Upgraded roads in Thrissur officially dedicated to public

The Hindu17-05-2025

The upgraded roads across the district have been officially dedicated to the public with General Education Minister V. Sivankutty inaugurating the completed projects online on Friday.
The newly revamped roads include Chittanda–Thalassery, Putharithara–Kondazhi, Athani–Puthuruthi, Kanippayyur–Iringapuram, and Kanakamala–Chathan Master stretches, all upgraded to Bituminous Macadam and Bituminous Concrete (BM and BC) standards.
Public Works Department (PWD) Minister P.A. Mohamed Riyas highlighted that under the PWD's initiative for high-quality, time-bound, and corruption-free infrastructure, the State has been transformed into a developmental hub. The roads, spanning rural interiors to urban centers, reflect the government's commitment to modern road design and quality standards. The State aims to upgrade 50% of its roads to BM and BC levels within five years—60% of this goal has already been achieved in just four years, he said.
The Chittanda–Thalassery Road is upgraded with ₹3 crore and Putharithara–Kondazhi Road has been completed with ₹3.69 crore, featuring sidewalls, culverts, signboards, and reflectors. The 2.8 km stretch of Kanippayyur–Iringapuram Road has been renovated at a cost of ₹3 crore. Works included drainage, culvert restoration, signage, and raising low-lying areas.

Operators to lose licence if private vehicles used for rental

Panaji: State govt on Friday decided to issue an ordinance for the licence cancellation of rental car and bike operators who deploy private vehicles for commercial use. Action would be taken against such operators as well as individuals who do not have a licence to run a rental vehicle business but give private vehicles for hire to tourists. 'The transport department will initiate an ordinance for licence cancellation of rent-a-car/bike operators using private vehicles for commercial use,' Sawant said. Last year, the traffic cell of Goa police issued more than 600 challans for using private vehicles for commercial purposes. Once the challan is issued, vehicle owners must appear before court to pay the challan. Sawant chaired a meeting at Police HQ, Panaji, to review these matters and the progress of the border checkpost infrastructure and enforcement readiness. The meeting was attended by the IGP, DIG, transport director, North Goa SP, transport SP, and PWD principal chief engineer. During the meeting, the transport department pointed to the loss to the exchequer due to the use of private vehicles for commercial purposes and the nonpayment of GST. Sawant said that only 10% of private vehicles were identified and challaned for being used for commercial purposes. The transport department noted that the Transport Act was amended in 2018, allowing the main rental car/bike operators to have agreements with their close aides and start the business, but those individuals were exempted from paying GST. Sawant directed the transport department to make necessary changes to address the revenue leakage. On another front, the green initiative 'Ek Ped Maa Ke Naam' is to be implemented at all police stations, Sawant said. Moreover, he said govt is working to build a seamless, transparent, and citizen-friendly mobility and enforcement ecosystem on Goa's borders. Sawant reviewed infrastructure readiness at Patradevi and Keri (North Goa) and Mollem and Polem (South Goa). He discussed land availability for developing way-side public amenities and IOCL petrol pumps, reviewed application development progress by ITG, and rollout plans of the traffic SP. He also deliberated on the public notification strategy, automated border monitoring, and integration with VAHAN. As for rental car and bike operators, revenue minister Atanasio 'Babush' Monserrate blamed them for causing accidents and harming the taxi business in the state. South ZP upset over changes in PWD tender conditions

Margao: Members of the South Goa zilla panchayat, at a meeting on Friday, voiced their concerns over the recent move by the PWD to do away with the practice of rejecting all bids quoting 20% below the estimated cost of the project. They pointed out that, as there was no limit specified on how low a bidder could quote for a given project, there was a risk that the quality of the work could suffer in the bargain. They urged govt to reconsider the decision. South Goa ZP chairperson Sanjana Velip, who chaired the meeting, said that the views expressed by the members would be forwarded to govt. The PWD recently announced the withdrawal of a circular where all bids quoting 20% below the estimated cost were outright rejected. Instead, it was announced that the PWD has decided to allow such bids, but the lower the bid, the higher the performance guarantee applicable to the contractor will be. The new tender conditions came into effect on June 1. Members also raised concerns over the delay in processing their proposals, including the preparation of estimates and billing of development works. Deputy chairperson Siddharth Gauns Dessai explained that four of the five junior engineers attached to the South Goa ZP were holding additional charge in other departments, leading to the delay. He said they requested govt for at least four full-time junior engineers to ensure that development works are not hampered. White-collar hiring shows strong momentum, led by consumer electronics sector

White-collar hiring in India is showing strong momentum, with a 2 per cent month-over-month (MoM) and a significant year-over-year (YoY) growth, according to the latest foundit Insights Tracker, a monthly report by the job platform foundit (formerly Monster APAC & ME). Leading this surge is the consumer electronics sector, which saw a remarkable 70 per cent YoY spike, while the logistics and transportation sector fueled MoM growth with a 5 per cent uptick. Senior management roles emerged as a key focus area, registering the highest YoY growth at 36 per cent , signalling robust leadership hiring. Among cities, Mumbai stood out with the strongest YoY growth at 23 per cent . These trends reflect growing sectoral resilience, innovation, and a strategic push towards long-term, sustainable workforce development. 'The consistent rise in white-collar hiring reflects India's shifting economic landscape and the growing demand for skilled talent,' said Anupama Bhimrajka, VP of marketing at foundit. 'From leadership to entry-level roles, industries are showing resilience and agility, with metros leading the way and tier-2 cities quickly gaining ground. Encouragingly, diversity hiring has evolved into a strategic priority, with organisations embedding inclusion into core HR practices to drive meaningful representation for women, persons with disabilities, and other underrepresented groups.' Over the past two years, diversity hiring in India has evolved from a compliance-driven mandate to a strategic workforce priority, growing by 53 per cent . Women have seen the most significant gains, particularly in early-career and mid-level roles. Hiring for persons with disabilities (PwD) has also improved, albeit modestly, supported by more inclusive workplace designs. Despite positive year-over-year (YoY) growth, the month-over-month (MoM) change for May 2025 showed a slight decline of 2 per cent , indicating a temporary slowdown in hiring momentum. However, this minor dip does not overshadow the consistent efforts and ongoing commitment to advancing diversity hiring over the past year. The share of women in diversity hiring grew from 53 per cent to 68 per cent this year, reflecting a strong focus on gender inclusion. Meanwhile, hiring for persons with disabilities (PwD) rose from 2 per cent to 5 per cent , highlighting an expanding commitment to inclusive talent acquisition. The IT-software and services sector grew its share of diversity hiring from 19 per cent to 23 per cent , while BFSI dipped from 30 per cent to 21 per cent over the last year. Sectors like e-commerce, retail, telecom, FMCG, and manufacturing are advancing on their DEI journeys, with manufacturing and automotive showing promising shifts towards gender inclusion through automation, smart factories, and targeted upskilling. Metro cities continue to lead women-centric hiring, driven by proactive initiatives in BFSI and IT leadership pipelines. Mumbai and Pune are at the forefront, offering structured return-to-work programmes and implementing diversity quotas in mid-to-senior management roles. Interestingly, tier-2 cities such as Coimbatore, Jaipur, and Chandigarh are rapidly catching up through targeted skilling programmes and the development of women-led entrepreneurship zones — demonstrating that inclusive hiring is no longer confined to metro corridors. Further, hiring trends across experience levels reveal a strong year-on-year trajectory, despite minor month-on-month fluctuations. Entry-level roles (0–3 years of experience) saw a slight 3 per cent MoM dip but maintained robust 19 per cent YoY growth, reflecting sustained demand for early-career talent. Mid-level professionals (4–6 years) witnessed a 3 per cent MoM increase and a solid 16 per cent YoY rise. Those with 7–10 years of experience recorded a marginal 2 per cent MoM decline yet posted an impressive 31 per cent YoY jump — indicating a growing need for experienced, hands-on professionals. Hiring for candidates with 11–15 years of experience remained steady MoM, with a 12 per cent YoY increase. Interestingly, demand for senior professionals (over 15 years) rose by 4 per cent MoM but declined 8 per cent YoY, pointing to a more selective approach in leadership hiring.
