ACUD offers new facilities for mixed-use projects

Chairperson of Administrative Capital for Urban Development (ACUD),
Khaled Abbas, announced that the company is gearing up to issue new facilities for real estate development companies in New Administrative Capital.
Abbas said that ACUD will provide facilities for developers with projects under 5 feddans, provided they complete and fully finish the façades of the projects within six months.
He noted that the company will grant developers an additional implementation period of up to six months and will reduce any delay penalties by 50%, if applicable.
He pointed out that this measure aims to preserve the aesthetic appeal of the New Capital's projects.
He added that planning is underway for an additional 40,000 feddans. Despite challenges in the first phase, the second phase is expected to be completed by the end of 2025 or early 2026.
The main challenge facing the Administrative Capital Company is management, as we aim to offer a quality of life different from any other city, he disclosed.
He explained that the New Capital is now ready to accommodate around 50,000 employees who work there daily, following the relocation of most ministries.
He explained that initial indicators show the company's pre-tax profits for this year will exceed last year's EGP 27bn EGP by at least 25%.
He said: 'The New Capital is open to partnerships with major real estate developers from Egypt and abroad to enhance its future recurring revenues.'
He revealed that, according to studies, the city's maintenance costs will range between EGP 5-6bn annually.
He concluded: 'We have received three offers from major companies and have already completed our evaluation of them.'
He stated that a contract will be signed next week with a major Emirati company to develop 500 feddans in the industrial zone, noting that the ACUD is considering expanding the industrial zone, which currently spans 2,000 feddans, due to the increasing demand from industrial developers.
He pointed out that the company had previously signed an agreement with Turkey's Polaris to develop 500 feddans in the industrial zone, with the land expected to be delivered to both companies in the second half of next year.
During the Eighth Real Estate Conference, held under the title 'Placing Egypt on the Global Real Estate Map,' Abbas said that the company is in the process of contracting a financial advisor to re-evaluate the assets of the ACUD.
He pointed out that the last valuation was EGP 285bn, at an exchange rate of EGP 15, and anticipated that the asset value could exceed EGP 1trn with the new evaluation.
He concluded that the company has received numerous offers from investment banks to list part of the ACUD on the Egyptian exchange, but the board decided to defer consideration of these offers until the asset re-evaluation is complete and a final approach for the listing is determined.

The conference also saw the signing of a Power Purchase Agreement for the Shadwan Wind Project, another Scatec-led venture located in Ras Shukeir, Gulf of Suez. The project will deliver 900 megawatts of wind energy and bring in approximately $1 billion in direct foreign investment, further supporting Egypt's clean energy agenda under NWFE. In a third major step, the International Finance Corporation (IFC) partnered with AMEA Power of the UAE to finance Egypt's first utility-scale battery energy storage facility, integrated within the Abydos Solar Project, another key NWFE initiative. Beyond energy, agreements were signed to expand private sector support through the Hafiz platform. The Ministry of Planning and Economic Development signed an MoU with the Federation of Egyptian Banks to improve access to financial and technical services for local businesses. Additionally, a €21 million investment grant was signed with the European Investment Bank (EIB) to advance Egypt's Sustainable Green Industries Project. Rounding off the agreements, Minister Rania Al-Mashat signed a cooperation deal with 12 representatives from chambers of commerce, business associations, and the Federation of Egyptian Industries to scale up engagement with Hafiz and strengthen support for entrepreneurs and industrial leaders across Egypt.

El-Sisi, IFC discuss boosting investment flows, financing Egypt private sector

President Abdel-Fattah El-Sisi and the International Finance Corporation (IFC) discussed on Sunday boosting investment flows into Egypt and financing the private sector at competitive rates to reduce costs. The president's remarks came during a meeting with IFC Managing Director Makhtar Diop and IFC Vice President Ethiopis Tafara in the presence of Egyptian Minister of Planning Rania Al-Mashat, Presidential Spokesperson Ambassador Mohamed El-Shennawy said. During the meeting, President El-Sisi praised the IFC's cooperation with Egypt over the past years. He also highlighted Egypt's keenness to continue this cooperation, especially amid the current regional circumstances that impose significant challenges on development programmes, El-Shennawy added. Moreover, El-Sisi noted that Egypt is adopting structural and economic policies and reforms that support financial and economic stability. "Egypt targets increasing the private sector's role in economic activity and development and is working to enhance private sector confidence in the economy through various tax and customs incentives," the president stressed. President El-Sisi highlighted the government's initiatives to increase exports, develop productive and service activities, and expand public-private partnership (PPP) projects, the spokesperson noted. According to El-Shennawy, the IFC managing director also affirmed the corporation's commitment to fruitful cooperation with Egypt. He praised the economic reform steps taken by Egypt to enhance investor confidence and the investment climate. Furthermore, Diop affirmed the continuation of joint programmes between the two sides to strengthen cooperation and support the Egyptian economy's competitiveness. The IFC, established in 1956, is the private-sector arm of the World Bank Group. It is tasked with advancing economic development by investing in projects, providing asset management services, and encouraging investments in less developed countries. In 2024, the IFC announced a $150 million commitment to four investment and advisory projects in Egypt, including an advisory programme with Egypt's Universal Healthcare Insurance Authority (UHIA), a local currency swap agreement with Banque Misr, and a $100 million investment in Banque du Caire. The commitment also included an equity investment of up to $30 million and a $20 million co-investment envelope into SPE PEF III, a private equity fund managed by SPE Capital, to support mid-cap companies in Egypt, North Africa, and sub-Saharan Africa. The IFC is also working with the Egyptian government to provide advisory services on introducing public-private partnerships at 11 airports to improve infrastructure, connectivity, and passenger services in the country's airport sector.
