Central Apprenticeship Council decides to hike stipend for trainees under two schemes

New Delhi, May 26 (PTI) The Central Apprenticeship Council (CAC) chaired by Union Skill Development and Entrepreneurship Minister Jayant Chaudhary on Monday decided to increase the minimum monthly stipend payable to apprentices under two schemes, from ₹ 5,000- ₹ 9,000 across five bands at present to ₹ 6,800- ₹ 12,300 once the proposed hike is notified.
The revision of apprentice stipends is proposed to be automatically adjusted biennially based on changes in the Consumer Price Index (CPI), aligning with the salary increment cycle in July, officials said
"We have two schemes. Under the PM-National Apprenticeship Promotion Scheme (PM-NAPS) the government's contribution is ₹ 1,500 or 25 per cent of the stipend amount whereas the government contributes 50 per cent of the stipend amount under National Apprenticeship Training Scheme (NATS). The present stipend rates are from ₹ 5,000 to ₹ 9,000 under the five bands. This has now been increased to ₹ 6,800 to ₹ 12,300," an official told PTI.
While the NAPS comes under the administrative control of the Ministry of Skill Development and Entrepreneurship, the NATS is implemented by the Department of Higher Education under the Ministry of Education.
"The highest band is ₹ 9,000. We have proposed to increase it to ₹ 12,300. There are five bands. For the lowest brand, the proposed increase is from ₹ 5,000 to 6,800 and the highest was 9,000 to 12,300," said another official.
Addressing the media after chairing the Central Apprenticeship Council meeting, the Minister for Skill Development and Entrepreneurship informed regarding the decisions taken.
"The first thing is the stipend increase upwards of even 30 per cent in the various categories, stipend has been increased, which will provide a benefit to the industry and also the young people of our country. As you know, India is running the world's largest apprenticeship programme, and apprenticeship whether it's through national apprenticeship promotion scheme or it is through NAT scheme, which is done by the Higher Education Ministry, opens up a clear pathway for younger people to engage with industry and to become employable and get jobs," said the minister.
He shared that another important issue which was deliberated upon was the capacity to do pure, online, blended apprenticeship programmes, specifically in some of the new domains like AI, green tech and other new sectors where there are new possibilities for employment.
"There was an idea that we can form working groups to look at and deliberate on various domains going forward," said Chaudhary.
The 38th CAC meeting proposed to replace the existing list of industries (1987 code) with one aligned to NIC Code 2008 thereby expanding the scope of apprenticeship training to include emerging sectors like IT, software services, telecommunications, biotechnology, and renewable energy. Any future updates in the industrial classification will automatically reflect in the apprenticeship rules, said officials present in the meeting.
Besides, a significant agenda item in the CAC meeting was the promotion of apprenticeship embedded education programmes, including the introduction of new definitions such as "Degree Apprenticeship", "Institution", "UGC", and "Contractual Staff", to align educational curricula with on-the-job training requirements.
The Council also proposed enabling employers to deliver basic and practical training through online, virtual, or blended modes, ensuring flexibility in learning without compromising the quality or compliance with centrally-approved syllabi, officials said.
Additionally, the meeting discussed the creation of regional boards at new locations to improve the administration and outreach of NATS and regulate the Apprenticeship Embedded Degree Programme (AEDP), necessitating the insertion of a new clause in the apprenticeship rules, they added.
The Council also emphasized on inclusivity by proposing the insertion of a definition for "Person with Benchmark Disability" in line with the Rights of Persons with Disabilities (RPwD) Act. It recommended that trades or subject fields specify their suitability for persons with benchmark disabilities and reserve training places accordingly, promoting equitable access and participation in apprenticeship training.
The last CAC meeting was held in June 2021. Since then, India's apprenticeship landscape has evolved considerably with over 43.47 lakh apprentices engaged across 36 states and Union Territories, and active participation from more than 51,000 establishments, enhanced outreach across districts and social groups, and renewed alignment with futuristic sectors through PM-NAPS and NATS schemes.

This, despite the ongoing trade tensions and uncertainty surrounding tariff negotiations. Next, investors will monitor some key market triggers in the second week of June. India's retail inflation, global tariff announcements, foreign capital flow, macroeconomic data, and global market cues will dictate the market direction. Domestic equity benchmarks Sensex and Nifty 50 were range-bound for most of the week, but surged on Friday to settle near the week's high. Supportive domestic developments helped limit the downside, with the highlight being the Reserve Bank of India (RBI)'s monetary policy, which took the market by surprise. The RBI cut the repo rate by 50 basis points to 5.50 per cent—double the market expectation—and reduced the Cash Reserve Ratio (CRR) by 100 basis points to three per cent, the lowest level since April 2021, further boosting market sentiment. This liquidity boost is expected to lower the cost of funding for banks and spur credit growth, powering rate-sensitive stocks. On Friday, the Nifty 50 logged its best day in three weeks and rose 252 points, reclaiming the psychologically crucial 25,000-mark after investors rallied behind the RBI's bumper policy measures. Sensex added 738 points to end at 82,189, while both indices gained one per cent for the week. The Bank Nifty outperformed, rising 1.5 per cent to settle at 56,578.40 after hitting a fresh all-time high of 56,695, extending its winning streak to four consecutive weeks. In the broader markets, both midcap and smallcap indices outperformed the benchmarks, reflecting a risk-on sentiment among investors, with gains ranging between 2.8 per cent and four per cent. In the coming week, the primary market will witness more action, with some new initial public offerings (IPO) and listings slated across the mainboard and small and medium enterprises (SME) segments. The week will be critical from the domestic and technical points of view. Investors will track domestic macroeconomic data, geopolitical events, and sector-specfic outcomes. Going forward, market participants will focus on key macroeconomic data for further cues. High-frequency indicators such as the consumer price index (CPI) inflation data and the index of industrial production (IIP) will be closely tracked to gauge demand trends and the central bank's next steps. Additionally, the progress of the monsoon and sowing patterns will be monitored due to their implications for rural consumption. "By front-loading easing measures, the RBI has underscored its commitment to reviving domestic growth amid global uncertainties. While such a bold approach was expected to unfold gradually, this decisive action reinforces confidence in its intent to support economic recovery while managing inflation risks," said Ajit Mishra, – SVP, Research, Religare Broking Ltd. One mainboard IPO, Oswal Pumps IPO, will open for subscription this week, while three new SME issues will also open for bidding in the next five days. Among listings, no new IPO-concluded companies are scheduled to be debut on the stock exchanges in the coming week. Foreign Institutional Investors (FIIs) remained net sellers, offloading ₹ 3,565 crore in equities. However, strong domestic institutional flows offset the pressure, as domestic institutional investors (DIIs) infused ₹ 25,513 crore into the cash segment, providing solid support to the broader market. According to Ionic Wealth by domestic brokerage Angel One, FIIs hold 18.8 per cent of Indian equities, compared to 30 per cent in other emerging markets (EMs), offering 'significant room for capital infusion'. Chemicals, telecom, and financials are the sectors attracting FIIs, driven by strong structural themes like the China+1 strategy. India's unique mix of consumption-led growth, robust capex cycles, and high-return-on-equity companies makes it a strong investment case. On the global front, developments in trade negotiations and movements in US bond yields will continue to influence investor sentiment. Global uncertainties and tariff-related risks could keep markets on edge and add to market volatility. According to market analysts, profit booking was visible last week due to the ongoing global uncertainty. Mid- and small caps outperformed large caps, driven by better earnings and valuations. A mildly positive bias emerged from strong US job data and expectations of easing US-China trade tensions. "Benchmark indices attempted recovery after FIIs turned net buyers, encouraged by strong domestic economic indicators amidst a weakening dollar and US bond yields, fostering a 'buy-on-dip' strategy," said Vinod Nair of Geojit Investments. "While China's rare earth restrictions pose long-term risks and investors await the inflation print in the US, the aggressive RBI rate cut, backed by cooling inflation and a steady GDP outlook, is likely to support investor confidence amidst the ongoing global uncertainties," added Nair. Shares of Adani Ports & SEZ, Asian Paints, Adani Enterprises, Ambuja Cements, Adani Total Gas, Piramal Enterprises, among several others, will trade ex-dividend next week starting from Monday, June 2. Shares of some stocks will also trade ex-bonus and ex-split. Check full list here Technically, Nifty 50 has approached the upper band of its prevailing consolidation range of 24,500–25,100. 'A decisive breakout above 25,200 would mark the beginning of a fresh uptrend, with potential to gradually move toward the 25,600–25,800 zone,' said Ajit Mishra of Religare. On the downside, the 24,400–24,600 range is expected to act as a strong support zone during any corrective phase. Bank Nifty has broken above the key 56,000 mark after trading in a tight range for over a month. Mishra now expects it to move towards 58,000, making this segment crucial for broader market direction. In case of a dip, the 55,350–56,000 range is likely to provide strong support. For the market's trading strategy, Mishra maintains a positive outlook and suggests 'buy on dips' unless Nifty 50 decisively breaks below 24,600. However, he clarified that investors should remain selective and focus on fundamentally strong stocks in sectors such as banking, auto, and real estate, which are poised to benefit from lower interest rates. Other sectors may contribute on a rotational basis. Caution is warranted in areas facing margin pressures or global headwinds, such as FMCG and IT. Traders should remain agile and well-informed, especially in light of the macroeconomic data and persistent global uncertainties. PM Modi (File Photo) NEW DELHI: Prime Minister Narendra Modi on Saturday said initiatives undertaken during the last 11 years of his tenure have increased the prosperity of farmers and ensured an overall transformation of the farm sector, and promised that his govt's efforts towards farmer welfare will continue with "greater vigour" in the times to come. Ahead of 11th anniversary of his govt on June 9, the day he took oath for a third consecutive term in office last year, the Prime Minister posted on X a thread of a citizen engagement platform (MyGovIndia) that underlined how the farmers from being trapped in debt and uncertainty are now empowered with dignity, direct income support, better prices, modern infrastructure, and access to global markets through a massive 112% jump in agricultural export (from Rs 1.94 lakh crore in 2013-14 to Rs 4.12 lakh crore in 2023-24). Emphasising how his govt worked to boost "dignity and prosperity" of farmers, Modi in his post said the farmers had to earlier depend on loans even to meet their basic needs but their lives have now become easier due to several decisions taken by the Centre. "We have taken several important decisions to ensure farmer welfare, whether it's PM-Kisan (income support scheme) or crop insurance scheme. Due to continuous increase in Minimum Support Price (MSP), the country's food producers are not only receiving fair prices for their crops but are also experiencing a rise in their income," Modi posted on X, reflecting on the last 11 years. The PM highlighted that govt has paid close attention to key aspects such as soil health and irrigation, which have been greatly beneficial, and urged people to read the thread, posted by the citizen engagement platform of the govt on empowering farmers and uplifting the country's farmers. The platform also shared basic details of almost all the initiatives taken by the Modi govt in the last 11 years for farmers and the farm sector. It noted that the crop insurance scheme helped insure over 23 crore farmers and disbursed claims of Rs 1.75 lakh crore, securing incomes and reducing risk. It also said the agricultural credit shot up from Rs 7.3 lakh crore in 2013-14 to Rs 27.5 lakh crore this year, making access to affordable finance a reality for every small farmer. It also highlighted infrastructural development of the farm sector in 11 years, and shared how initiatives helped in substantially increasing foodgrain production.

1 2 3 Jamshedpur: Officials in South Eastern Railways and the Chakradharpur railway division are trying to fast-track the process of selecting an agency to carry out the redevelopment of Tatanagar railway station. "Technical evaluation of the documents is presently being done, and subsequently, financial evaluation will be done ahead of the finalisation of the agency," Aditya Chaudhary, public relations officer of Chakradharpur railway division, said. Ten agencies participated in the tendering process and submitted their documents, Chaudhary said. Prime Minister Narendra Modi laid the foundation stone for the project in February last year and the railways has sanctioned Rs 348 crore for the project. Notably, the 110-year-old Tatanagar station handles 100-plus trains daily, and it is the only A1 category station in the division. Senior officials at the division said the rebuilding work will begin in five months. The redevelopment plan involves adding new platforms, constructing a new model building, and removing encroachments from a wide area in the vicinity of the platform. The station will have a multiplex, centralised airconditioning with a 2,000-plus passenger sitting capacity, and a VIP lounge. Spread across 200 acres of land, the proposed model station will have a variety of commercial and entertainment facilities over 79 acres. while the remaining area will be used for core railway infrastructure, officials said. The new station complex will have a network of 130 advanced CCTV cameras in platforms, parking lots, entry and exit gates. Besides Tatanagar, Ranchi and Hatia railway stations are being developed under the station redevelopment scheme.
