Families in limbo over 'lifeline' adoption support fund

BBC News13-03-2025

Hundreds of families with adopted children in Surrey are waiting to hear whether funding for their government-provided therapy services will continue. The Department for Education (DfE) has yet to say whether funding for the Adoption and Special Guardianship Support Fund will continue after 31 March.Karen Garner from the Sensory Smart Child Therapies clinic in Walton-on-Thames said: "Our concern is for the hundreds of children that we support who have been adopted after experiencing trauma, loss and neglect."The DfE said it was "committed to ensuring all children are able to achieve and thrive" and that adoptive parents "will be at the heart" of its plans.
Ms Garner said the children they support "are making great progress with therapeutic relationships and specialist interventions".But she said only 18 families "out of hundreds" have had their funding confirmed and there are 400 families across all clinics "in limbo".
'It will have a huge impact'
Families say the services are a lifeline and the uncertainty is causing them anxiety.A mother who visits the clinic in Walton-on-Thames, we are calling Sarah said: "It helps with my daughter's emotions and anxiety."Not to have it will have a huge impact on her, she looks forward to it every week and thrives when she leaves." Another parent we are calling Kate said: "If my family can't access the funding after March it will affect my daughter's confidence."Another parent said the fund provided a vital lifeline for her family and without the professional help they receive they would be lost."We are more aware of what our child needs, which means we can also advocate for them at school," she said.
Every child is entitled to apply for a fund of up to £5,000 per year for specialist intervention under the scheme. In a statement, the DfE said its planer were "to rebalance the system to provide earlier support and greater stability for children".The government has promised to set out more details on the fund as soon as possible.
Alison Woodhead from Adoption UK told the BBC that at least 82% of families they surveyed said the fund had a significant impact on their children and the wider family. She said it "changes lives for hundreds of complicated children who have been removed from their birth families and it is an essential part of their development". "We are receiving an increasing numbers of families calling our helpline asking for clarity, and sadly we can't offer it to them."

Elgin mum-of-four's cancer shock after going private to end 18-month NHS wait

An Elgin mum-of-four only learned she had cancer after paying around £15,000 to go private when faced with an 18-month wait on the NHS. Sarah Beaton first visited her GP in June 2024 after suffering from heavy periods. Following multiple visits to her surgery, she was referred for a scan which she received in January this year. The results showed there were anomalies. It was initially thought to be a fibroid, which is a benign non-cancerous growth. But the 43-year-old, who lives just outside of Elgin, was told she would need referred to the gynaecology department at NHS Grampian. Speaking to the P&J, she said: 'I was told there would be an 18-month waiting list for a consultation with a gynaecologist. 'I wasn't very happy because obviously I've been suffering with it for quite a while, and they said to just carry on with the same tablets until I could get a consultation.' The GP told her they would probably recommend a hysteroscopy, a test to look inside a woman's womb, to remove the fibroid which should solve the problem. Frightened by the length of wait, Sarah and her husband Bill Beaton, who run a farming contractor company, decided they would pay for private treatment. Within a week, she had a scan at Albyn Hospital in Aberdeen and a hysteroscopy was scheduled for the following month. But the results proved to be a shock as what was removed wasn't in fact a fibroid, but a mass of cells, which turned out to be endometrial cancer. The mum-of-four last month received a total hysterectomy to remove her womb at the private hospital. Now recovering from the operation at home, she is waiting to find out if further treatment is required. Reflecting on her experience, Sarah told the P&J: 'Had we not gone private, I'd be sitting here still waiting. 'You'll be going about your day and thinking 'I'm lucky' but if I hadn't done that, where would I be in 18 months time? 'What sort of stage would it be? Would it be recoverable? 'We're in a position where we can find that money to do that but there are hundreds who are not like me and are not in that position who at the end will have to incur a lot more treatment than if they were seen sooner.' She added: 'There was no inclination it was anything else until we got that result. It was quite a shock.' Highlands and Island Tory MSP Douglas Ross raised Sarah's 'intolerable' wait at First Minister's Questions on Thursday. John Swinney described the situation as 'unacceptable' and insisted the SNP government is investing more in early intervention to avoid these long waits. Mr Ross said: 'It doesn't bear thinking what the outlook for Sarah may have been had she sat on an NHS waiting list for 18 months before being seen by a specialist and the cancer being uncovered.' The latest NHS Grampian waiting times figures for June show that where gynaecology patients are referred with a suspicion of cancer, 90% are seen within nine weeks. Urgent cases are seen in around 25 weeks, while cases assessed as routine are a 64-week wait. An NHS Grampian spokesman said: 'Behind waiting time figures are real people, with real concerns about their health, and an extremely hard-working clinical team doing their utmost to care for them. 'We are aware patients are often waiting longer for services than they or we would like and we'd apologise to anyone affected by this. 'As a health board we cannot comment on individual patient cases. When a patient, or their representative, makes direct contact with us we are more than willing to discuss their case with them – including their diagnosis, treatment and any further care they received.'

Free school meal expansion in England will benefit fewer than claimed, IFS says

The expansion of free school meals will initially benefit far fewer children in England than claimed, according to the Institute for Fiscal Studies, as data shows more than one in four at state schools already receive free lunches. The figures from the Department for Education's annual school census show that 25.7% of all pupils now receive free school meals (FSM), up by more than a percentage point compared with last year and nearly double the 13.6% in 2017. The record of nearly 2.2 million children is an increase of 77,700 since January 2024. The figures come as Bridget Phillipson, the education secretary, announced expanded FSM eligibility from September 2026, allowing all children from households receiving universal credit benefits to receive free lunches. Currently those with a net earned household income of below £7,400 a year are eligible. While poverty campaigners and teaching unions welcomed Phillipson's announcement, the IFS said the expansion would take several years to affect levels of child poverty. The IFS said in the long run it would lift 100,000 children out of poverty but 'in the short run, both the costs and the benefits of this policy are likely to be much smaller', because of the high proportion who already receive FSM. Christine Farquharson, associate director at IFS, said: 'Transitional protections introduced in 2018 have substantially increased the number of children receiving free school meals today. So in the short run, today's announcement will both cost considerably less, around £250m a year, and benefit considerably fewer pupils [than the government's estimate of 500,000]. This also means that today's announcement will not see anything like 100,000 children lifted out of poverty next year.' The previous government allowed transition arrangements in 2018, during the introduction of universal credit, to protect children receiving FSM and extend their eligibility. The transition ended in April this year, and would eventually have led to fewer children receiving FSM. The IFS said: 'The ultimate impact of these transitional protections is that many more children are currently receiving free school meals than would otherwise be the case. This makes the short-run costs of expanding eligibility lower, but also means that fewer families will benefit on day one.' Tammy Campbell of the Education Policy Institute noted that schools would not receive additional pupil premium funding for each child on FSM under the new extension. The funding, which ranges from £1,000 to £2,600 per pupil, will still be paid under the existing criteria including the £7,400 household income cap. 'There does not appear to be a clear rationale from government as to why the new free school meal eligibility criteria will not be reflected in pupil premium eligibility. The government is clear that these children are growing up in difficult circumstances. As such, they are more likely to have lower attainment and benefit from additional support in school,' Campbell said. Phillipson also said the government would review school food standards. Speaking to the BBC Radio 4 Today programme, she said school food had not been looked at 'for a very long time' and that the government wanted to 'make sure that the food that's being served is healthy and nutritious'. Henry Dimbleby, the restaurateur who chaired the last school food review in 2013, said a fresh review was overdue as some schools were not following existing standards. Campaigners have called for government guidance to encourage consumption of fruit, vegetables, and legumes and less use of processed meats.

While she's been making big money on the platform, having claimed to have taken home £700,000 in 2022, Sarah has found herself the target of cruel trolling. Taking to Instagram to confront her latest bully, she sarcastically responded to their nasty comment. The follower had written: "Yeah why not just make sure your kids get bullied because of your content just so you can get a little validation from people you don't know, good idea." But Sarah - who shares son Stanley, nine, with her husband Jonathan Smith - made sure to clap back with humour, pretending to read a positive one in a get-ready-with-me video. With the aforementioned jibe shown on the screen, she instead read: "Thanks for your inspiring content. Your son is really lucky to have a mom like you that loves him so much. Please show us some more of your outfits." Sarah then enthused: "Of course I will! What a kind, kind comment. Thank you. I will happily show you another outfit," before proceding to talk her fans through what she had been wearing. At the end, she concluded: "Thanks again for that really, really lovely, positive comment." The actress quit the Channel 4 soap for a career on OnlyFans three years ago. Hollyoaks said it doesn't allow cast members to be active on certain 18+ websites because of the show's responsibility to its young audience. Axed Hollyoaks star reveals she's now a pole dancing teacher as she shows off her moves in thong and high heels Speaking about posting on OnlyFans before, Sarah said it was "about taking back control, about empowerment and confidence and having full power over my choices". 'From the very first spin, I was hooked. What started as a way to move and push myself has become so much more- strength, confidence, and a whole new community of incredible, supportive people who lift each other up (literally!).' 7 She shares son Stanley, nine, with her husband Jonathan Smith Credit: Instagram 7 Sarah has been making six figures on OnlyFans Credit: Instagram 7 She has been posting images of herself pole dancing recently Credit: instagram Sarah continued: 'I've recently started 1:1 training with a new pole coach, and I can already feel myself improving in ways I never expected. My beginner's classes will be for absolute newbies or anyone wanting to go back to basics!
