UAE participates in the 4th Global Ministerial Conference on Road Safety in Marrakech
Abu Dhabi – The United Arab Emirates, represented by a delegation led by the Ministry of Interior, participated in the 4th Global Ministerial Conference on Road Safety, organised by the World Health Organization in Marrakech, Kingdom of Morocco, from 18 to 20 February 2025. This participation reflects the UAE's commitment to enhancing international cooperation and sharing expertise in road safety.
The delegation was led by Brigadier Engineer Hussein Ahmed Al Harithi, Chairman of the Federal Traffic Council. The delegation included members from the Ministry of Energy and Infrastructure, the Abu Dhabi Police GHQ, and the Integrated Transport Centre (Abu Dhabi Mobility) an affiliate of the Department of Municipalities and Transport.
The UAE's participation in this conference reflects its commitment to staying up to date with the latest developments in road safety, exchanging expertise with other countries and specialised international organisations, and showcasing its pioneering achievements in this sector. The UAE is among the top 10 countries globally that successfully reduced road traffic fatalities by 50% over the past decade (2011–2020).
The UAE delegation participated in an international panel discussion titled "The Role of Local Authorities in Enhancing Road Safety: Towards Safer and More Sustainable Urban Mobility." During the session, Eng. Sumaya Al Neyadi, Head of Road Safety at Abu Dhabi Mobility, presented the UAE's road safety strategies, with a particular focus on Abu Dhabi's Road Safety Strategy. Developed in line with the Safe System Approach, this strategy aims to enhance road safety across the emirate. She highlighted key achievements accomplished between 2019 and 2024, including a 31% reduction in road traffic fatalities. Eng. Al Neyadi also showcased Abu Dhabi's approach to integrating road safety into urban planning and the important role of local leadership in shaping a safer and more sustainable city. The discussion also covered innovative solutions implemented, challenges encountered in driving policy change, community engagement efforts, and infrastructure improvements, all contributing to safer urban mobility for everyone.
It is noteworthy that the conference brought together over 5,000 participants, including ministerial delegations, representatives from the UN and international organisations, as well as members of civil society, NGOs, academic institutions, and private sector entities involved in road safety.
The conference covered several key topics related to road safety, including the exchange of international expertise and best practices, as well as an assessment of expected outcomes in enhancing road safety, aimed at protecting lives and preserving resources. It also reviewed the progress made during the first five years of implementing the Global Plan for Road Safety (2021–2030) and explored strategies and action plans aligned with the vision of the United Nations and the World Health Organization to promote safe and sustainable mobility. The overarching goal is to reduce road traffic fatalities and injuries by 50% by 2030.
The United Arab Emirates proactively approved the continued implementation of Abu Dhabi's Road Safety Strategy Action Plan, incorporating a mid-term review to assess lessons learned, identify necessary improvements, and determine key priorities for implementation. Furthermore, the UAE delegation endorsed the update of the National Road Safety Strategy at the national level, which includes the development of a global digital platform to enhance international collaboration in road safety. This platform aims to facilitate knowledge transfer and the dissemination of global best practices in the field.
At the end of the conference, participants reached a consensus on a set of key actions and recommendations aligned with the Safe System Approach, emphasising the reinforcement of road safety measures to reduce traffic crashes and ensuring safer road environment for all.

Kuwait reports massive 83% reduction in traffic violations
Traffic violations across Kuwait dropped by 83 percent more than a month after new rules were enforced, according to Ministry of Interior data. Dh500 fine in UAE: Over 37,000 drivers penalised for unsafe tyres in 2024
With temperatures continuing to soar during the summer, authorities across the UAE urged motorists to ensure their vehicle tyres are safe and roadworthy to avoid deadly accidents. According to the Ministry of Interior, last year alone, 20 drivers across the country were involved in road accidents caused by tyre blowouts while driving. These included 11 incidents in Abu Dhabi, seven in Dubai, and two in Ras Al Khaimah. More than 37,900 drivers were fined in 2024 for operating vehicles with unsafe or worn-out tyres. As per the Federal Traffic Law, driving with unfit tyres carries a fine of Dh500, four black points, and a seven-day vehicle impoundment. The violations were distributed as follows: 26,413 in Abu Dhabi, 3,316 in Dubai, 4,099 in Sharjah, 1,617 in Ajman, 1,790 in Ras Al Khaimah, 80 in Umm Al Quwain, and 599 in Fujairah, based on the Ministry's online traffic safety statistics. Lt Colonel Rashid Humaid Bin Hindi, deputy director of the Ajman Traffic and Patrol Department, highlighted the importance of regularly checking the safety and condition of tyres, especially on highways. He warned that tyres often fail to withstand the extreme heat during summer, leading to serious accidents. Motorists were urged to inspect tyre pressure, verify the manufacturing date, and ensure that tyres are not worn out or damaged. He also advised drivers planning long-distance road trips to exercise extra caution. 'Drivers should understand traffic regulations at their destination, plan their route, and be ready for potential hazards. They should also know how to respond in case of a tyre burst and carry proper safety equipment in their vehicle,' Lt. Colonel Bin Hindi said. Colonel Mohammad Alai Al Naqbi, Director of the Traffic and Patrols Department at Sharjah Police, identified five key factors contributing to tyre explosions. These include overloading the vehicle beyond the tyre's capacity, incorrect air pressure, excessive speeding that exceeds the tyre's design rating, friction between tyres and hot asphalt surfaces, and prior misuse, such as driving over unsuitable terrains. All of these significantly increase the risk of blowouts during high-temperature conditions. Abu Dhabi – In its ongoing effort to improve the parking system and enhance quality of life in the Emirate, the Integrated Transport Centre (Abu Dhabi Mobility), an affiliate of the Department of Municipalities and Transport, continues to enforce the guidelines for managing multi-storey parking in private buildings—whether residential, commercial, or mixed-use. This is carried out in accordance with Abu Dhabi's Parking Regulation Law No. (18) of 2009 and its corresponding executive regulations. This directive aims to improve compliance with the law by raising awareness among residents and property owners about the importance of following the approved management system. It seeks to ensure fair and efficient parking distribution without adding financial burdens or going beyond the Emirate's regulations. This system is designed to ensure the optimal use of parking spaces within buildings and to achieve a fair allocation that allows residents to fully benefit from these spaces without incurring any additional costs. Priority in allocation is always given to residents. Abu Dhabi Mobility oversees the implementation of this system through on-site inspection teams that monitor compliance with the laws and regulations, provide guidance to residents and property owners, and take legal action, including issuing fines, in cases of non-compliance. The parking allocation system varies according to the type of building. In residential buildings, one free parking space is allocated per apartment, starting with larger units and moving down to smaller ones. In cases where apartments are of the same size, priority is given to longer-term residents. In residential buildings constructed before the issuance of the law, one free parking space is allocated per apartment, starting with units that have the highest number of rooms and proceeding to those with fewer. If multiple units have the same size, priority is given to residents with longer tenancy. In mixed-use buildings that include both residential and commercial units, one free parking space is first allocated to each residential unit following the same order, while the remaining spaces are distributed among the commercial and service units based on their size, starting with the largest. In commercial buildings, free parking spaces are allocated to occupants of commercial and service units according to floor area, from largest to smallest. For buildings constructed after the issuance of the law, the technical requirements outlined in the executive regulations of Law No. (18) of 2009 apply. These regulations specify the number of parking spaces required for each building type, based on its designated use and total area. Abu Dhabi Mobility also highlighted the importance of property owners complying with regulations by not leasing or using parking spaces outside the legal framework without prior approval from the relevant authority, especially in buildings where the number of spaces exceeds residents' actual needs. It also emphasised that parking spaces must be allocated without imposing any additional fees or charges on residents, to protect their rights and ensure fair distribution.
