United Soccer League first in US to adopt promotion and relegation
March 19 (Reuters) - United Soccer League (USL) clubs have voted to implement a promotion and relegation system to become the first professional sports league in the U.S. to adopt the European model, the USL said on Wednesday.
The USL said a supermajority of club owners were in favour of the change, and a three-tier professional system is set to be in place by the 2027-28 season when a new first division (USL Division One) is launched.
Although leagues in Europe and across the world have had promotion and relegation for decades, the model never caught on in the U.S. over fears of teams losing revenue if they finish bottom and are relegated to the lower division.
"A new chapter in American soccer begins. The decision by our owners to approve and move forward with this bold direction is a testament to their commitment to the long-term growth of soccer in the United States," USL CEO Alec Papadakis said.
"This is a significant milestone for the USL and highlights our shared vision with our team ownership to build a league that not only provides top-tier competition but also champions community engagement."
The top-tier Major League Soccer (MLS) is still a closed league with 30 teams, 15 in the Eastern Conference and 15 in the Western Conference, who remain in it no matter how poorly they perform.
The USL announced plans last month for a new Division One league which will also have a top-tier status.
The implementation of promotion and relegation in the USL will also rule out dead rubbers at the end of the season, where every game could be vital to survival.
"Promotion and relegation transforms the competitive landscape of American soccer," said Paul McDonough, President and Chief Soccer Officer of the USL.
"U.S. fans and stakeholders have been clear - they want something different. They're drawn to the intensity of high-stakes competition, where more matches have real consequences - just like we see in European leagues."

New plans have been approved for a Rosyth memorial to a heroic wartime submarine crew. Sculptures and a garden will be created for ORP Orzel, which arrived at the dockyard in 1939 after escaping internment in Estonia. The Auld Hoose owner says the the smoking ban, a reduction in the drink drive limit and then covid lockdowns have affected custom. According to planning papers, the 'financial affordability of the pub has been stressed'. And conversion of the B-listed building would prevent it becoming derelict in future. The landlord describes the proposal as 'a back-up plan' should the pub become unviable. Plans for two-drive thru restaurants, including a Starbucks, have been approved for Dalgety Bay. The American coffee giant will be built on a vacant site at Hillend Industrial Estate, off Ridge Way. Developers are still in talks with companies over who will occupy the second building. However, the application was made by the Adil Group, which operates dozens of KFCs, Burger Kings, Costa Coffees and Taco Bells across the UK. Cardenden could be in line for hundreds of new homes. Miller Homes has submitted a planning of application notice (PAN) for a residential and commercial development west of North Dundonald Farm. Public exhibitions at Bowhill Community Centre on June 25 and August 20 will reveal more details. A previous application, later withdrawn, mooted 173 houses and 66 flats on the site. Fresh plans for an active travel bridge over the new Levenmouth rail link have been approved. A bridge between Aldi in Mountleurie, Leven, and Steelworks Brae in Methil, was originally approved in February last year. However, Network Rail then submitted amended designs. The 102-metre-long bridge is for walking, wheeling and cycling and will cross both the railway and the River Leven. It is hoped it will be open by spring 2026. Having emerged at Manchester United under Sir Alex Ferguson, Ronaldo rose to become one of European football's finest and won his first of five Ballons d'Or in 2008 as a Red Devil. A four-time Champions League-winning spell with Real Madrid followed, before a stint with Juventus, a short-lived return to Old Trafford and an unceremonious exit to the Saudi Pro League with Al Nassr. Throughout his illustrious career for club and country, in which he has mustered over 900 goals and won countless accolades, the superstar's fame has transcended football. Ronaldo is one of the most recognisable sports stars, if not celebrities, in the world, but such popularity brings with it its fair share of risk. On Wednesday, for example, a fan evaded security before Portugal's match against Germany and invaded the pitch, getting his hands around the 40-year-old before being escorted away by security. The Al Nassr forward has, therefore, often sought the help of a bodyguard, and Hichman, who served him for four years, has given insight into the sort of threats he would aim to deal with and how much he'd be paid. "Our work depends on the client's profile. In the case of Cristiano, with whom I worked for four years, his profile wasn't high-risk because people didn't want to kill him, and he didn't receive death threats," Hichman told Telecinco. "He was threatened by fans or people who wanted to rob him." The 36-year-old Hichman went on to detail the strategies he would employ to keep Ronaldo, his partner Georgina Rodriguez and their children safe. "We always have to know where we're going, who will be there, and have clear entry and exit points, as well as contact points," he continued. "We must always be aware that our lives could be at risk. We have to be willing to protect a person, and sometimes we have to give our lives to protect them. "If I have to use weapons, I will use them. The most important thing is having the ability to think quickly, solve problems, and remain calm in difficult situations." Hichman looks back fondly on his time serving the marksman, claiming that he would earn around £850 per day providing security for Ronaldo, with whom he has a positive relationship despite not working for him anymore. "He is the best boss I've ever had," stated Hichman. "We have a good relationship. Working with him wasn't like working with someone threatened with death or kidnap. We had some silly incidents with paparazzi or crazy fans, but nothing major."
