New Delhi: PHDCCI SME Market Sentiment Index suggests positive momentum in business activity for the period Q4 FY2025 compared to previous quarter Q3 FY2025 and robust growth outlook for next quarter (Q1 FY2026), based on survey conducted on 3,000 pan-India SME firms across various manufacturing units, said a report released by PHD Research Bureau, PHDCCI, 'SME Market Sentiment Index'.According to the report, the government's proactive and effective initiatives—including credit support, technological assistance, infrastructure development, and skill training—have significantly transformed small and medium-sized enterprises SMEs ) into a vibrant and dynamic sector of the Indian economy. These efforts have fostered entrepreneurship and created numerous employment opportunities, said Hemant Jain, President, PHDCCI, in a press statement issued here today.To capture the SME market sentiment, two indices, the SME Business Activity Index (SME-BAI) and SME Business Outlook Index (SME-BOI) were computed, said Jain. The objective of the SME Business Activity Index (SME-BAI) index is to capture the direction and momentum of the SME manufacturing sector by assessing performance of key business activity relative to the previous quarter, while SME Business Outlook Index (SME-BOI) captures the business outlook for next quarter.Both these indices will serve as a valuable tool for policymakers, industry stakeholders, and investors to make informed decisions, he said.The value of SME Business Activity Index (SME-BAI) ranges from 0 to 100, where 50 is the base value. The index above 50 reflects expansion of manufacturing activities compared to previous quarter values below 50 reflects contraction in business activity. The index value of 50 suggests no change compared to the previous quarter, said the study.The values of the SME Business Outlook Index (SME-BOI) range from 0 to 100. The index above 50 reflects expansion of manufacturing activities for the next quarter while values below 50 reflects contraction in business activity for the next quarter. The index value of 50 suggests no change in outlook for the next quarter, said the study.The SME Business Activity Index (SME-BAI) recorded a robust 57.7 points, indicating significant expansion in manufacturing activities compared to the previous quarter. This growth is driven by a strong New Orders Index of 71.7, reflecting high demand and a strong work pipeline, along with an Output/Production Index of 66.7, pointing to business activities gaining momentum, said Mr Hemant Jain.The Employment Index stood steady at 55.0, aligning with the rising economic activity, while the Inventories Index of 60.0 suggests that firms are actively restocking to meet anticipated demand, said Mr Jain.We highly appreciate the policy reforms and array of programme initiatives undertaken by the government to support the SME sector. These proactive policies and programmes will go a long way to transform the MSME landscape, he said.SME Business Outlook Index (SME-BOI) which provides the outlook for the next quarter stood at 60.3, signaling strong confidence in the economy. Notably, 67% of respondents expect an improvement in business activity, 47% anticipate increased hiring, and 53% plan to boost capital expenditure , said Jain.Ranjeet Mehta, Secretary General and CEO of PHDCCI, emphasized that these indices have been created to fulfill the need for a reliable, data-driven tool to assess the health and outlook of India's SME manufacturing sector, which is a backbone to the Indian economy. The continuous handholding by the government has resulted in formalization of more than 5 crore MSMEs , contributing significantly to exports, creating millions of jobs and fostering inclusive development. Going forward, to fulfil our endeavor to promote the growth of the SME sector, we will add indices related to exports and services market.Our findings highlight a positive outlook for growth, job creation, and investment in the SME manufacturing sector, said Sanat Kumar, Chief Economist, PHDCCI.

GCC survey shows a rise in number of homeless individuals in the city
The number of homeless individuals in the city has crossed 13,000, with the Central Business District of George Town in Royapuram Zone of the Chennai Corporation accounting for the most number of homeless people. The Chennai Corporation conducted a survey of the homeless in January, and found an increase in the number of persons without decent housing, when compared to the previous surveys that reported around 11,000 homeless individuals in the city. This has been attributed to an increasing number of people migrating from other districts and States in search of economic opportunities over the past few years. The Greater Chennai Corporation (GCC) found that the number of homeless individuals, which was 9623 by mid-February, had crossed 13,000 by the end of the survey in May. Ward 57 Councillor Rajesh Jain said: 'People from States such as Andhra Pradesh and Bihar have come to my ward in Royapuram zone in search of jobs, and some of them have been homeless. The number of homeless women is higher than that of men in several parts of my ward. Many people have come to Chennai in search of jobs from other districts also.' Pointing to the rise in the number of homeless persons on stretches such as Wall Tax Road and Prakasam Salai, Mr. Jain said they had started demanding housing facilities. 'We do not know the actual reason for the rise in the number of persons migrating to the city from other States. We have to verify whether it is due to failed agriculture in their native villages. We have taken measures to help them. Around 10% of the homeless children do not go to school. The GCC has two schools in the ward to provide free education for the children,' he said. Ward 56 Councillor V. Parimalam said efforts were being taken to persuade homeless children to go to school, pointing to the installation of smart classrooms in Chennai Corporation schools. They also face other challenges. R. Manikandan, who was identified as a homeless resident of Royapettah during the survey in January, had to move out of the area he used to live in due to the implementation of infrastructure projects by civic agencies. Though he rented a house in May, he has not been able to pay the rent of ₹3500 this month. G. Selva, CPI(M) district secretary, said there was an increase in the number of wage labourers without shelters in the city. 'They work hard. The government should ensure the dignity of such individuals.' An official of the Chennai Corporation said a number of homeless individuals, who were identified in the survey, did not have Aadhaar and ration cards. 'We will facilitate the issuance of ration cards for those who are yet to get one,' the official said.

Noida power boost: Sector 25 transformer upgraded to 10 MVA; 20k consumers in 3 sectors to benefit
NOIDA: Over 20,000 consumers in Sectors 25, 21, and 12 are set to receive a better power supply as the transformer capacity at the 33/11 kV substation in Sector 25 was increased from 5 MVA to 10 MVA on Saturday. According to officials, this was done to address the increasing load on the existing transformer amid rising power demand in the area. With the capacity enhancement, the power distribution network of the three sectors will experience a more streamlined supply. "On June 7, the work of increasing the capacity of the power converter from 5 MVA to 10 MVA was completed at the substation in Sector 25 under the business plan works of 2024-25. With this work, an uninterrupted power supply will be provided to the consumers of Sectors 25, 21, and 12, especially in the summer season," said Sanjay Kumar Jain, Chief Engineer, Noida power department, PVVNL. Earlier, on May 21, a new transformer of 5 MVA was installed at Sector 80. With that, consumers of Sectors 80 and 112 were targeted to benefit from the infrastructure upgrade, said Jain. Local Court Lawyers Up In Arms Over Shifting Of 34 Digital Courts
New Delhi: Lawyers from the district courts decided on Saturday to roll back their decision to abstain from work in protest against the shifting of the judges of the 34 digital Negotiable Instruments Act courts to the Rouse Avenue courts. The remaining proceedings and judicial work only would be conducted in the regular local courts, the statement said. "Necessary directions are being issued to all presiding officers instructing them not to insist on the physical appearance of any stakeholders, including parties, counsel, police officers, etc, in c+ourt," the statement added. On May 30, high court chief justice Devendra Kumar Upadhyaya inaugurated the 34 digital courts at the Rouse Avenue Courts complex to hear cases under the NI Act. Only judges of these courts will operate from Rouse Avenue, while the staff —readers, ahlmads and stenographers — will operate from their respective districts. The association on Friday, June 6 decided to abstain from work opposing the decision of shiftingthecourts. The digital courts deal with cases related to cheque bounces across six court complexes. The Lok Sabha was informed by the Union law minister in Dec 2024 that Delhi ranked fourth among top five Indian states with regard to NI Act cases and has 4.5 lakh pending cases. A judge in a NI Act court, on average, holds 80 hearings every day. According to the National Judicial Data Grid, until June 7, there were 15.1 lakh cases, of which 31% were cheque bounce cases. The petition pointed out the huge pendency of cases as well as connectivity problems of the portal used for digital hearings. In April 2024, a division bench comprising then acting chief justice Manmohan and justice Manmeet Pritam Singh Arora directed steps to be taken to address the issue of digital connectivity and network problems. On May 22 this year, the bench disposed of the Jain's PIL, noting that connectivity issues had been resolved after the registrar general of the high court submitted a report on May 9 outlining the remedial measures taken. A second digital NI Act court was established in the North district and all pending matters were evenly distributed between the two courts. Advocate Parthesh Bhardwaj, who appeared for Jain, told TOI, "As of June, with multiple functioning courts, better cause list management and strengthened technical infrastructure, the average time between hearings at digital NI Act courts in all districts has significantly reduced."
