The Commission on Elections (Comelec) launched on Friday the KAISA Project to kick off the preparations for the barangay and Sangguniang Kabataan elections (BSKE) in December.
Comelec Commissioner Rey Bulay said that Project KAISA stands for 'Katapatan at Integridad para Sa Atin.'
'Project KAISA also officially launches the BSKE, Project KAISA was founded on a simple yet powerful premise: katapatan at integridad. Dahil ang ating eleksyon ay naguumpisa at nagtatapos sa pagtitiwala ng sambayanang Pilipino,' he said in a press conference.

The commissioner noted that it's very important to ensure an honest and truthful BSKE as barangays and SK are crucial to have an effective national government.
'The BSKE plays a critical role in the grassroots level of our local government. It is actually the cornerstone of our democracy [...] Thus, from the filing of candidacies, in the smallest and remotest barangay, to the casting of votes, and the proclamation of winners, every procedure must be anchored on katapatan at integridad,' said Bulay.
'It will remind us that effective governance starts actually at the barangay hall and transformative leadership starts with the youth at SK,' he added.
Meanwhile, Comelec chairperson George Garcia said that the poll body is also aiming to encourage more voters from the vulnerable sector to cast their votes.
'Ang gusto kong ipahatid sa bawat isa na mapagtulung-tulungan natin na masigurado na, lalong lalo na ang vulnerable sector, yung miyembro ng indigenous peoples, yung nakatatanda, yung may kapansanan sila dapat ang binibigyan ng patungkol at tugon lalo na sa araw ng halalan,' he said.

PCG challenges China Coast Guard vessel off Zambales
The Philippine Coast Guard over the weekend challenged a China Coast Guard vessel located nearly 76 nautical miles from Palauig Point off the coast of Zambales, which is within the Philippine Exclusive Economic Zone (EEZ). In a post on his X account on Sunday evening, PCG spokesperson Commodore Jay Tarriela said the agency directed the Multi Role Response Vessel (MRRV-4409) BRP Cabra on Saturday evening to challenge the presence of the CCG vessel, in accordance with the United Nations Convention on the Law of the Sea (UNCLOS). 'Despite facing challenging sea conditions with wave heights ranging from 8 to 10 feet, the 44-meter vessel continuously engaged the China Coast Guard 3105, emphasizing its lack of legal authority to patrol within Philippine waters but did not receive any response,' the post read. To recall, the Philippines in 2013 challenged China over its claims on the West Philippine Sea, and in 2016 Manila scored a victory in a landmark ruling by an international tribunal that invalidated Beijing's claims. China has refused to acknowledge the Permanent Court of Arbitration's 2016 ruling that invalidated its nine-dash line. Its government in 2022 claimed that it will continue to adhere to what it described as a 'friendly consultation' with the Philippines after several Chinese vessels have been found 'swarming' areas in the West Philippine Sea. The Philippines has already filed over 150 diplomatic protests against China regarding the territorial dispute under the administration of President Ferdinand 'Bongbong' Marcos Jr. Fishing boat in distress Tarriela said the BRP Cabra also received a distress call from Filipino fishing boat FFB John John, which reported engine troubles about 40.35 nautical miles southeast of Bajo De Masinloc. 'Swiftly responding to the situation, the crew of BRP Cabra successfully arrived at the location of the fishing boat and is now towing it safely back to Subic Port, Zambales,' he said. Reelected Senator Imee Marcos said that the bid to remove Vice President Sara Duterte via impeachment has already failed, amid the postponement of proceedings in the Senate. The reading at the Senate of the articles of impeachment by the House of Representatives prosecution panel against Duterte was initially scheduled for June 2, but was moved to June 11 with the 19th Congress set to adjourn sine die on June 14, with Senate President Francis 'Chiz' Escudero citing the need to prioritize the passage of items in the administration's legislative agenda. 'Para sa akin, 'yan ang importante, makatulong sa tao at tigilan na ang pangunguna ng pampulitikang impeachment na 'yan,' Marcos said in Mav Gonzales's report on GMA's '24 Oras Weekend' on Sunday. Ruffy Biazon to appeal Sandiganbayan ruling on graft case
The team of reelected Mayor Ruffy Biazon said they will be filing a motion for reconsideration, seeking the anti-graft court to re-examine the ruling and citing his right to due process. Muntinlupa Mayor Rozzano Rufino 'Ruffy' Biazon over the weekend said he will appeal Sandiganbayan's ruling that found him, along with five other respondents including businesswoman Janet Napoles, guilty of graft in connection to the alleged misuse of the priority development assistance fund (PDAF) in 2007. In a statement issued by his spokesperson Atty. Mitchell-David Espiritu, the reelected mayor's team said they will be filing a motion for reconsideration, seeking the anti-graft court to re-examine the ruling and citing his right to due process. 'We respect the Sandiganbayan's decision as part of our justice system. However, we are surprised by the outcome, especially since Mayor Ruffy was previously acquitted of similar charges involving public funds,' Espiritu said in Filipino in a post on Biazon's official Facebook page. 'We remain hopeful that, like the earlier cases, Mayor Ruffy will ultimately be acquitted once due process has been completed. We intend to explore all legal remedies, beginning with a motion for reconsideration,' he added. Biazon, along with businesswoman Janet Napoles and former government agency Technology Resource Center (TRC) officials Dennis Cunanan, Maria Rosalinda Lacsamana, and Evelyn De Leon were sentenced to six to eight years in jail and perpetual disqualification from public office after being found guilty of the Anti-Graft and Corrupt Practices Act. Court records showed that whistleblower Benhur Luy said Biazon received some P1.950 million through an authorized representative, and the public funds from Biazon's PDAF went to Napoles-run Philippine Social Development Foundation Inc. (PSDFI), a corporate entity that could not have been physically located at its declared address. Biazon, for his part, argued that he merely endorsed the non-government organization (MGO) to the TRC, and that his signature was forged by the whistleblower. The court meanwhile found that Biazon's endorsement functioned more as an instruction than a recommendation, and that there was no substantial evidence that he took steps to dispute or report the alleged forgery. 'Mayor Ruffy will continue to uphold the law — the same law that grants him the right to defend himself and to clear his name of these accusations,' Espiritu said.
