
Educationists uneasy over introduction of 3rd language in class 1

The govt's announcement has perplexed educationists, who question the resources available for teaching languages and the purpose behind the decision. "Who says that Maharashtra has enough Hindi teachers?" asked a former senior education officer.
Those who followed the making of the school education policy recalled that only last year, the state had released its draft curriculum framework which promised two languages—Marathi and English—from Grade 1, and a third—be it Hindi, Sanskrit, a regional tongue, or even a foreign one—starting in Grade 6. Public feedback was sought. A press note followed on May 27, 2024, reaffirming the same structure and stages.
Under the national framework, language curricular goals for foundational years say, "Children develop effective communication skills for day-to-day interactions in two languages. Children develop fluency in reading and writing in language 1. Children begin to read and write in language 2." There is no mention of a third language in these early years.
"This wasn't just policy. It was pedagogy," said Avnita Bir, Principal-Director of R N Podar School, a CBSE institute. "We used to offer two languages in grade 1, but when Maharashtra made Marathi compulsory, we included that too. Now, we're offering three from the start?"
Educationists pointed out that before 2000, children began with one language in Grade 1—their medium of instruction. In the early 2000s, a second language was added—English was introduced in all non-English medium schools and Marathi in all non-Marathi medium schools using English, Hindi, Urdu, Gujarati, Kannada, etc as medium of instruction. "It was introduced gently and playfully. No exams, no notebooks. Just familiarity. The syllabus was crafted very carefully," said Dhanavanti Hardikar, who headed Balbharti's language section.
"For 25 years, this worked. And now, without warning, we're told to bring in a third language at Grade 1," Hardikar added. "This wasn't in the state's curriculum framework. A third language at Grade 1 should not be introduced at all, but if the state is adamant, it has to be through the play-way method, with no written work, no exams, and a huge tolerance towards students' errors."
Vasant Kalpande, former state board chairman, said, "Instead of rushing in new languages, we need to focus on making sure what we teach is actually taught well."

Contribute now New Delhi: Two days after a video circulated showing a young man purportedly of Indian nationality being restrained by the authorities apparently at the Newark airport in New Jersey, India has raised the issue with the US embassy in Delhi but has not been given the details of the situation, officials said on Tuesday (June 10). The Ministry of External Affairs (MEA) has 'formally raised the matter with the US embassy in New Delhi', while the Indian embassy in Washington and the consulate in New York 'have been in touch' with American authorities to ascertain the details of the incident, official sources said. However they have 'so far have not received any details about the incident or the circumstances under which' the young man 'was restrained, the flight he had to board or boarded and his final destination', they added. 'We continue to follow up on the matter.' Kunal Jain, an X user who has said he is an entrepreneur and a US national of Indian origin, posted photos and videos on Sunday of a young man being restrained and pinned to the ground by the authorities at what he said was the Newark Liberty International Airport on the outskirts of New York City. The young man's identity remains unknown. Jain claimed that he could be heard saying in Haryanvi-accented Hindi that he was not insane despite the authorities there trying to portray him as such. Among those restraining the man were seen wearing gear labelled as that of the police department of the Port Authority of New York and New Jersey, which runs airports, seaports, bridges and tunnels that connect the two states. Jain also claimed that the young man was set to board the same flight as him from Newark to New Delhi but that the 'pilot stepped out, saw the situation and refused to allow [him] to board'. Reposting Jain's photos, Congress MP and communications general secretary Jairam Ramesh earlier on Tuesday accused the Modi government of 'failing to protect the honour of India and Indians'. Also referring to US President Donald Trump's claims that Washington mediated the ceasefire between India and Pakistan following their four-day-long military conflict on May 10, Ramesh wrote on X that Prime Minister Narendra Modi 'has not been able to summon the courage to speak – either on the ceasefire or on the atrocities being perpetrated against Indians in the US'. Modi ought to speak to Trump and call for American intervention in 'the atrocities happening against Indians and the fear that has gripped lakhs of Indian students in America', he added. The airport incident occurs against the backdrop of hundreds of international students and graduates in the US, Indian citizens among them, reporting having their visas revoked by the Trump administration. Some of them have approached the courts for relief. The MEA, which said it was 'supporting' Indian students in America who were facing issues with their student visas and reached out to India's missions, had earlier said that Indian citizens abroad must comply with local laws. RTE admissions: English medium schools have highest number of vacant seats
Ahmedabad: An analysis of the data of admissions under the Right to Education (RTE) shows that English medium schools had the highest number of vacant seats this year. This was the result of parents' preference for specific English medium institutions, coupled with the 6 km radius restriction, said experts. The third round of RTE admissions revealed 6,946 unfilled seats out of the total 94,798 seats, with 4,238 in English medium schools, predominantly in urban areas. The first two phases saw the allocation of seats to 93,270 students, with 85,744 confirming their admission within the deadline. Besides English medium, 624 seats in Gujarati medium, 1,919 in Hindi medium, and 165 in other mediums remained vacant after the third round of RTE admissions. According to Ahmedabad city district education officer (DEO) Rohit Chaudhary, parents prefer certain schools for English medium education. Gujarat State School Management Board president Bhaskar Patel stated that this trend was also observed due to the increasing demand for English medium education, but with a focus on select institutions. Parents consistently avoid certain schools, resulting in vacancies. During the third round of RTE admissions, seats were allocated to 2,231 additional children in Class 1 at private schools. At the end of the second round, 9,157 seats remained vacant, with over 31,000 applicants choosing new schools while 51,000 continued with their initial preferences. After the third round allocation on Friday last, 6,946 seats remained unfilled. Students must confirm their admission by June 13. The education department aims to accommodate 25% of children from disadvantaged backgrounds in private primary schools under RTE. For 2025-26, 9,814 unaided primary schools offered 94,798 seats across various medium.

Kerala HC extends interim stay on Lakshadweep language order
Kochi: Kerala high court has extended its earlier order deferring the implementation of an office order issued by Lakshadweep administration, which sought to remove Arabic and Mahl languages from the school curriculum in the Union Territory, until the disposal of the petition challenging it. Observing that there was no material to show the office order was issued following any study or stakeholder consultation, the court emphasised the deep cultural significance of language and cautioned that changes could have serious ramifications. The bench comprising Chief Justice Nitin Jamdar and Justice Basant Balaji was hearing a public interest litigation (PIL) filed by P I Ajas Akber, a resident of Kalpeni Island, challenging the office order dated May 14, issued by the director of education, Union Territory of Lakshadweep. The order pertained to the implementation of the three-language formula (TLF) from Class I, excluding Mahl and Arabic as optional subjects. Accordingly, the court directed that the existing position with respect to CBSE and non-CBSE schools in Lakshadweep shall continue. Additionally, the court clarified that the Union Territory is free to study local conditions within the framework of prevailing education policies and to engage all stakeholders through a meaningful process of consultation, not merely as a formality. If such studies and consultations are undertaken, the respondents may seek appropriate orders, the court said.
