DONE DEAL
The deal is now signed and sealed and Delap can get straight to work as Chelsea look to win the Club World Cup this summer.
Following the move the youngster said: "I understand the stature of this club and can see the trajectory it is on with these players and the head coach.
"It's going to be an incredible place for me to develop, and I hope to achieve amazing things here and help the club win more trophies."
He was also quick to speak of his excitement about reuniting with those familiar faces.
On Maresca, he said: "He is an incredible coach and helped us all develop so much. What we did that season was record-breaking, and what he's gone on to achieve - and what the players in that age group have achieved - is incredible.
"He has a great understanding of the game. He was very detailed in how he approached things with us and while it can be hard at that age to take on so much information, he brought it across in a way we understood and could put into our games.
"I think it's proved in the years since how much it has helped."
On playing alongside Palmer once more he beamed: "Cole is incredible in everything he does. I can't wait to be in front of him again and receive his passes!"
He added about Lavia and Palmer: "We grew up and played some incredible football together. I spoke to them about joining and I am excited to play alongside them again.
"I also know Levi [Colwill] a bit as we faced each other hundreds of times when we were growing up. It's always nice to know people [when you join a new club], and I've spoken to a few of them and asked them for advice.
"They've told me how great a place it is and I'm really excited to come and play alongside them."

Liam Delap left out of England Under-21 squad for European Championship
Liam Delap has been left out of the England Under-21 squad for this summer's European Championship with the striker set to be involved in the Club World Cup with new team Chelsea. The 22-year-old forward, who signed for the Blues for a reported £30m this week, was part of Lee Carsley's provisional squad list but will not take the trip to Slovakia. There is no suggestion, however, that Delap is considering a change of allegiance, despite Heimir Hallgrimsson revealing last week that he has spoken to the current Ireland management about his international future. "I'm definitely disappointed," said Carsley, speaking at the squad announcement. "I'm delighted for Liam and his family. "I think it's a brilliant thing for an English centre-forward to play in the Premier League, at such a prestigious club like Chelsea. "Hopefully he'll do really well there and push for the senior team. And we'll move on. We'll move on quite quickly." Carsley's squad was announced on Friday as the Young Lions bid to defend their 2023 crown, with Crystal Palace midfielder Adam Wharton another notable absentee. Delap scored for England Under-21s against France in March, but will miss this summer's tournament to feature under Chelsea boss Enzo Maresca in the inaugural Club World Cup, which starts on June 14 – three days before the Under-21 Euros get under way. Wharton is another high-profile absentee for Carsley but the Crystal Palace midfielder missed the final games of the season after he suffered concussion following their FA Cup final victory last month. Tino Livramento, Jarell Quansah and Elliot Anderson have been included in the England Under-21 squad after senior boss Thomas Tuchel namechecked the trio last month and urged them to play a "major role" in the tournament. James McAtee has been selected despite Manchester City being set for Club World Cup action. The midfielder struggled for minutes at the Etihad last season but was reintegrated into the Under-21 group last week having been left out of the initial squad.
