Terror attack in Pahalgam triggers wave of tour cancellations to Kashmir

The Hindu23-04-2025

Panic has gripped the tourism industry in the immediate aftermath of the terror attack in Pahalgam, Jammu and Kashmir, on Tuesday (April 22, 2025), with travel agencies reporting a spate of cancellations. The attack has cast a shadow over what is usually the peak tourist season in Kashmir, particularly among travellers from heatwave-struck regions like Hyderabad, who were looking forward to a respite in the valley's cooler climes.
Pahalgam terror attack updates April 23, 2025
'Just hours before their flight to Srinagar, a family of six from Hyderabad cancelled their premium holiday package, which included sightseeing at Pahalgam. The moment the news of the attack broke, they called me asking to cancel everything. We had no choice but to comply,' said Syed Murtaja, managing director of 68M Holidays.
Tour packages from Hyderabad to Srinagar range from ₹1 lakh to ₹2 lakh for a family of four, depending on the inclusions. Tour operators say the impact could be significant. 'Kashmir has been our most-booked destination post-COVID. We usually handle 700 to 800 bookings for Jammu and Kashmir annually, and demand peaks in May and June,' said Mr. Murtaja.
2.36 crore visitors in 2024
This disruption comes at a time when the State was witnessing record-breaking tourist footfall. The Jammu and Kashmir Economic Survey 2024-25 noted a historic high of 2.36 crore visitors in 2024. This figure includes 65,452 foreign tourists, 5.12 lakh pilgrims who undertook the Amarnath Yatra, and 94.56 lakh devotees visiting the Vaishno Devi temple.
Tour operators ask clients with travel dates in May wait
Syed Waseem, managing director of Cloudz Tours and Travels, said the valley had consistently topped domestic travel preferences over the last three years. 'We get around 200 to 300 Kashmir-bound bookings from Hyderabad in just May and June. This attack will certainly affect the flow of tourists. For now, we are asking clients with travel dates in May to wait. But immediate departures are being cancelled,' he said.
The ripple effect is already visible in Hyderabad. The city, which has two direct daily flights to Srinagar operated by IndiGo and Air India Express, has seen a flurry of calls to travel agencies and airlines to cancel booked tickets. In response, both carriers have announced waivers on cancellation charges.
Acknowledging the developing situation, the Directorate General of Civil Aviation (DGCA) has issued an advisory urging airlines to increase flight frequencies to handle possible shift in demand. The advisory also encourages airlines to be flexible with rescheduling and cancellation policies to support affected passengers.

Ponywallahs Facing A Loss Of Rs 2 Crore A Day In Pahalgam

Quick Read Summary is AI generated, newsroom reviewed. Tourism in Pahalgam, Kashmir, has plummeted after a terrorist attack, impacting local ponywallahs severely. With only 100 of 6,000 horses are working. The operators cumulatively face losses of Rs 2 crore a day. Pahalgam: The wheels of economy have come to a grinding halt in Kashmir's Pahalgam, since 25 tourists and a local man were shot down by terrorists in the scenic Baisaran Valley. But those who live - the locals - are now facing a massive crisis. The brunt of this is borne by ponywallahs, one of whom was killed by the terrorists when he tried to save the rider of his horse. Ever since the April 22 terror attack, tourists are cancelling bookings en masse. Of the 6.000 horses in Pahalgam, only 100 have work. According to an estimate, the pony tour operators and pony handlers are cumulatively facing a loss of Rs 2 crore every day in Pahalgam, found the NDTV team that visited the area. Rais, who is associated with one of the five local horse associations, said altogether, horse owners are facing a loss of Rs 2 crore every day. In summer, the area sees lakhs of tourists a day, who visit the nearby valleys and other scenic spots on horseback. But after the attack, bookings in the area have practically been wiped out. 6,000 horses, only 100 have work! Currently, there are about 6,000 horses in Pahalgam, of which only 1,900 have licenses. For the last few years, the licensing process by the government has been slow, due to which new licenses have not been given. During the season, horse owners earn Rs 3,000 per horse, but at this time, of the 6,000 horses, only a hundred have work. A horse costs Rs 1 lakh, food Rs 400 a day The cost of a horse is around Rs 1 lakh and sometimes horses are bought on EMI. Generally, a horse can work from the age of five years to 18 years. The minimum cost of food and water for a horse is Rs 400 per day. But as the age of the horse increases, the cost of its treatment increases. Sometimes this cost goes up to Rs 1,500 a day. There are five horse operators' associations in Pahalgam and each person is allowed to keep two horses. Cost of Hiring Horses in Pahalgam Horsemen charge Rs 1,300 to take tourists from Pahalgam to Baisaran Valley. The full package for visiting 4 locations in Pahalgam -- Pahalgam, Baisaran Valley, Kashmir Valley, Dabyain, Deno Valley -- is Rs 2,420 per person. The cost goes up if there are any detours. The charge for that is Rs 400 for each hour. About 1 lakh local people work with horses as handlers and operators, and it is the only source of income for their families. The tourist season is mainly in summer -- but when Amarnath Yatra begins, pilgrims start coming. Over the last few years, a fair number of people also came in December and January to enjoy the snow.

Nepal's new NOC rule for UAE travellers: How Indian expats lost Dh1,400 during trip

Indian expats lose over Dh1,400 due to Nepal's sudden enforcement of NOC rule for UAE-bound travellers. Some Indian residents of the UAE have unexpectedly lost more than Dh1,400 each or faced significant travel stress after Nepal began strictly enforcing a No Objection Certificate (NOC) requirement from the Indian embassy for re-entry to the Emirates. As reported by Khaleej Times, this rule, though not new, has recently been implemented more rigorously due to concerns about human trafficking and tax evasion. Dubai resident Manu Palerichal, CEO of CLA Emirates, recounted a stressful experience during his Eid break trip to Nepal. 'As soon as we landed in Nepal on Thursday, an immigration officer informed us that we need a No Objection Certificate (NOC) from the Indian embassy when returning to the UAE,' he told Khaleej Times. 'No one had informed us about this beforehand… fellow travellers weren't aware either and told us to ignore it,' he said. Enforced due to system abuse After reaching out to his travel agent, Manu learned that the rule had started being strictly applied to prevent abuses of the system. However, the family had already travelled to Pokhara, nearly 200km from Kathmandu, where the Indian embassy is located. 'We spent two days in Pokhara, anxiously wondering what to do if the embassy was closed on Saturday and Sunday,' Manu said. 'We even came up with alternate plans to return to Dubai in case we couldn't get the document.' Safeer Mohammed, general manager of Smart Travels, confirmed to Khaleej Times that the rule has existed for a while but is now enforced more tightly. 'Authorities found people misusing the system, and that may have prompted this change,' he explained. 'Instances of human trafficking and tax evasion were discovered and that may have been one of the reasons why the rule is now being enforced strictly.' He also clarified that travellers heading from Nepal to India won't have any problems, but those returning to the UAE via Nepal 'must have the NOC before travelling.' Travellers denied boarding, incur losses Dubai resident Thabseer Ahmed faced financial setbacks of over Dh1,400 after discovering the NOC requirement only at the airport while returning from Nepal. 'We found out about the NOC only at the airport (in Nepal) while heading back from our holiday,' he told Khaleej Times. His friends flying back to India had no issues, but those heading to the GCC were denied boarding. 'We tried to get to the Indian embassy, but the flight was at 3am on a Sunday and no one was available to help us,' he said. Thabseer tried to reroute via New Delhi, but it didn't help. 'You have to check out in India, collect your luggage and then check back in. So once I arrived in New Delhi, I had to book a new flight back to the UAE,' he said, adding that a friend from Kuwait lost around Dh2,000, while another from Qatar also faced losses in rebooking. Embassy process, required documents, and advice Eventually, Manu returned to Kathmandu with his family and was relieved to find the Indian embassy working through the weekend. 'I did not have to wait much but staff told me that there was a huge rush on Thursday and Friday with people having to wait hours for their documents,' he said. According to Manu, the documents needed for the NOC included: Passport-size photo Copies of passport and UAE residence visa Immigration stamp Air ticket Emirates ID Application form Each certificate cost 3,100 Nepali rupees per person, totalling over Dh300 for his four-member family. He urged others to check travel requirements beforehand. 'Since Nepal is just a short distance away, a lot of Indians from GCC countries plan short trips here,' he warned. 'Travel agents must give clear directives about these new requirements to avoid complications.'
