‘Issue of Statehood and Sixth Schedule Unresolved': Ladakh Leaders as Union Govt Notifies New Rules
Srinagar: The new reservation and domicile policies brought out by the Bhartiya Janta Party (BJP)-led Union government for Ladakh have fallen short of addressing widespread concerns over the constitutional disempowerment and suspension of democracy in the border region following its separation from Jammu and Kashmir in 2019.
'For us, the main issue of statehood and the inclusion of Ladakh in Sixth Schedule remains unresolved,' Leh Apex Body (LAB) leader Chering Dorjay, who has been leading talks with the Union government over the last more than two years along with members of Kargil Democratic Alliance (KDA), told The Wire .
He added, 'While we welcome the new measures, we want the government to talk about restoration of statehood now and granting of constitutional safeguards for Ladakh in some form. The job reservation was a small problem which should have been solved much earlier but the government sat on the matter unnecessarily for a long time.'
Environmentalist and innovator Sonam Wangchuk, who has been protesting against the alleged disempowerment of Ladakh in the aftermath of its separation from J&K in 2019 and demotion into a Union territory (UT) without a legislature, said that the reservation policy was the least important demand of the LAB-KDA combine.
'In urgency, it (reservation policy) was the highest, but in importance it was the lowest. They (LAB-KDA combine) seem to have mutually decided (with the Union government) on picking the low hanging fruit first,' Wangchuk said, adding that the government didn't concede the demand of the LAB-KDA combine to set the condition of 30 years continuous residency for a non-local in Ladakh to obtain domicile certificate.
The Ladakh Civil Services Decentralization and Recruitment (Amendment) Regulation, 2025, which was notified by President Droupadi Murmu along with a set of new regulations on Monday (June 2) and Tuesday (June 3), sets 15-year continuous residency from October 31, 2019 for a non-local to obtain domicile certificate among other rules.
The rules for obtaining domicile certificate have been laid out in the Ladakh Civil Services Domicile Certificate Rules, 2025.
Ladakhi leader Mohammad Haneefa Jan, who won the region's only Lok Sabha seat in 2024 general election as an independent candidate, said that the new domicile policy was 'meaningless' in the absence of restoration of Ladakh's statehood.
'The government had agreed on a new domicile policy earlier also, so there is nothing new in it, especially because the LAB and KDA leaderships' demand of 30 years continuous residence has not been conceded by the Union government,' he said.
While the rules governing the new regulations are yet to be specified, LAB chief Dorjay said that 95% jobs (including 10% for 'Economically Weaker Section' category) were now reserved for local domiciles under the Ladakh Reservation (Amendment) Regulation, 2025, which was also notified on Tuesday.
The new regulation increases the cap on reservation in government jobs in Ladakh from 50% to 85% for Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and other educationally and socially backward groups.
'Even if outsiders become domiciles of Ladakh after 2034, they can only compete for five percent of jobs while 95 percent jobs are reserved for original residents which is the highest in the country,' Dorjay said.
He said that unlike in Jammu and Kashmir which got a domicile policy with retrospective effect after 2019, the policy in Ladakh has a prospective effect, 'The policy has been extended to admissions to medical, engineering and other professional institutions in Ladakh,' Dorjay said.
According to the National Commission for Scheduled Tribes, Ladakh has more than 83% tribal population and the new rules are seen as an attempt by the BJP to quell widespread public anger over the erosion of Ladakh's unique identity and appropriation of work opportunities in the government by outsiders post 2019.
However, Ladakhi leader Jan, who is also a member of a high-powered committee set up by the Union Ministry of Home Affairs (MHA) in 2023 to examine the four-point demands of LAB-KDA combine, said that the main issue of negotiations was the 'restoration of democracy' in Ladakh.
'The country came out of the British colonial rule in 1947 but Ladakh has been pushed into slavery since 2019. We have no role in policymaking and the imported bureaucratic regime has turned Ladakh into an arena of slavery. The government should now focus on resolving the main issues,' he said.
Wangchuk, who went on hunger strikes twice last year to demand constitutional safeguards under Sixth Schedule, also cautioned that the 15-years clause in the new domicile policy has not gone down well among the people of Ladakh.
'They were hoping for at least 30 years of continuous residence and the new regulation has not made them too happy. It was, however, important to address this issue because all the vacancies in the government are blocked which is not good for the administration to run the system and it is not good for the youth of Ladakh to remain unemployed,' he said.
Wangchuk said that the next two meetings between the Ladakh civil society and the MHA were going to be crucial to determine the future course of the agitation. He said that many people are projecting the regulations on reservation and domicile as 'some kind of resolution' for the problems in Ladakh 'which is far from truth'.
'If the central government sincerely discusses safeguards under Sixth Schedule and restoration of democracy and statehood, then people would be very happy. But if they don't and hold the hill council elections, then it will impact the credibility of any democratic process,' he said.
In the 2020 Hill Council election, the promise to include Ladakh in Sixth Schedule figured among the top three agendas of the BJP's election manifesto for the border region.
According to the manifesto, the party promised to protect 'land, job and environment' by bringing 'constitutional safeguards under Sixth Schedule' with the agenda of 'political empowerment' of Ladakh following its separation from Jammu and Kashmir.
'It completes a full circle,' Wangchuk said of the BJP's reference to the Sixth Schedule in its election manifesto, 'If that promise is not fulfilled again, then consequences will be seen in the election as was seen in the 2024 parliamentary election when the BJP lost in Ladakh because in 2019 parliamentary election, they had promised to include Ladakh in Sixth Schedule and failed to fulfil it.'
He added, 'In a democracy, people send a message through the electoral process which is what might happen again after the parliamentary election in the hill council election towards the end of September this year.'
Among a series of notifications issued by President Murmu also includes the Ladakh Official Languages Regulation, 2025 which recognises English, Hindi, Urdu, Bhoti and Purgi as official languages of the Union Territory with making recommendations about their use, and The Ladakh Autonomous Hill Development Councils (Amendment) Regulation, 2025 under which one-third of seats in Hill Councils in Kargil and Leh would be reserved for women.

GMC to inspect buildings for rainwater harvesting standards
1 2 3 4 Guwahati: In response to city's escalating flood crisis, the Guwahati Municipal Corporation (GMC) will begin random inspections across city buildings from this month to ensure compliance with rainwater conservation, groundwater recharge, and green preservation measures. The order, issued by the GMC commissioner under the department of housing and urban affairs, stated that all commercial, residential, educational, and industrial buildings should install and maintain rainwater harvesting systems and designated green spaces. This enforcement is backed by the Guwahati Building Construction (Regulations) Bylaws, 2014, and the Assam Unified Building Construction (Regulation) Bylaws, 2022. "Buildings cover the land, preventing rainwater from naturally soaking into the ground. Instead, excess runoff enters drains or low-lying areas, heightening flood risks. A proper rainwater harvesting system allows water to percolate into the ground, replenishing groundwater while minimising runoff," Suhel Yasir, assistant commissioner of GMC, said. Authorities have observed that rainwater harvesting structures and groundwater recharge pits are often poorly constructed or neglected. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like This Device Made My Power Bill Drop Overnight elecTrick - Save upto 80% on Power Bill Pre-Order Undo Green spaces, mandated by law, are frequently repurposed for unauthorized use, contradicting approved building plans. According to regulations, at least 20% of land must be allocated for tree planting and greenery, with allowances for reduction in housing projects where a minimum of 25% of the floor area ratio is designated for affordable housing. Based on the civic body's observance, rainwater harvesting structures, and percolation pits for ground water recharge are not properly constructed or maintained. Even mandatory green spaces are neglected or repurposed for unauthorised uses, which are contradictory to the approved building plan. "As per section 111 of the Guwahati Bylaws 2014, and section 111 and 114 of the Assam Unified Building Construction Bylaws, 2022, at least 20% of the land shall be utilised for tree plantation and greenery. This may be reduced to 10% only for housing projects where a minimum of 25% of floor area ratio is allocated for affordable housing," the directive states. The directive also stated that inspections and enforcement measures aim to enhance urban resilience, mitigate water crises, and promote environmental sustainability. Non-compliance could result in penalties such as occupancy certificate revocation, property sealing, and legal action under the Guwahati Municipal Corporation Act, 2017. While rainwater harvesting is mandatory for all individuals, GMC mayor Mrigen Sarania said the civic body would install these systems free of cost in all govt schools and economically weaker households. Train connectivity to transform tourism, boost trade, improve mobility: J&K CM
Katra (J&K) June 6 (UNI) Jammu and Kashmir Chief Minister Omar Abdullah on Friday hailed the rail-link of Kashmir with the rest of the country as a 'historic accomplishment,' stating that the development will boost tourism, trade, and bring comfort in the daily lives of people of Jammu and Kashmir. Addressing a large gathering at Katra during the inauguration of the Chenab and Anji Bridges and at the flagging off ceremony of the Vande Bharat Train to Kashmir by Prime Minister Narendra Modi, Abdullah highlighted the difficulties faced by people during inclement weather when highway closures lead to exorbitant airfares. This marks Kashmir's first all-weather railway connectivity with the rest of India. Also present on the occasion were Lieutenant Governor Manoj Sinha, Union Railways Minister Ashwini Vaishnaw, Union MoS PMO Dr. Jitendra Singh, and other dignitaries. 'The benefits to Jammu and Kashmir will be substantial. Tourism will receive a major boost, and the daily lives of our residents will improve,' the Chief Minister said. 'With this railway line operational, that hardship will be alleviated to a great extent, offering affordable and reliable transportation,' he noted. Speaking about the economic benefits, the Chief Minister emphasized the importance of better market access for the region's horticultural produce. 'Our apples, cherries, and other fruit will now find faster and more easy access to markets across the country and even globally. This will provide a significant economic benefit to our growers and traders,' he said. Lauding Prime Minister Modi's leadership, the Chief Minister said that the successful completion of this critical infrastructure project stands as a testament to the Centre's commitment to the development of Jammu and Kashmir. 'Under PM Modi's stewardship, yet another critical infrastructure project in Jammu and Kashmir has been completed. We are also witnessing rapid progress on other vital initiatives — the Jammu Ring Road, the Srinagar Ring Road, the Delhi-Amritsar-Katra Expressway, the four-laning of the Jammu-Srinagar Highway, and the expansion of both the Jammu and Srinagar airports and the railway network,' he said. The Chief Minister expressed hope that with the Prime Minister's continued support, Jammu and Kashmir will soon regain its status as a full-fledged state. 'Today marks yet another momentous occasion. With your leadership and support, we look forward to Jammu & Kashmir regaining its status as a full-fledged state,' he said. Reflecting on his tryst with key milestones in J&K's rail history, Omar Abdullah recalled his presence at the inauguration of the Anantnag Railway Station, the Banihal Railway Tunnel, and his government's final event at the same venue with PM Modi in 2014. 'You may call it fate, or perhaps destiny, but I have always had the good fortune of being present at key milestones in Jammu and Kashmir's railway journey,' he said. He also recalled that the dream of connecting Kashmir via railway dates back to colonial times. 'Even during British rule, plans were envisioned — such as the proposed Uri and Jhelum railway lines — but they remained unfulfilled. What the British could not achieve, you have made a reality. You have connected Kashmir with the rest of India and, through it, to the wider world. This is a historic accomplishment,' he said. Paying tribute to former Prime Minister Atal Bihari Vajpayee, he credited him for being the first to recognize the rail network to Kashmir as a project of national importance. 'This progress owes much to the vision of Atal Bihari Vajpayee ji, who declared this railway line a project of national importance. Since then, the project has seen consistent progress and budgetary prioritization,' he said. Reaffirming his government's commitment to development, the Chief Minister reiterated his resolve to fulfill the vision of a prosperous region. 'Our government remains committed to the vision of 'Viksit Jammu Kashmir, Viksit Bharat' — a developed Jammu and Kashmir, a developed India — and we are determined to realize this goal for the people of our region.' Concluding his remarks, the Chief Minister extended his gratitude to the Prime Minister on behalf of the people of Jammu and Kashmir. 'On this historic day, on behalf of the people of Jammu and Kashmir, I extend my heartfelt gratitude and congratulations to you, Prime Minister. Thank you for your unwavering support and for helping turn decades-old dreams into reality.' UNI VBH BD

BJP slams Rahul Gandhi, calls him Pakistan's spokesperson
Rahul Gandhi (Picture credit: PTI) NEW DELHI: On the day when Rahul Gandhi 's surrender barb at PM Narendra Modi became a talking point in Pakistan as lawmakers and ministers used his remarks and statements to fuel their anti-India propaganda, BJP on Thursday attacked the Congress MP for alleging that Trump forced India to accept a ceasefire on May 10, with Union minister Dharmendra Pradhan saying he is promoting Pakistan propaganda. "Rahul Gandhi is Pakistan's spokesperson. Pakistan would not acknowledge this and he would deny this. But the Congress leader's conduct is the clinching evidence," Pradhan said, adding, "This is not a conspiracy theory, nor is it motivated by partisanship. The proof is in the public domain and for everyone to see. He has been Pakistan's trumpet." Pradhan said from accusing Hindus and Hindutva of violence to lying that India surrendered to foreign pressure to suspend Operation Sindoor , Rahul has unfailingly parroted Islamabad line. "He copies and pastes statements on Pakistan's website and exposes his stupidity," Pradhan said. Pakistan defence minister Khwaja Asif, in a viral video, could be heard speaking about Rahul's jibe at the Indian govt. "People of India are beginning to realise that their Prime Minister has surrendered," Asif claimed, in an attempt to save his own face after his humiliating takedown during Operation Sindoor. Union parliamentary affairs minister Kiren Rijiju also took note of the viral video and slammed the Congress MP for crossing the line, so much so that it seems to be going against the nation. "There is a limit to stupidity & opposition! There's nobody in Congress Party to tell him that being in the opposition party does not mean, to oppose the nation?" TNN
