The latest analysis reveals that more than 60 per cent of all accidents occurred during the afternoon (12 pm to 6 pm) and evening (6 pm to 9 pm) hours.
The afternoon emerged as the deadliest, recording 4,352 accidents and 2,238 fatalities, according to the study that attributes the trend to a combination of 'extreme heat, driver fatigue, over-speeding, and increased vehicular load' on the roads during these hours.
The evening hours accounted for 3,254 accidents and 1,945 deaths, driven by 'post-work traffic congestion and decreased visibility after sunset.' Morning hours, from 6 am to 12 pm, saw 2,629 accidents and 1,447 deaths. Though relatively safer, this period still bore the impact of school and office hour traffic. Late night hours, from 9 pm to 3 am, reported 2,585 accidents and 1,699 deaths.
During the late slot, though the number of accidents was lower, the severity was significantly higher due to speeding on empty roads and driver fatigue. The early morning hours between 3 am and 6 am recorded the fewest accidents at 506, but with 392 deaths, the fatality rate was alarmingly high at nearly 77 per cent.
The study noted that 'sleep-deprived drivers and exhausted long-distance transport operators' were key factors behind these highly fatal crashes.
The report concludes that while afternoons and evenings remain high-risk due to volume and behaviour-related factors, night-time and early morning crashes, though fewer, were far more lethal.
In response, the state's road safety cell has recommended enforcement drives during peak-risk hours, increased deployment of police and speed detection equipment, and improved use of CCTV surveillance to track violations in real time.
The report calls for strengthening ambulance services through GPS-tracking and traffic clearance protocols.
It further suggests revisiting the timing of schools and offices to ease congestion during morning hours.
For late-night driving, the report recommends establishing rest areas, navigational aids, and round-the-clock helplines, and activating highway check-posts to assist and monitor commercial drivers.
Chief Minister Yogi Adityanath had earlier set the target of cutting road accident deaths by 50 per cent.

After five years or 75,000 km of usage, customers will have the option to return the vehicle at an assured value of 50 per cent of the original ex-showroom price. Alternatively, they can retain the car by paying the remaining balance. 'This is a flexible and low-risk option for customers. It gives them a sense of assurance and helps ease the financial burden of moving into a more premium vehicle,' Banerjee said. This is the first time a mass market car manufacturer has launched such an EMI upgrade scheme. The offer is valid across all variants of the Grand Vitara SUV, with EMI amounts varying depending on the model selected. Banerjee added that the company will monitor the response in the three pilot cities. 'If the model works well, we'll expand it to other cities and extend it to more models -- especially our upcoming e-Vitara,' he said. It has been implemented across all seven Regional Transport Offices (RTOs) in the state, he said. 'WSOTR is more than just a road safety programme. It is a behavioural change movement. Through immersive and tech-enabled modules, we are helping citizens understand the real dangers of being on the wrong side of the road and also drunk driving,' he said. His organisation has established more than 85 road safety labs across the country, said Chouhan. Assistant Director of Transport Department, Oswin E Carvalho, said the orientation programme is mandatory for citizens seeking a fresh learner's licence as well as those coming for renewal of their driving licences. In this programme, candidates are informed about the use of safety belts and helmets, and how to drive and be safe on roads, he said. Licence seekers are also given updates about new road signs. At Lanjigarh refinery unit in Odisha's Kalahandi district, 20 tonnes of biomass are co-fired daily, cutting down over 10,000 tonnes of CO₂ equivalent emissions annually, it said. Similarly, the company has introduced a 10-ton electric forklift at its aluminium plant in Jharsuguda and now operates a large fleet of electric lithium-ion forklifts, significantly reducing diesel consumption and emissions across its operations. 'The shift to electric mobility is further reinforced by the recent partnership with Let's DriEV, launched in Vedanta's Jharsuguda township to promote the use of electric vehicles among employees and residents,' the company said. From the responsible sourcing of materials to ensuring energy-efficient manufacturing, Vedanta is committed to creating long-term value while also safeguarding the planet's needs, Sunil Gupta, COO of Vedanta Aluminium said in a statement.
