Madras HC directs DVAC to probe Peravurani panchayat fund misappropriation
MADURAI: The Madurai Bench of the Madras High Court recently directed the DVAC to conduct a detailed inquiry into the alleged misappropriation of funds belonging to the Peravurani town panchayat in Thanjavur. The Directorate of Vigilance and Anti-Corruption (DVAC) has been told to take action against erring officials within six months.
Justice B Pugalendhi passed the order on a petition filed by S Neelakandan, who alleged that some contractors colluded with the officials and swindled panchayat funds to the tune of Rs 1 crore without executing the works concerned.
Neelakandan said the issue was previously raised before the court in 2023 by one G Senthil Kumar, upon whose petition, the court ordered the director of the town panchayat to conduct an inquiry. Subsequently, the director initiated disciplinary proceedings against the chairman and executive officer of the town panchayat, he said, and sought a criminal investigation into the allegations.
However, one N Selvaraj, father-in-law of chairman Shanthi -- also alleged to be involved in the malpractice -- claimed in his impleading petition that Neelakandan's plea is unenforceable as a division bench had passed an interim order in the matter.
Justice Pugalendhi observed that the case pending before the division bench is only related to the disciplinary proceedings, and it would not prevent the DVAC from inquiring whether the town panchayat officials were involved in misappropriation. He passed the order, noting that the government had already granted sanction to initiate an inquiry.

Madras HC seeks report from top cop on pending IPC cases
CHENNAI: Questioning the discrepancies in the number of criminal cases pending at different stages as per the information furnished to the jurisdictional court and the statistics available with the police, the Madras High Court on Monday directed the Greater Chennai Police (GCP) Commissioner A Arun, who was present in the court as per an earlier order, to file a report on the pending cases registered under the Indian Penal Code (IPC) till June, 2024. Justice P Velmurugan issued the direction while hearing a petition filed by V Vanamamalai, a resident of an apartment in Nolambur, seeking a direction to the police to register a case on alleged caste discrimination and abuse by a member of the flat owners' association. The judge flagged the frequent showdown between the police investigation officers (IOs) and the judicial officers. 'One of the reasons is that you are not submitting closure reports in the courts if any case is closed,' he said, adding it is mandatory to report to the court forthwith if any FIR is registered or closed. Final reports are also not properly submitted in the courts, he noted. The judge directed the commissioner to file a report on the cases under the IPC till the BNSS came into force, pendency at the stage of FIR, charge sheet or not having been taken on file of the judicial magistrate courts. He gave time till July 8 for filing the report.

Karnataka Cabinet to decide on implementation of RDSS
BENGALURU: Karnataka Energy Minister KJ George on Monday said that the Cabinet will take a decision on the implementation of the Revamped Distribution Sector Scheme (RDSS). If this happens, then consumers will have to pay less for the installation of smart metres against the present cost of Rs 4,998. The RDSS scheme is aimed at improving the performance of electricity distribution companies (ESCOMs) for the installation and operations of smart metres. Speaking to media, George said that the RDSS scheme will end in December. However, during the recent meeting with Union Government officials, extension and implementation of the scheme were discussed. 'If this happens, then all the smart metres can be replaced in bulk. The cost will then work out cheaper. Presently in Karnataka, smart metres are being installed only for new and temporary connections. If the Cabinet approves, then all metres can be replaced in around two years,' George said, adding that the Central Electricity Regulatory Commission will take the decision on the reduced rate.
