Progress report indicates Kerala government's resolve to go ahead with SilverLine project

The State government will go ahead with further procedures related to the SilverLine semi-high-speed rail project once it gets the nod from the Railway Ministry, the progress report 2024-25 of the LDF government released here on Friday says.
The report states the government's intention to launch the land acquisition process for the ₹60,000-crore project after environmental impact studies and securing the necessary clearances.
A detailed project report of the SilverLine project is under the scrutiny of the Railway Board. The State government had furnished clarifications sought by the Railway Ministry.
Discussions are also progressing with regard to the Central nod for the project, the report, released by Chief Minister Pinarayi Vijayan at the closing ceremony of the LDF government's fourth anniversary celebrations, notes.
The report, which lists the government's sector-wise achievements, observes that the government has been able to free 59,707 families from extreme poverty. A total of 64,006 families have been listed as extremely poor in Kerala. The State government has set a goal of eradicating extreme poverty from the State by November 1 this year.

After a protracted delay, the State and the Centre have decided to implement the Sabari rail project, a project that was conceived with a view of bringing the Sabarimala temple on the country's rail map. The decision was taken at a meeting of Chief Minister Pinarayi Vijayan and Union Railway Minister Ashwini Vaishnaw in New Delhi on Tuesday. It was decided at the meeting that an expert committee will visit Kerala in July to bring the project back on track and to kick-start the land acquisition process, said V. Abdurahiman, State Minister in charge of Railways, who accompanied the Chief Minister along with K.V. Thomas, State's special representative in New Delhi. But it is not clear how the issues related to cost-sharing of the project, which was a bone of contention between the State and the Centre, will be sorted out. The Centre had earlier insisted that Kerala should shoulder 50% of the revised estimate of ₹3,810.69 crore. In turn, Kerala had requested that the liability incurred for financing the project through the Kerala Infrastructure Investment Fund Board (KIIFB) should be fully exempted from the State's borrowing limit. The Centre then suggested a tripartite agreement to implement the project, involving the State government, Ministry of Railways, and the Reserve Bank of India. As part of the agreement, the RBI will pay the State's share to the Ministry if Kerala fails to pay its share of the project cost on time and deduct the amount from the Central share of assistance to Kerala for various schemes. However, the State had been insisting on KIIFB financing for the project. The 110-km Angamaly-Erumeli route was first announced in the Railway Budget 1997-98. Land acquisition had been completed in 8 km, while the work on the 7-km stretch between Angamaly and Kalady was completed earlier. Recently, the Southern Railway had said only ₹20 crore could be diverted of the ₹142.70 crore sanctioned for the Sabari rail project in the last Budget for stalled projects, indicating the revival of the project. The State has also sought approval for the SilverLine semi-high-speed rail project . Though the Union Minister did not give any assurance at the meeting, he said the alternative proposal submitted by technocrat E. Sreedharan could be considered. The Centre is likely to convey its stance on the project to the State after a meeting with Mr. Sreedharan. The State also reiterated its demand for a third and fourth line to decongest the existing network and speed up trains. The meeting also brought the issue of poor-quality food on the Vande Bharat train in Kerala to the attention of the Union Minister.

Thiruvananthapuram, Jun 3 (PTI) The Centre has granted approval for a long-stalled railway project in Kerala, Minister V Abdurahiman said on Tuesday, paving the way for the construction of a rail line connecting Angamaly and the foothills of Sabarimala. A decision in this regard was taken during a meeting held between Chief Minister Pinarayi Vijayan and Union Railway Minister Ashwini Vaishnaw in New Delhi, Abdurahiman said in a statement. An expert team from the Centre is scheduled to arrive in Kerala the very next day, and the land acquisition process is set to begin in July itself, he added. The length of the railway line between Angamaly and Erumeli, proposed in the 1997-98 railway budget, is 111.48 km. 'With this, a new world of rail connectivity and development is opening up for Kerala. This route will be of great help to Sabarimala pilgrims. It will also boost the economic growth of Ernakulam, Idukki and Pathanamthitta districts," Abdurahiman, who also took part in the meeting in Delhi, said. The Sabari railway line also has the distinction of being the first line to connect Idukki district with the railway. The railway line, sanctioned by the Indian Railways during late 1990s, has been pending for nearly three decades. A meeting chaired by Chief Minister Pinarayi Vijayan, in last December, had decided to seek approval from the central government for implementing the Sabari Rail Project through the Angamaly – Erumeli – Nilakkal route in an expanded manner. Nilambur (Kerala) [India], June 3 (ANI): Stressing that the Nilambur by-election is the semi-final before the 2026 Assembly polls, Kerala LoP and Congress MLA VD Satheesan said on Tuesday that they will emerge victorious, which will mark the beginning of the United Democratic Front's (UDF) return to the state. Speaking to ANI, Satheesan said, 'This is a political contest, a direct fight between the UDF and the LDF. It is the semi-final leading up to the 2026 Assembly elections, and we are confident of winning by a significant margin. We see this as an opportunity to hold the Pinarayi government accountable, a government that has been in power for the past nine years.' 'Our role is to advocate for the people, we are their voice, cross-examining the government and the Chief Minister. We will emerge victorious, and this will mark the beginning of the UDF's strong return in the 2026 elections,' Satheesan asserted. The Nilambur by-polls are scheduled to be held on June 19, and the counting is scheduled for June 23. The election for the Nilambur seat was necessitated after the resignation of PV Anvar, an LDF-backed MLA, who stepped down in January after making several allegations against the Left government in the state, including claims of RSS influence in the home department and the 'framing' of Muslim youth in false cases. Anvar had claimed that he would not be contesting the bypolls, supporting the Congress candidate instead. However, he filed his nomination under the All India Trinamool Congress (AITC) banner on Monday. Anvar has been the Nilambur MLA since 2016, backed by the LDF in both the 2016 and 2021 assembly elections. National Democratic Alliance (NDA) candidate Michael George also filed his nomination for the Nilambur by-election on Monday. The main contest in the constituency is between United Democratic Front (UDF) candidate Aryadan Shoukath and the LDF's M Swaraj. The byelection has political significance as it is a precursor to next year's state assembly election and will test the popularity of the current government led by Chief Minister Pinarayi Vijayan.
