
Chief minister lays foundation for ECR convention centre

laid the foundation for Kalaignar International Convention Centre at Muttukadu along East Coast Road on Thursday. The 525 crore, 38-acre project will feature a 10,000-seat exhibition hall, a 5,000-seat convention centre, and a 1,500-seat auditorium across a built-up area of 5.12 lakhsqft.
Equipped with modern amenities including central air-conditioning, elevators, EV charging stations, and parking for more than 1,600 cars and 1,700 two-wheelers, the centre is designed to host international summits, trade expos, concerts, and cultural festivals. Now, Chennai's major events are held at YMCA grounds or college campuses, often causing traffic snarls and logistical challenges. Expos occur at the Chennai Trade Centre, where traffic is a major issue.
The Muttukadu centre, located just outside city limits, is expected to provide a spacious and efficient alternative, improving traffic flow and reducing disruption in residential areas, said an PWD official said.
Stalin also inaugurated key infrastructure projects totalling 499.08 crore. These include the four-laning ofMalliyakarai-Rasipuram-Tiruchengode-Erode road in Namakkal, a new flyover in Madurai, and housing units for Irular families in Ranipet.
The 424.38 crore road upgrade, part of the Chennai-Kanyakumari Industrial Corridor with Asian Development Bank funding, will ease traffic in Pallipalayam and boost connectivity between Namakkal and Erode.
In Madurai's Palanganatham, Stalin opened a 730-metre road overbridge built at 68.38 crore to replace a congested railway crossing. In Melpakkam, Ranipet, Stalin inaugurated 6.32 crore-worth resettlement housing for 41 displaced Irular families, complete with basic amenities like an anganwadi, water tank, and community hall.
He inaugurated 49 urban administration and water supply projects worth 571.92 crore across Chennai and other parts of Tamil Nadu. These included new school buildings, playgrounds, sanitation facilities, underground drainage systems, bridges, market complexes, coastal beautification works, and housing units.
Key projects include three major underground drainage schemes in Chennai's Pallikaranai, Mughalivakkam, and Madipakkam areas worth 188.55 crore, a new 21 crore bridge in Perungudi, and road and community improvements in multiple municipalities. Stalin also launched 50 new municipal vehicles, including water sprinklers, hydraulic machines, sanitation vehicles, and school buses, enhancing civic services.

CM to kick-start Adyar river restoration project in September
CHENNAI: Chief Minister M K Stalin is set to lay the foundation stone in September for the Adyar River Restoration Project (ARRP), aimed at rejuvenating the 44-km-long river that flows from Guduvanchery to the Bay of Bengal via Tambaram, Tiruneermalai, Manapakkam, Alandur, and Saidapet. The Rs 1,800 crore project—funded with Rs 1,500 crore through the Chennai Rivers Transformation Company Ltd and Rs 300 crore from the state government—will be implemented under a public-private partnership (PPP) using a hybrid annuity sewage treatment plants are proposed, and work is currently under way to prepare a detailed project report (DPR), expected to be submitted by August.

Operators to lose licence if private vehicles used for rental
Panaji: State govt on Friday decided to issue an ordinance for the licence cancellation of rental car and bike operators who deploy private vehicles for commercial use. Action would be taken against such operators as well as individuals who do not have a licence to run a rental vehicle business but give private vehicles for hire to tourists. 'The transport department will initiate an ordinance for licence cancellation of rent-a-car/bike operators using private vehicles for commercial use,' Sawant said. Last year, the traffic cell of Goa police issued more than 600 challans for using private vehicles for commercial purposes. Once the challan is issued, vehicle owners must appear before court to pay the challan. Sawant chaired a meeting at Police HQ, Panaji, to review these matters and the progress of the border checkpost infrastructure and enforcement readiness. The meeting was attended by the IGP, DIG, transport director, North Goa SP, transport SP, and PWD principal chief engineer. During the meeting, the transport department pointed to the loss to the exchequer due to the use of private vehicles for commercial purposes and the nonpayment of GST. Sawant said that only 10% of private vehicles were identified and challaned for being used for commercial purposes. The transport department noted that the Transport Act was amended in 2018, allowing the main rental car/bike operators to have agreements with their close aides and start the business, but those individuals were exempted from paying GST. Sawant directed the transport department to make necessary changes to address the revenue leakage. On another front, the green initiative 'Ek Ped Maa Ke Naam' is to be implemented at all police stations, Sawant said. Moreover, he said govt is working to build a seamless, transparent, and citizen-friendly mobility and enforcement ecosystem on Goa's borders. Sawant reviewed infrastructure readiness at Patradevi and Keri (North Goa) and Mollem and Polem (South Goa). He discussed land availability for developing way-side public amenities and IOCL petrol pumps, reviewed application development progress by ITG, and rollout plans of the traffic SP. He also deliberated on the public notification strategy, automated border monitoring, and integration with VAHAN. As for rental car and bike operators, revenue minister Atanasio 'Babush' Monserrate blamed them for causing accidents and harming the taxi business in the state. South ZP upset over changes in PWD tender conditions
Margao: Members of the South Goa zilla panchayat, at a meeting on Friday, voiced their concerns over the recent move by the PWD to do away with the practice of rejecting all bids quoting 20% below the estimated cost of the project. They pointed out that, as there was no limit specified on how low a bidder could quote for a given project, there was a risk that the quality of the work could suffer in the bargain. They urged govt to reconsider the decision. South Goa ZP chairperson Sanjana Velip, who chaired the meeting, said that the views expressed by the members would be forwarded to govt. The PWD recently announced the withdrawal of a circular where all bids quoting 20% below the estimated cost were outright rejected. Instead, it was announced that the PWD has decided to allow such bids, but the lower the bid, the higher the performance guarantee applicable to the contractor will be. The new tender conditions came into effect on June 1. Members also raised concerns over the delay in processing their proposals, including the preparation of estimates and billing of development works. Deputy chairperson Siddharth Gauns Dessai explained that four of the five junior engineers attached to the South Goa ZP were holding additional charge in other departments, leading to the delay. He said they requested govt for at least four full-time junior engineers to ensure that development works are not hampered.
