of animals will be sacrificed, the state government has formed a Bakrid Committee under the Bengaluru Urban deputy commissioner to prevent illegal transport of cattle and camels to the city.
The BBMP has already warned the public that slaughtering cattle and camels is a punishable offence and only sheep, goat and buffalo older than 13 years are allowed.
As per an official from the DC's office, officials from RTO, transport department, police and municipality have to carry out awareness among the public regarding the transportation of animals.
'Strict action will be taken against anyone found slaughtering cattle,' he said. 'In case of illegal cattle or camel transport, the animals will be seized and cases will be filed.'

Bengaluru, Jun 2 (UNI) The Cubbon Park Police have registered a suo motu case against One8 Commune, a pub and restaurant co-owned by cricketer Virat Kohli, for alleged violations of the Cigarettes and Other Tobacco Products Act (COTPA). The establishment has been booked under Sections 4 and 21 of the Act for failing to maintain a designated smoking area within its premises. This is not the first time the establishment has come under regulatory scrutiny. In July 2024, the same pub was found operating beyond the permissible hours during a routine night patrol. Police Sub-Inspector Ashok Thakur reported that the pub was still serving customers at 1:20 a.m., exceeding the city's 1 a.m. deadline for such establishments. Consequently, an FIR was filed against the pub's manager under Section 103 of the Karnataka Police Act. Additionally, in December 2024, the Bruhat Bengaluru Mahanagara Palike (BBMP) issued a notice to One8 Commune over alleged fire safety violations. The civic body acted upon a complaint by a social activist, stating that the pub was operating without implementing mandated fire safety measures or obtaining a fire department clearance certificate. The BBMP had previously issued a notice on November 29, but the pub management failed to respond, prompting a seven-day deadline for compliance, failing which legal action would be initiated. One8 Commune's Bengaluru branch, located on the sixth floor of Ratnam's Complex on Kasturba Road near the Chinnaswamy Cricket Stadium, was inaugurated in December 2023. The establishment is part of a chain with outlets in major cities like Delhi, Mumbai, Pune, and Kolkata. As of now, the management of One8 Commune has not issued any public statement regarding these violations. Investigations are ongoing, and further actions will depend on the outcomes of these probes. Karnataka HC orders demolition of illegal building, recovery of costs from BBMP officials
BENGALURU: In a strong move against civic apathy and unauthorised construction, the high court ordered the demolition of an illegal building at JP Nagar 5th Phase and directed that the costs be recovered from BBMP officials who failed to prevent the violation. The case centres around a residential building at Nanjundeshwara Layout , which local residents alleged was coming up without an approved building plan. Complaints were raised in Feb 2020, and during a site inspection, a BBMP joint commissioner confirmed the structure had no sanctioned plan. He assured the residents that the building would be demolished. But action never came. Instead, the builder allegedly colluded with BBMP engineers to procure a backdated plan. "They issued a 2021 plan and backdated it to 2020 to show as if it had been obtained before the construction. But the document was forged. The Anti-Corruption Bureau confirmed this during its inquiry," said a resident who closely followed the case. Despite a Karnataka Appellate Tribunal ruling in favour of its demolition, BBMP remained inactive. The builder then moved the high court with the same forged documents. However, the court wasn't convinced. The involvement of BBMP officials came to light after the case was escalated in court by the building owner himself. Justice Sanjay Gowda, in his April 26 order, pulled no punches. He pointed out that the building plan was approved on March 6, 2021, while the spot inspection by the joint commissioner had occurred earlier, on Feb 28, 2021. The assistant director of town planning (ADTP) not only approved the plan but also issued a building licence on March 24, 2021. "The fact that the engineer was able to provide the licence plan number and the date itself indicates the nature of collusion between the applicant and the engineers concerned," the court noted. The building had massive deviations from the sanctioned norms. "As could be seen from the above, in respect of setback, there are deviations ranging from 20% to 95%. In respect of coverage, there is a deviation of 48.1%, in respect of built-up area, there is a deviation of 73.2% and in respect of FAR, there is a deviation of 73%. The report also points out that there is a violation of the sanctioned height by about 2.2 metres and there is an extra floor constructed. The report also indicates that there is a deviation to the extent of 48.1% in respect of all floors put up and this would therefore fundamentally indicate that there is a gross violation from the sanctioned plan which in fact was cancelled," the court said. Citing Section 321-B of the Karnataka Municipal Corporations Act, the court clarified that if BBMP officers fail to stop illegal construction, they can be penalised. The more violations they overlook, the heavier the penalties. The court has now directed BBMP to take strict action. This includes holding an inquiry into officials, including retired ones who were involved in sanctioning the post-demolition plan. The court said BBMP should also recover the cost of demolition from these officials. "BBMP would also have to take action against the ADTP who sanctioned the plan after the order of confirmation was passed on March 19, 2021," the court noted.

A bar and restaurant co-owned by Indian cricketer Virat Kohli has come under legal scrutiny once again, this time for allegedly failing to comply with public smoking regulations. The Cubbon Park police have filed a First Information Report (FIR) against One8 Commune, located near Kasturba Road in central Bengaluru, for violating provisions under the Cigarettes and Other Tobacco Products Act (COTPA), according to a report by Deccan Herald. Police action came after obtaining court permission and was based on findings from a recent citywide drive launched on May 29 to crack down on smoking law violations. The FIR, registered on May 31, cites Sections 4 and 21 of the Act, which pertain to prohibition and penalties for smoking in public places, the report added. According to the police, during the inspection, officers found that the establishment did not have a clearly demarcated smoking zone, an essential requirement under COTPA. The case has been registered against the pub's manager and staff. An FIR was filed at the Cubbon Park Police Station after the pub was found operating beyond permitted hours during police night patrols.
