How Kerala's Eloor municipality turned landfill site into football field

Until 2015, the landfill site in Kuzhikkandam in Kerala's municipal town of Eloor was the place where the town dumped its waste. Teeming with mounds and mounds of perishables, paper and plastic, the landfill's putrid stench that hung in the air for kilometres. Today, the dump yard has turned into a newly-built football turf — complete with lush green lawns, paved pathways and gleaming green grills – all thanks to the local civic body's scientific and decentralised waste management.
Undertaken under the state government's Ambedkar Village Development Programme for the integrated development of Dalit settlements, the new football ground was thrown open to the public Monday. Significantly, the site is close to a Dalit settlement.
While inaugurating the ground, Industries Minister P Rajeeve, the Communist Party of India (Marxist) legislator from Kalamassery assembly constituency under which the town falls, said there were many who raised doubts about whether a dumping yard can be turned into a playground. The landfill — measuring 0.49 acres — was closed in 2015 following protests from locals.
'When the local body closed down the yard (in 2015), many continued to dump their waste there in breach of decision. The municipality took action against it, even as it rolled out many steps for scientific waste management. Now, Eloor municipality has become a role model in waste management,' the minister said.
According to the minister, the state government chipped in Rs 40 lakh for the football turf while the CPI(M)-ruled municipality paid Rs 20 lakh.
'Over a decade back, local CPI(M) leaders, including me, had led agitations against dumping of the waste near the Dalit settlement,' municipal chairperson A D Sujil told The Indian Express. 'In 2015, the municipal council decided to close the garbage yard and we launched the Clean Eloor project, which led to a makeover of the municipality.'
According to officials, following the 2015 closure of the landfill, the local body set up aerobic compost bins in various parts of the town as part of its 'Clean Eloor' project. The civic body's initiative to engage women to collect plastic waste from houses later eventually evolved into one of Kerala's flagship programmes – the Haritha Karma Sena, a force of women employed by a local body for collection of non-degradable domestic waste, Sujit says.
In 2018, Eloor became among the first municipal bodies to launch the Haritha Karma Sena.
According to Sujil, the idea of converting the garbage yard into a football ground came after P Rajeeve became legislator in 2021. 'Legacy waste in the yard was segregated into degradable and non-degradable and taken out. Members of Haritha Karma Sena collected all types of non-biodegradable waste from 12,000-odd houses in the municipality. The sena covers around 99 percent of households in the municipality. For processing biodegradable waste, the municipality has biocomposite bins in houses and public places as well,' he said, adding that it was after this that work on the football field began.
Still talking about Haritha Karma Sena, Sujitv said the civic body currently has 32 women as members of the body. 'A member of the Sena earns at least Rs 21,000 from the user fee collected from households and the sale of non-biodegradable waste, including plastic, glassware and e-waste, collected from households. These women, mainly from BPL families, also get a bonus from the consortium,' he said.
Last week, a team of officials from the Goa State Livelihood Mission visited Eloor to study the functioning of the Haritha Karma Sena.

Chief Minister Devendra Fadnavis Tuesday said that during the eleven years of Prime Minister Narendra Modi-led NDA government, Maharashtra received ten times more funds for major projects compared to the UPA rule. Fadnavis was addressing the media in Mumbai to celebrate eleven years of the Modi government and its achievements. 'During the eleven years of PM Narendra Modi-led NDA government, Maharashtra has received Rs 10.50 lakh crore for mega projects across the sectors. This amount is ten times more than what UPA has allocated to the state during its tenure from 2004 to 2014 — Rs 1.23 lakh,' Fadnavis claimed. While outlining the Modi government's eleven years, Fadnavis said, 'Today Modi and India are synonymous. Modi has made a huge impact globally. He has brought transformation through accountability and transparency in governance. The corruption menace has been effectively tackled. The policies and schemes are now directed to targeted beneficiaries through administrative reforms and mechanisms which are closely monitored.' The chief minister said that the state received maximum support from the Centre to fast-track mega infrastructure projects pending for the last four decades. He noted that key projects like Coastal road, Navi Mumbai Airport, Vadhavan Port, Samruddhi Mahamarg became a reality because of the Centre's help. Railway Projects worth Rs 1.75 lakh crore and other infrastructure works Rs 6 lakh crore are underway in the state, the CM added. The chief minister dismissed apprehensions from some quarters over the Dharavi Redevelopment Project. 'A handful of Congress leaders are raising questions which are baseless. All the eligible residents will be rehabilitated along with their house and commercial place in the same vicinity. And those who are ineligible will also be accommodated,' he reassured. Responding to Congress leader Rahul Gandhi's allegations of rigging in last year's Maharashtra Assembly elections, Fadnavis said, 'I have effectively countered all his charges. I think there is no substance in what he is saying and any BJP karyakarta can give him befitting reply.' 'Rahul seems to be adopting a strategy to hammer a lie many times. It is said that if you cannot convince you confuse. This is exactly the tactic applied by him,' he added. Fadnavis, who also holds the Home portfolio, said that Maharashtra has successfully eliminated Naxalism. ' We are determined to bring development in remote villages which were once Naxal hubs,' he said adding, 'During the Congress rule in Chhattisgarh, the recruitment drive by the Naxalites had increased. Once the BJP returned to power, anti-Naxal operations have been in progress in full swing.' He said Naxalism will be completely wiped out by March 2026.

Trinamool Congress MP Saket Gokhale on Tuesday issued a public apology to former diplomat Lakshmi Puri in compliance with a July 2024 Delhi High Court order about a series of defamatory comments that he had posted on social media in 2021. In the apology, Gokhale said that a series of tweets that he put about Puri on June 13, 2021 and June 23, 2021 contained 'wrong and unverified allegations' about property that she had purchased. — Saket Gokhale MP (@SaketGokhale) June 9, 2025 In July 2024, the Delhi High Court ruled that Gokhale made 'incorrect, false and untrue' allegations about Puri, including claims that she had purchased property in Switzerland with disproportionate assets. Puri had sued Gokhale, alleging that his social media posts were 'defamatory, malicious and based on false information'. In its verdict, the court had ordered Gokhale to apologise in a leading English daily and on his X handle. He was also directed to pay Rs 50 lakh in damages. Gokhale subsequently sought to recall the July 2024 order, arguing that it was issued ex parte, or in his absence, after his counsel stopped appearing. Meanwhile, Puri approached the High Court to demand that the order be enforced. She also filed a contempt of court case against Gokhale for not complying with the order. In response, Gokhale's lawyer proposed submitting an apology in a sealed cover until his plea challenging the High Court's order was decided. However, Justice Anish Dayal on May 9 dismissed the request and ordered Gokhale to issue a public apology in two weeks – or by May 23. After repeated non compliance, on May 28, the court issued a show cause notice to Gokhale asking why he should not be sent to jail for failing to comply with its orders. 'If you don't publish then we will issue orders of detention,' the court had said. Puri, a former assistant secretary-general at the United Nations and wife of Union minister Hardeep Singh Puri, had filed the defamation case in 2021. She argued that her reputation was tarnished by Gokhale's 'reckless and false allegations' regarding an apartment in Geneva. Gokhale had questioned how Puri could afford the property on her income as a former Indian Foreign Service officer on deputation to the UN Conference on Trade and Development. He had also tagged Union Finance Minister Nirmala Sitharaman in his posts, calling for an Enforcement Directorate inquiry in the matter.

The modern three-storied building built at a cost of Rs 7.8 crore, boasts of state-of-the-art facilities and improved public access. "This renovation represents our commitment to modernising police infrastructure and ensuring better service delivery to the citizens. The new building will help create a more welcoming environment for the public and enable our police force to work more efficiently," said Majhi during the inauguration ceremony. Majhi laid stress on making police services more accessible and citizen-centric. The chief minister stated that the overall law and order situation in Odisha has remained peaceful in the last one year.
