'Airbnb bill' aimed at second home owners
A bill proposing a law change aimed at second home owners looking to "dodge council tax" has been presented to parliament by a North Cornwall MP.
Dubbed the "Airbnb Bill", it proposes homeowners be required to seek planning permission before short-term letting their property.
Liberal Democrat MP Ben Maguire said it would "close a loophole" which allowed property owners to avoid council tax by reclassifying their second homes as business lets.
John Brown, CEO of Cornwall Chamber of Commerce, said the bill "was not a silver bullet, but a start".
Mr Brown added: "It must sit alongside tougher regulation and a robust registration system for short-term lets.
"If it deters those looking to extract profit from Cornwall without putting anything back — good.
"If it helps restore housing stock for local people, even better.
"And if it ensures our hospitality and tourism sectors can find workers with secure housing, then it's a win for all of Cornwall.".
Describing a "surplus" of Airbnb homes, he said there were 14,000 second homes in the county, while 22,000 people were on the housing waiting list.
The bill follows a campaign led by Mr Maguire, who put the proposal directly to the Housing Minister in order to "deliver deep change for North Cornwall".
He added: "The bill is about restoring fairness in our system and giving local people a better chance at owning their own home," he added.
In January 2023, Cornwall Council approved plans for owners of second homes in the county to be charged double council tax.
In September 2024, Airbnb called for Cornwall Council to be given more data, powers and tools to regulate short-term rentals.
The US online rental platform said it had written to local MPs and councillors across Cornwall to inform them of its support for new rules being implemented in the county.
Airbnb also said it also supported the introduction of a registration scheme for people who wanted to let their homes to tourists.
A Ministry of Housing, Communities and Local Government spokesperson said it would fix the "inherited" housing crisis through its Plan for Change.
They said it recognised the "excessive concentrations" of second homes and short-term lets could "price out local people and damage public services".
It had scrapped the furnished holiday lets tax regime, it said, and councils now had powers to increase council tax bills of second homes, while it was "committed" to introducing a national mandatory registration scheme for short-term lets.
Before a short-term let can be assessed for business rates it must first have been available for short-term letting for at least 140 days in the previous year, and actually let for at least 70 days in the previous year.

Loft Lines raided as part of immigration enforcement
The Home Office has arrested almost 150 people during immigration enforcement raids at workplaces across Northern Ireland since July 2024, new figures reveal. BBC News NI understands 36 people were arrested at the Loft Lines complex in the Titanic Quarter in Belfast. The Graham Group is one of the main building contractors on the site. It is understood that those arrested did not work for the company. BBC News NI put a number of questions to the Graham Group about the raid but a spokesperson said they would not be issuing any response. Figures released by the Home Office show that between 5 July 2024 and 31 May 2025, 113 visits resulted in 148 arrests. This marked a 48% rise compared to the year before. The department said it was part of "a drive to combat illegal working" with a particular focus on tackling employers facilitating illegal working, often subjecting migrants to squalid conditions and illegal working hours below minimum wage. Restaurants, nail bars and construction sites have been among the thousands of businesses targeted. Minister for Border Security and Asylum, Dame Angela Eagle, said the government was "committed to tackling illegal working as we intensify our enforcement efforts to disrupt organised immigration networks at every level". "There must be no hiding place from the law and these figures demonstrate our determination to curb immigration offending and disrupt unscrupulous employers," she added. "Under our Plan for Change, we are laser focused on fixing our immigration system and securing our borders once and for all." BBC News NI understands that a major co-ordinated operation reported in March, took place at the Loft Lines development. Offences ranged from breaching visa conditions to illegal entry in the UK with no permission to work. Loft Lines is a three-block apartment development located at Queen's Island in the docks area of the city, on land which used to form part of the Harland and Wolff shipyard. The majority of the 778 apartments will be privately owned and rented out to tenants, but up to 20% of the properties will be constructed as social, affordable homes. The lead developers of the site are Lacuna Developments and Watkin Jones Group PLC, while Graham Group are leading on construction. Watkin Jones PLC declined to comment. Lacuna Developments have been approached for comment by BBC News NI. The development has previously been criticised for blocking the view of Belfast's Titanic museum as the apartments are being built in front of it. BBC News NI understands that 30 of the individuals arrested elected to leave the UK voluntarily. Five have been placed on immigration bail and are now required to report regularly to the Home Office. A 16-year-old boy was also being supported by local authorities. The individual arrested on suspicion of immigration offences has been bailed pending further investigation. Airbnb names new CMO on tails of major platform overhaul

Airbnb has named Rebecca Van Dyck as chief marketing officer as it enacts a major push beyond vacation rentals into offering more travel services and experiences, according to a company blog post. Hiroki Asai, who has acted as the platform's global head of marketing since 2020, is moving into the newly created role of chief experience officer, where he will oversee Van Dyck. Van Dyck's resume includes past stints at Meta, Apple, Levi Strauss and creative agency Wieden + Kennedy. She departed Meta in 2022 after acting as chief operating officer of its Reality Labs division dedicated to developing virtual reality products and the metaverse. The executive began working with Airbnb earlier this year in a consultative capacity. As CMO, she will lead marketing, research and creative teams while helping guide Airbnb's product development. Hiroki will continue to steward Airbnb's marketing, design, product and community units, but with a sharper focus on the end-to-end experience for guests and hosts and the platform's overall product roadmap. In an email to employees, Airbnb Co-founder and CEO Brian Chesky said he has been trying to get Van Dyck on board since first meeting her in 2012. 'We're in the midst of a major transformation as a company — Airbnb is now more than a place to stay,' said Chesky. 'As we launch two new businesses, we need people around the world to understand this shift, and Becca brings exactly the kind of leadership we need for this moment.' Airbnb last month overhauled its app with a reimagining of its Experiences feature that aids users in identifying must-do activities at their travel destinations, such as tours and local hot spots. The company also introduced Airbnb Services, which allows people to connect with professionals like chefs, photographers and massage therapists. The idea behind the latter tool is to go toe-to-toe with the amenities available at a hotel. To complement the platform makeover, the brand recently launched an ad campaign with spots that use colorful animation to illustrate how Airbnb Experiences bring a sense of discovery back to travel.
