Chandigarh embarks on ‘Mission 100' to improve govt schools' result in board exams

Hindustan Times17-05-2025

Following Chandigarh's poorer show in comparison to the rest of the region in the Central Board of Secondary Education (CBSE) Class 10 and 12 exams, the UT education department has launched 'Mission 100' to improve the academic performance of students enrolled in government schools after analysing the results.
The main objective of the mission is to achieve 100% performance in various academic and administrative targets across government schools. Key objectives include aiming for 100% student attendance, 100% pass result and teacher accountability and training.
The focus areas include improving academic performance percentages in board classes, providing remedial support to underperforming students, and regularly monitoring, evaluating and tracking students' academic progress.
The department will also hold monthly reviews and school performance analysis using a digital platform. Teachers will have to take accountability of the students' performances. To increase parental engagement, the department also aims to strengthen school management committees (SMCs).
A parent-teacher meeting to review the Class 10 and 12 board results of students who got placed in the compartment category will also be organised. All schools will ensure that extra classes are held. The district education officer will prepare an analysis of Class 10 and 12 board results, highlighting the students who have passed, got a compartment, and failed. This detailed report will include the demography, subject constraint and other shortcomings, if any, at the school level. Such constraints shall be removed on priority.
Prerna Puri, UT education secretary, will visit a government school each Friday, meet 10 principals on midday meal lunch, and monitor educational practices and teaching methodologies. The first meeting was held at Government Model High School, Sector 12, on Friday.
Speaking at the meeting, Puri said there is no question as to why students of government schools should fail or have a compartment in the board exam results. She added that the principals and teachers will have to be held accountable for any lapses leading to students' failure in the board exams. Due credit will be given to those whose students are high achievers.
Puri added that a meeting with all the principals will be held shortly to review the results of Class 10 and 12 board exams. The teachers who have maximum students under the compartment category will be required to explain their position.
The UT education secretary has directed the department to constitute subject-wise committees under the principals who have specialised in a subject to prepare comprehensive and special learning material for the board classes by Monday. This material will be ready before the end of the summer vacations so that it can be distributed to the children when they come for their classes.
The department will also felicitate toppers and schools who performed well.

Himachal Pradesh CM distributes land ownership rights to 25 people in Kinnaur

SHIMLA: Chief Minister Sukhvinder Singh Sukhu on Monday distributed land ownership certificates to 25 beneficiaries in Kalpa block of Kinnaur district. The certificates were distributed under the Forest Rights Act, 2006, which have been pending for many years. He said that under the Act, land leases have already been allotted to 460 individuals across the state. Addressing a gathering in Kalpa, he stated that, for the first time in 75 years, Shipki-la was being opened to tourists who can now visit the mountain pass simply by carrying an AADHAR card and token. "This will give an added boost to the local economy and promote tourism in border areas, thus creating employment opportunities for the youth," he said. On the occasion, the CM also inaugurated and laid the foundation stone for various development projects, including the Rajiv Gandhi Sports Complex, a youth hostel and an indoor stadium, in the Kinnaur Assembly Constituency. Addressing the issue of the Vimal Negi case, Sukhu accused the opposition of politicising the matter and assured that the state government stands with the Negi family and the guilty will be brought to justice. He announced that under the Indira Gandhi Pyari Behna Sukh Samman Nidhi, women across all blocks of the district would be given Rs 1,500. He also announced the opening of CBSE-affiliated schools in four blocks of Kinnaur and visited the District Institute of Education and Training (DIET), where he gave Rs 100,000 to five women's groups to assist them in purchasing essentials.

Compassionate appointments: Chandigarh rolls out merit-based scheme

Chandigarh: The Chandigarh administration unveiled the merit-based 'Compassionate Appointment Scheme' to grant appointments on compassionate grounds to a dependent family member of a govt servant who dies in harness or retires on medical grounds. Tired of too many ads? go ad free now This scheme aims to support families left in penury and without any means of livelihood, relieving them from financial destitution and helping them overcome emergencies, reports Munieshwer Sagar. To achieve the scheme's objective, centralisation/grouping of 5% vacancies under the direct recruitment quota across all departments of the Chandigarh administration against Group C will be carried out. This will enable the administration to provide compassionate appointments to needy applicants at the earliest possible opportunity against such vacancies. For effective implementation, three sections have been constituted — a sub-committee at the department level, a dedicated compassionate cell under the personnel department, and an apex committee constituted under the chairmanship of the senior-most IAS officer below the chief secretary. Conditions for appointment If any spouse (either husband or wife of the deceased govt employee) in the family is in regular govt service, then compassionate appointment shall not ordinarily be given to dependents. Likewise, if any brother or sister of a deceased unmarried govt employee in the family is in regular govt service, then compassionate appointment shall not ordinarily be given to dependents. "Transparency and objectivity are the foremost aspects of the scheme for compassionate appointment. A holistic assessment of the financial condition of the family has to be made, taking into consideration factors like the presence of earning member(s), size of the family, and financial needs of the family," said a senior UT official. Tired of too many ads? go ad free now Departments of the Chandigarh administration shall not make appointments on compassionate grounds, in the future, at their own level. Point-based Merit System To ensure transparency, the administration has developed a system of allocating points for various attributes based on a hundred-point scale. This allows the merits of the cases to be conveniently decided by allocating points to the applicants based on various attributes. In cases where the wife of the deceased official has applied for compassionate appointment for herself, she shall receive 15 additional points as grace points, in line with the general principle that the widow needs to be given preference for compassionate appointment. The date of death of the deceased govt employee will be given first preference (e.g., an applicant related to a deceased govt employee, whose date of death comes first, will be given preference over another applicant). The process for considering various applications and recommending individual applicants for compassionate appointments will be carried out through a Departmental Sub-Committee (at the department level), a dedicated Compassionate Cell, and an Apex Committee. The Apex Committee shall make its recommendation for appointment on compassionate grounds as per the total points obtained by each applicant under the aforementioned point-based merit system. The minutes of each meeting of the Apex Committee, including the merit points earned by each applicant, should also be placed, within four weeks from the date of the meeting, in the public domain on the website of the Chandigarh Administration for the information of all concerned. The final recommendations of the Apex Committee will be placed before the Chief Secretary for consideration and approval. Box: 100 Point Scale (allocation of points to various attributes) Family Pension: Points ranging from 6 to 20 based on family pension slabs (6 points for Rs 28,001 and above; and 20 points for up to Rs 10,000). Terminal Benefits: Points ranging from 1 to 10 based on terminal benefits slabs. Immovable Property Held: Points ranging from 0 to 10 based on immovable/movable property held in the name of family members (0 points for property above 30,00,00; and 10 points for nil property).
