'UK' No More? Uttarakhand Proposes Hindi Vehicle Number Plates, Internet Divided

Uttarakhand's language department has recently proposed the introduction of vehicle number plates in Hindi, causing a stir online.
Some users praised the initiative for promoting the language, while others found it unnecessary and impractical.
The department has suggested replacing the current registration code 'UK" (Uttarakhand) with its Hindi equivalent, 'U" (Uttara) and 'Kha" (Khand). This recommendation has been forwarded to the state's transport department for review.
All Indian states and union territories have a designated two-letter code. This code referencing came into force on July 1, 1989, as part of the Motor Vehicles Act, 1988. Before that, each district or RTO had three-letter codes at their disposal, which did not clearly identify the state. This led to a fair degree of confusion, and to avoid this ambiguity, a unique state code was included in the format.
'In an effort to promote Hindi, we have sent a proposal to the transport department to explore the possibility of introducing number plates in Hindi," stated Subodh Uniyal, Uttarakhand's minister for languages.
Social media reactions have been mixed.
'This is a ridiculous decision," commented Ashok Kandari on Facebook.
'Why did the language department wake up so late?" questioned another user, Deepak Gusain.
'What difference does it make if our number plates are in Hindi?" asked Ars Deopa.
Experts highlight potential legal challenges, as altering or tampering with vehicle number plates is prohibited under Section 192(1) of the Motor Vehicles Act, 1988, and can result in fines up to Rs 5,000, legal proceedings, and even vehicle confiscation.
Sanat Kumar, deputy commissioner of the transport department, clarified that only the central government has the authority to amend the Act or change the format of vehicle registration plates. 'As per current rules, only English characters are permitted on number plates," he said.
Although some vehicle owners in states like Uttar Pradesh and Madhya Pradesh use Hindi-scripted plates, it remains a punishable offence under the MV Act.

TOI has learnt that Union road transport and highways minister has approved the plan, and to ensure the new spot doesn't see any congestion, the National Highways Authority of India (NHAI) will go for Multi Lane Free Flow (MLFF) toll collection system. For the new facility, the Haryana government has provided nearly 28 acres of land to the highway authority, sources said. The process of shifting and starting the MMLF system to collect toll at Pachgaon may take around six months. 'Pachgaon is the ideal location as it falls beyond Gurgaon and Manesar. Since there is an interchange of the Western Peripheral Expressway and the NH-48 at Pachgaon, the new toll collection point couldn't have been beyond the intersection,' a source said. In the MMLF system, vehicles don't need to stop as overhead cameras installed for each lane will read the vehicle registration number and automatically deduct the charge from the FASTag wallet linked to the vehicle. Sources said a decision has also been taken to have an integrated system to ensure that traffic coming from the Dwarka Expressway side and heading towards Jaipur don't end up paying toll at this point once again as user fee. The shifting of the toll plaza will end conflicts between operators and people from areas adjoining Kherki Daula, and fulfil the promise the Haryana and central governments have been making for the past seven to eight years. Locals have been demanding that the NHAI shift the toll plaza citing that the govt has recovered more than the investment made in constructing the Delhi-Gurgaon Expressway by private players and the highway authority. In a written reply to a question in Lok Sabha in March, the road transport ministry said against Rs 2,489 crore incurred as cost for the NH-48's Delhi-Gurgaon stretch, the toll collection has been around Rs 2,775 crore, around 11% more than the investment. After completion of this 27-km Delhi-Gurgaon Expressway, commuters were paying user fees at Sirhaul (Delhi-Gurgaon border) and Kherki Daula toll plazas. Tolling was stopped at the Delhi-Gurgaon border in 2014, bringing relief to commuters travelling between Dhaula Kuan in Delhi and Kherki Daula. However, those going beyond this point paid toll for the entire stretch. At present, NHAI collects toll through its agency. Meanwhile, sources said the decision to shift the Kherki Daula toll plaza by the road transport ministry will create more pressure on the Delhi government and the Municipal Corporation of Delhi (MCD) to do away with physical entry fee collection booths on the capital's borders to prevent congestion. Traffic jams at these places defeat the purpose of huge investment in building highways and expressways for faster connectivity to Delhi.

The Pimpri Chinchwad Municipal Corporation (PCMC) hosted a four-day workshop to bring together global expertise and local stakeholders to chart a course for reducing vehicular emissions. The technical event held from June 2 to June 5 saw participation from British Deputy High Commission, Mumbai, and Transport for London (TfL) and focused on planning and implementing low emission zones (LEZs) in Indian cities, said officials. The workshop covered in-depth sessions on stakeholder mapping, public consultations, behavioural change strategies, data collection and monitoring systems, and integration of pedestrian and cycle-friendly infrastructure. Speaking at the concluding session, Pimpri-Chinchwad municipal commissioner Shekhar Singh said, 'The workshop will help the civic body take steps towards adopting LEZs as a practical solution to tackle vehicular pollution. The discussions and field visits enabled exchange of ideas that balance technology, governance, and citizen participation.' As part of the field component, participants visited key locations across the city, including Linear Garden Street, Balewadi E-bus Depot, Pimpri Market Area, and the Integrated Command and Control Centre (ICCC) in Nigdi. British Deputy High Commissioner Jamie Scattergood, Pimpri-Chinchwad additional commissioner Vijaykumar Khorate, city engineer Makarand Nikam, chief engineer Sanjay Kulkarni, chief information and technology officer Nilkanth Poman, Smart City CEO Kiranraj Yadav, deputy commissioner Anna Bodade, and representatives from Transport for London, UK PACT (Partnering for Accelerated Climate Transitions), traffic police, PMPML, Maharashtra Pollution Control Board, Maha-Metro, and leading urban mobility organisations such as Institute for Transportation and Development Policy (ITDP) and Global Traffic Solutions attended the workshop.
