PWSB crisis: Prichard seeks state and federal aid
PRICHARD, Ala. (WKRG) — The City of Prichard is seeking state and federal support to address its critical water infrastructure issues.

'The City of Prichard is calling on federal and state agencies to provide immediate assistancein addressing long-standing issues with the Prichard Water and Sewer Board (PWSB), similar to the support provided to Flint, Mich.; Jackson, Miss.; and Baltimore, Md.,' Prichard Mayor Jimmie Gardner said in a statement released Wednesday.
In that statement, Gardner blamed 'decades of neglect, financial mismanagement, and infrastructure deterioration' for the current situation. He said it has 'placed an unfair burden on our residents, many of whom face persistent service disruptions, inflated billing, and concerns about water quality.'
The city is asking for emergency funding to repair and modernize the infrastructure to 'ensure equitable access to safe and affordable drinking water for all residents of Prichard.'
'Other cities facing similar crises have received substantial federal support, and Prichard deserves no less,' the release stated. 'Like Jackson, Miss., which secured nearly $800 million in federal and state funding, we call for a similar commitment to Prichard to ensure our residents receive safe, clean, and affordable water.'
Federally, the city is asking the U.S. Environmental Protection Agency and the Department of Justice to intervene and provide financial relief and infrastructure funding, including grants under the Water Infrastructure Improvements for the Nation Act and the Bipartisan Infrastructure Law.

City officials are asking the Alabama State Legislature and the Alabama Department of Environmental Management to prioritize Prichard in state allocations for water infrastructure repair and oversight, and calling for an independent audit and oversight of the Prichard Water and Sewer Board to 'ensure financial accountability, prevent mismanagement and restore public trust.'

Police still investigating death of Brett Gardner's 14-year-old son as potential homicide
Costa Rican authorities are still seeking answers in the tragic death of Miller Gardner. The 14-year-old son of ex-Yankees star Brett Gardner died at Arenas Del Mar Beachfront & Rainforest Resort on March 21, with investigators continuing to determine if the cause will be homicide. 'The purpose of the investigation is precisely to determine whether or not we are dealing with a possible homicide,' a spokeswoman for the Prosecutor's Office of Costa Rica told ESPN on Thursday. 'For this reason, it is not possible at this time to confirm or rule out that a crime has been committed.' 3 Miller Gardner, 14, was vacationing with his family in Costa Rica when he died from carbon monoxide poisoning. Gardner died of carbon monoxide inhalation according to a toxicology report in early April, which noted 'high levels' of the noxious gas in his hotel room, which was adjacent to a mechanical room. The resort denied the validity of a report by the Judicial Investigation Agency of Costa Rica that revealed high levels of carbon monoxide in the Gardner family's hotel room, saying that the high levels were confined to the machine room. Authorities are seemingly still in the first stage of their criminal procedure of collecting and analyzing evidence, with a potential second stage involving formal charges before a trial. Brett Gardner's Son Miller's Death Still Under Investigation as Possible Homicide: Report
Former New York Yankees player Brett Gardner's son Miller died on March 21 while the family was vacationing in Costa Rica Local investigators previously said there were "high levels of carbon monoxide contamination" found in Miller's hotel room ESPN now reports that the investigation has been handed off to a local prosecutor's office who says they are working to determine whether Miller's death was a "natural or homicidal"The death of former MLB star Brett Gardner's teenage son Miller Gardner is still under investigation as authorities in Costa Rica rule out the possibility of homicide, according to a new report from ESPN. Miller died on March 21 while the Gardner family was on vacation in Costa Rica, PEOPLE previously reported. Gardner, the 41-year-old former New York Yankees player, announced his son's death in a social media post saying he and wife Jessica 'have so many questions and so few answers,' adding that they understood Miller 'passed away peacefully in his sleep' during the trip. PEOPLE later reported that Costa Rican investigators said there were 'high levels of carbon monoxide contamination' in the Arenas Del Mar Beachfront & Rainforest Resort hotel room where Miller was sleeping. But more than two months after the fact, the case remains open. ESPN reported Friday morning that a spokeswoman with the Prosecutor's Office of Costa Rica said that authorities are still working 'to determine whether the cause of death was a homicide or not, and if so, to establish responsibility.' ESPN said its reporters asked the spokeswoman, Sharon Hernandez Coto, 'whether a homicide investigation is standard procedure or if there was suspicion of foul play' and the spokeswoman replied that 'the purpose of the investigation is precisely to determine whether or not we are dealing with a possible homicide.' 'For this reason, it is not possible at this time to confirm or rule out that a crime has been committed,' Coto said. The spokeswoman added: 'The aim is to determine whether it was a natural or homicidal death." PEOPLE reached out to Coto for more information on Friday morning but did not immediately receive a response. PEOPLE has also reached out to the Costa Rica Judicial Investigation Agency, who previously handled the death investigation before ESPN reports it was turned over to the local prosecutor's office. Brett and Jessica Gardner also share one other son, Hunter. In a statement after his death in late March, the Gardner family described Miller as "a beloved son and brother," and said they "cannot yet comprehend" their lives "without his infectious smile."
