Yogi government to invest ₹20,000 crore each in Meerut, Mathura, Kanpur for urban transformation

Hindustan Times22-05-2025

Aiming to transform key urban centres, the Yogi Adityanath government has identified Meerut, Mathura and Kanpur for focused integrated development through investments worth around ₹20,000 crore each over the next five years, said an official who is part of the exercise.
The plan intends to bring visible change through a structured mix of short, medium, and long-term projects. Departments like housing, urban development, public works and energy have been directed to prepare and implement proposals in a time-bound manner.
'The initiative is part of the state's broader strategy to modernize tier-2 cities, improve liveability with sustainable development and attract private investment. Various government departments have been tasked with identifying infrastructure, civic and economic development projects that can show measurable impact,' the official said.
The effort began two days back with the Meerut Development Authority (MDA) presenting a detailed blueprint to chief minister Yogi Adityanath in a meeting here. MDA has outlined an ambitious urban transformation roadmap involving 93 projects worth ₹18,262 crore, aligned with the Sustainable Development Goals (SDGs) and central schemes such as AMRUT (Atal Mission for Rejuvenation and Urban Transformation), Smart Cities Mission, and HRIDAY (Heritage City Development and Augmentation Yojana).
The presentation was titled 'Revitalising Meerut: Transforming the City Through and Theme-Bases Urban Development Projects.'
According to MDA's theme-based approach, as shown through the presentation, the focus is on six core areas: enhancing public spaces, improving connectivity, upgrading utilities and social infrastructure, promoting industrial and housing growth, preserving heritage, and ensuring effective redevelopment.
The largest share—37 projects valued at ₹5,382 crore—aims at seamless connectivity for a smarter and more liveable Meerut. This includes initiatives planned across short, medium, and long-term phases.
Enhancing public spaces and streetscaping accounts for 14 projects worth ₹3,814 crore, while 23 projects ( ₹3,975 crore) are aimed at infrastructure and connectivity upgrades. Notably, only 11 of the 93 projects require land acquisition, involving an estimated cost of ₹5,440 crore.
The plan also includes the establishment of Central Business District (CBD) at Hastinapur in Meerut with an investment nod for ₹200 crore. The proposed CBD aims to become a focal point for economic development, employment generation, and tourism, making use of its available land and heritage value
Currently, six projects are under implementation, and the overall timeline spans from short-term (0–1 year) to long-term (2.5–5 years).
Similar development plans are being prepared for Mathura and Kanpur. Officials suggest that Mathura's plan may focus on religious tourism infrastructure, riverfront development along the Yamuna, and decongestion of temple town areas. Kanpur is expected to prioritise industrial rejuvenation, transport upgrades and pollution mitigation.
A city-wise nodal officer system, monthly reviews and a real-time monitoring dashboard under some senior authority in the state capital are being designed to ensure fast-track implementation.
'The government will also encourage investment in all these three cities under the Public Private Partnership (PPP) model,' the official said.

No animal sacrifice in the open: U.P. CM ahead of Bakrid

Uttar Pradesh chief minister Yogi Adityanath on Thursday directed senior officials to ensure that no animal sacrifice takes place in the open during the upcoming Eid-ul-Azha (Bakrid) festival that will be celebrated on Saturday (June 7). He also instructed authorities to ensure that blood is not drained into open sewers and emphasised adopting a zero-tolerance policy against any troublemakers to maintain peace and public order. The CM, who turned 53 on Thursday, issued these directives during a law and order review meeting that he chaired at Gorakhnath temple in Gorakhpur. At the temple, he also offered prayers and paid floral tribute to Mahant Avaidyanath's statue. Besides, Yogi reviewed preparations for the International Yoga Day celebrations scheduled for June 21. He instructed officials to make arrangements for the live telecast of PM Narendra Modi's address and to install large display screens at all major city intersections. He enquired about the pending construction work at Ayush University and directed the divisional commissioner to ensure its completion within a week. The university is scheduled to be inaugurated by the President of India on June 30. Later in the evening, several public representatives and BJP workers gathered on the temple premises to greet the CM on his birthday.

Sebi comes out with operational framework for ESG debt securities

Markets regulator Sebi on Thursday came out with an operational framework for issuance of social bonds, sustainability bonds and sustainability-linked bonds, which together will be known as Environment, Social and Governance (ESG) debt securities. This will help issuers to raise money for more sustainable projects, assisting in closing the funding gap for the Sustainable Development Goals. In its circular, Sebi said the debt securities will be labelled as 'social bonds' or 'sustainability bonds' or 'sustainability-linked bonds' only if the funds raised through the issuance of such debt securities are proposed to be utilised for financing or refinancing projects. The regulator has addressed the initial and continuous disclosures for sustainable securitised debt instruments that would be based on international frameworks. Initial disclosures would be made in the offer document for the securities, while continuous disclosures would be included in annual reports or other mandated formats. Sebi said that an issuer desirous of issuing social bonds will have to make additional disclosures in the offer document for public issues or private placements. These included social objectives of the social project, brief details of the decision-making process followed for determining the eligibility of projects, details of the procedures to be employed for tracking the deployment of the proceeds and details of an indicative estimate of distribution of proceeds between financing and refinancing of projects. In case of refinancing, details of the existing debt are proposed to be refinanced, including the amount outstanding. The issuer is required to appoint an independent third-party reviewer/ certifier to ascertain that the ESG-labelled debt securities are in alignment with any of the recognised standards. An issuer desirous of issuing sustainability bonds will have to comply with the provisions specified for green debt security. An issuer of social bonds or sustainability bonds will have to ensure that all projects funded by the proceeds of such securities meet the objectives of social bonds or sustainability bonds and utilise the proceeds only for the stated purpose, as disclosed in the offer document. "Certain social projects may also have environmental co-benefits, and that certain green projects may have social co-benefits. The classification of a debt security as a green debt security, social bond or sustainability bond should be determined by the issuer based on its primary objectives for the underlying projects," Sebi said. While raising funds for social objects or sustainability objects, an issuer will have to continuously monitor to check whether the form of operations undertaken is resulting in reduction of the adverse social impact or sustainable impact, as envisaged in the offer document. The framework will come into force for issuances of ESG debt securities with effect from June 5, 2025.
