City commits to trails grant application for west end

Yahoo29-03-2025

OTTUMWA — The Ottumwa City Council approved an application by the Wapello County Trails Council to pursue grant funding for about half a mile of new trail on the city's west end.
During a special meeting on Thursday at the Amtrak Depot, Kim Hellige of the trails council discussed the project, which would be a two-phase project, with the first phase installing almost 2,500 feet of concrete trail just off the railroad tracks on West Second Street to Harrow's Branch.
Also as part of the project, a 30-foot bridge would be built to cross Harrow's Branch.
"We did chip this section back in 2014 from the railroad tracks all the way to Forest Avenue, but the bridge was never installed, so that section did not get a lot of use," Hellige told the council. "If you go up there today, you can't even tell there had ever been a trail there. So the bridge is really critical."
Hellige said the decision to use concrete instead of asphalt will not only be cheaper, but provide for a longer life for the trail.
"We've got some sections of asphalt (on trails) that are not in very good shape," she said. "When we first started, asphalt was substantially cheaper, but then there was a shift when asphalt and concrete were about the same price. So the longevity for concrete is substantially better than asphalt.
"We probably will never do asphalt again."
The grant the trails council is seeking is from the Iowa Transportation Alternatives Program (TAP). The grant is an 80-20 match, and the trails council is raising 20% for the match.
The cost of this phase of the project is estimated at $377,000, and the trail is expected to break ground in 2027, with city public works director Philip Burgmeier overseeing the construction. The bulk of that cost is the trail itself, which is expected to be 10 feet wide and 6 inches thick.
The trails council has been active in trying to connect parts of the city to each other through trails. There will be construction of a major trails project near the oxbow on the south side of Ottumwa next year, followed by the 2027 project along West Second Street.

El Paso backs grant application to help fund I-10 deck plaza project

EL PASO, Texas (KTSM) — The El Paso City Council voted on Tuesday, June 10, to formally support a grant application that could help fund part of the proposed Interstate 10 deck plaza. The multimillion-dollar plan is a major infrastructure project that would create a public space above the downtown stretch of the freeway. The application is for the Transportation Alternatives Program (TAP), a federally funded, state-administered grant. If approved, it would help pay for some features of the deck plaza, such as trails, sidewalks, and green spaces. 'This is just one little puzzle piece,' District 8 Councilmember Chris Canales said. 'But I've said from the beginning, I'd support this project as long as the money comes from state, federal, or philanthropic sources.' The application is due this month, and a decision is expected in October. If awarded, the Texas Department of Transportation (TxDOT) would take the lead on construction, and the City of El Paso would assist with project management. 'If we are awarded, there are a lot of other steps that need to happen for the council to enter into an agreement to use that funding source, and that's something that would happen in the future,' Joaquin Rodriguez, director of grant-funded programs for the city, said. This isn't the only funding the city is pursuing for the deck plaza. In May, the council also submitted a separate request for $4 million through the Community Project Funding program, which goes through U.S. Rep. Veronica Escobar, D-Texas, office. That funding would help cover structural elements like retaining walls and utility infrastructure. City officials add that both funding requests are part of a larger effort to move the multimillion-dollar project forward with the goal of using outside money to make it happen. Sateliot and Syniverse Deliver First Standardized Billing Framework for Non-Terrestrial Networks

BARCELONA & TAMPA, Fla.--(BUSINESS WIRE)--In a landmark move for the telecommunications industry, Sateliot, the first company to offer 5G standard-based non-terrestrial networks (NTNs) on its low-Earth orbit (LEO) satellite constellation, and Syniverse, the world's most connected company ®, have launched the telecommunications industry's first standardized billing framework for NTN connectivity. This collaboration underscores Sateliot's commitment to industry-wide standardization and interoperability. By integrating Syniverse's extensive experience in roaming and billing, Sateliot can offer seamless service to mobile network operators (MNOs) and mobile virtual network operators (MVNOs) using GSMA's TAP (Transferred Account Procedures) and BCE (Billing and Charging Evolution) standards. "This partnership is a key milestone on the enabling of NTN commercialization," said Gianluca Redolfi, CCO at Sateliot. "By adopting standardized billing processes, we are removing complexity for our MNO and MVNO partners and accelerating the integration of satellite connectivity into existing terrestrial networks." The agreement with Syniverse shows Sateliot's ability to ensure roaming interoperability and end-to-end service delivery across satellite and terrestrial domains. This positions Sateliot as a catalyst for global digital transformation, particularly in regions where traditional connectivity is lacking. "What Sateliot is doing with non-terrestrial network billing reflects the broader shift toward interoperability and commercial readiness in satellite," said Andrew Davies, Chief Executive Officer of Syniverse. "Syniverse helped define what scalable billing looks like in mobile communications, and we're now applying that expertise to help satellite providers unlock roaming and monetization from Day 1 with the reliability, security, and scale expected of any mobile network." With a rapidly expanding portfolio of partnerships across Latin America, Europe, Africa, and Asia, Sateliot is executing on its vision to bring 5G IoT satellite connectivity to millions. The company is collaborating with multiple global network operators to pilot services that support smart agriculture, logistics, environmental monitoring, and other applications. "The future of connectivity depends on seamless integration between terrestrial and non-terrestrial networks and driving standards,' said Barbara Pareglio, Senior Technical Director and NTN Community lead of GSMA. 'By working together, through initiatives such as the GSMA's NTN Community, mobile network operators, satellite providers, and the broader mobile ecosystem can accelerate innovation, bridge connectivity gaps, and create new opportunities so that people, industry, and society thrive.' About Sateliot Sateliot is the first satellite operator to offer 5G standard-based non-terrestrial networks (NTNs), creating a seamless extension of cellular IoT connectivity from space. Germany's SEFE to enter 10-year gas deal with Azerbaijan's Socar

-- State-owned German trading company, SEFE, is set to announce a 10-year agreement to purchase gas from Socar, the state-owned company in Azerbaijan, according to a Bloomberg report on Monday. This agreement allows SEFE to procure up to 15 terawatt-hours of gas annually, equivalent to approximately 1.5 billion cubic meters per year. The report indicated that the gas is expected to be transported to Europe via the Trans Adriatic Pipeline (TAP). This pipeline traverses Northern Greece, Albania, and the Adriatic Sea before reaching the southern shores of Italy. SEFE, an acronym for Securing Energy for Europe, has been proactive in securing new supply contracts. The region has become more reliant on global supplies since the majority of its Russian pipeline gas was lost in 2022. Despite Norwegian production operating at nearly full capacity, Europe continues to require additional supplies while it awaits the commencement of more liquefied natural gas export facilities in the US.
