Shillong: The high court of Meghalaya has directed the state to take appropriate action against offenders involved in the manufacturing of plastic less than 120 microns in Meghalaya.The HC ordered that the state should take all steps to prevent its clandestine manufacture and inspect places where these are in frequent use, seize these items and deal with the offenders appropriately."For this purpose, administrative orders may be issued," a bench comprising Chief Justice IP Mukerji and Justice W Diengdoh said in its order on Wednesday.The bench also said it did not find that any real action has been taken to ensure the removal of this category of plastic products from the market.It said positive and effective steps to remove these items from the market would be the first step towards a society without plastic and with its replacement by an equivalent substitute available at an equivalent price."In those circumstances, we direct each and every deputy commissioner heading a district to take the following measures: (a) Continue to carry out awareness camps indicating the adverse effects of plastic.(b) Informing and convincing the people by public announcement, through advertisement, billboards, wall writing, other media that the use of plastic is detrimental to personal health, environment and the ecological system;(c) Give reasonable time to persons who have already procured and have possession of plastic less than 120 microns to return the items to the seller or to dispose of them hygienically," the HC said.On the other hand, CM Conrad K Sangma has announced that the 39th National Games to be held in Meghalaya would be plastic-free, with plans to host a completely biodegradable sporting event.In a recent visit to the Nongpiyur Government LP School, the CM had inspected the school toilets which were made of single use plastic waste through the S.U.P.E.R CAMPAIGN 2024 (Single Use Plastic Eco Recycling), an initiative by My Meghalaya My Pride & GreenAmmo in collaboration with Directorate of School Education & Literacy and State Project Office SEMAM-Samagra Shiksha, Govt of Meghalaya.The CM also announced investment of approximately Rs 1,890 crores in a state-of-the-art factory that will produce starch-based bags and bottles.

'MLAs who rode cycles now own luxury cars', Punjab BJP chief seeks HC probe into drug money trail
Seeking the High Court Chief Justice-monitored probe into the drug money trail, state BJP chief Sunil Jakhar on Monday blamed Punjab legislators who rode cycles and now own luxury cars. In a missive to Chief Minister Bhagwant Mann, the BJP chief said, 'It is imperative to follow the money to track down the powerful beneficiaries in the drug money trail if the government wants to establish its credibility and resolve to uproot the drug mafia from Punjab.' He sought the intervention of the Punjab and Haryana High Court Chief Justice Sheel Nagu for setting up an appropriate 'time-bound' probe by a credible agency, or even a multi-agency probe, under the supervision of the Chief Justice to uncover the end beneficiaries in the drug money trail. 'Arresting thousands of drug addicts and small players won't make any difference in rooting out the drug menace. The flow of money has to be established to catch the big fish and arrest the end beneficiaries, be it politicians across party lines or officials. Without this, the government's claim in its fight against drugs in Punjab remains a farce,' Jakhar said, adding the drug cartels in the state cannot thrive without some or the other kind of patronage which has been there for some time now. Jakhar said the recovery of narcotics in 'Punjab goes into several thousands of crores, which underlies the rot that exists. At the same time, the fortunes of so many Punjab politicians have turned in the last few years. This raises a lot of stench and suspicion on the source of funding'. Without naming anyone, the BJP chief said, 'MLAs who would come on cycles now own luxury cars worth many crores. Many have several acres of farmhouses,' he said. 'Since the quantum of money involved in the drug trail is colossal, the money laundering case can be probed either by the Enforcement Directorate, or as deemed fit by the Chief Justice. Merely filing mandatory income tax returns by MLAs and others is not enough as there is a clear mismatch between their claims and the ground reality,' the BJP chief asserted. The ministers, MLAs, party presidents, party in-charges and leaders of all hues should be a part of the investigation by the agencies, Jakhar stressed, adding that he, as the BJP president, volunteers to be the first to be probed as a mark of his and his party's sincerity and earnestness. 'The CM should, on priority, write to the honourable Chief Justice for initiating a probe by any agency deemed appropriate. The probe should be under the supervision of the Chief Justice, without which the flow of money to end beneficiaries of the drug trade will not be possible,' the BJP president said. He said it would be prudent that the 'role of the judiciary and the executive remain separate and independent, which is why the CM should write to the Chief Justice under whose supervision the probe to establish the flow of money in the drug money trail can be initiated.' 'Not just the drug money trail, the trail of illicit money from mining and sand mafia also needs to be probed and the guilty brought to book,' Jakhar added.

Making cuts in implementation of MGNREGA crime against Constitution: Kharge
Congress president Mallikarjun Kharge on Monday alleged that the Modi government is trying to destroy MGNREGA and said making cuts in the implementation of this scheme is a "crime against the Constitution". The Congress president shared on X a media report which claimed that for the first time, the government has capped spending under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) at 60 per cent of its annual allocation for the first half of the financial year 2025-26. In a post in Hindi on X, Kharge said, "The Modi government is trying to destroy MGNREGA, the lifeline of the poor. The Modi government has now fixed the limit of MGNREGA expenditure at 60% for the first 6 months of the year". Making cuts in the implementation of MGNREGA, which ensures the Right to Work under the Constitution, is a "crime against the Constitution", he said. Posing questions from the Congress' side, Kharge asked whether the Modi government is doing this only because it wants to snatch about Rs 25,000 crore from the pockets of the poor, which it has to spend separately in the next financial year when the demand is high at the end of the year. "Since MGNREGA is a demand-driven scheme, what happens if there is a surge in demand during the first half in case of disasters or adverse weather conditions? Will not imposing such a cap hurt the poor who depend on MGNREGA for their livelihood?" Kharge said. What happens if the limit is crossed and will states be forced to deny employment despite demand, or will workers have to work without payment, he asked. Is it not true that according to a recent report, only 7 per cent of families have received the promised 100 days of work, Kharge further asked. "Why were nearly 7 crore registered workers excluded from MGNREGA on the condition of AADHAAR based payment? Why was the MGNREGA budget allocated the least in the total budget in 10 years? Why is the anti-poor Modi government hell-bent on oppressing MGNREGA workers?" he said. The axing of expenditure on MGNREGA is a severe blow inflicted by the Modi government on the lives of every poor, Kharge said, adding the Congress will vehemently oppose this. "We are firm on our two demands -- First, a minimum wage of Rs 400 per day should be fixed for MGNREGA workers. Second, there should be employment for at least 150 days in a year," he said.

Fresh caste survey in Karnataka: BJP says Congress always betrayed OBCs
The BJP on Monday accused the Congress of always deceiving and betraying the Other Backward Classes following the Karnataka government's decision to junk an earlier caste survey in favour of a fresh count. Union minister and BJP leader Bhupender Yadav asked for fixing accountability, noting that over Rs 165 crore of public money was spent in carrying out the now-dumped caste survey. Yadav claimed that the Congress has a history of betraying the OBC interests as he recalled that its governments at the Centre had ignored the Kaka Kalelkar Commission report on empowering the backward classes. The party also opposed the Mandal Commission recommendations, he said. He told reporters that Karnataka Chief Minister Siddaramaiah said the decision for a new caste survey was not his government's but the Congress leadership's. Yadav questioned such an intervention of the party in the government's decision-making, and compared it with the interference from Sonia Gandhi-headed National Advisory Council in the UPA government.
