Millions warned over push to reduce suburban speed limits to 30km/h

Speed limits could be slashed to just 30 kilometres an hour in areas commonly visited by children before being more broadly rolled out to a majority of suburban streets, under a new proposition aimed at increasing safety for both drivers and pedestrians for millions of Aussies.
Infrastructure Victoria — the independent advisory body that provides advice and guidance on infrastructure planning, strategy, and investment in the state — will on Tuesday hand down its 50 priorities for the government to meet housing, transport and health needs for its rising population.
Among them, it has suggested speed limits in areas frequently attended by kids should be reduced to 30 km/h, citing the fact that seven children die on Victorian roads each year, in addition to the approximately 300 that are seriously injured — mostly on local streets with 50km/h speed limits.
Infrastructure Victoria chief executive Dr Jonathan Spear cited the fact that a pedestrian struck by a car traveling at 50km/h has an 85 per cent chance of dying. However, at 30km/h, the risk drops to 10 per cent, he said.
Under the proposal, the reduction would first take place at school zones before being more widely rolled out, also turning suburban streets into 30km/h zones.
It's a push that road safety experts have also called for in many other parts of the country, particularly on regional roads where default limits remain comparatively, significantly higher than in other parts of the world. In many local government areas around Australia, including in Victoria, councils have already adopted reduced speed limits to protect residents.
In Melbourne, the City of Yarra, for example, rolled out a trial of 30km/h zones across local streets — excluding major arterial roads — in Fitzroy and Collingwood last year. Local government areas in other major cities including Sydney, Adelaide and the Gold Coast have also introduced similar limits, with more dabbling in the idea or actively in consultation phases.
Dr Spear argued that reducing speeds from 50 to 30km/h on local streets has a minimal impact on travel time but can "significantly" reduce fatalities and serious injuries.
According to Transport Accident Commission data, 48 pedestrians and 12 cyclists lost their lives in road accidents in the state last year.
Older Victorians face a higher risk of fatal traffic accidents — a statistic mirrored around the country — while road trauma remains a leading cause of death for children aged 1 to 14.
Infrastructure Victoria's draft strategy states that work on 43 recommendations should commence within five years. It also outlines seven longer-term "future options".

Infrastructure Victoria recommended the government collaborate with councils to implement the change on all streets with speed limits of 50km/h or lower. It called for a start first in areas near schools, playgrounds, childcare centres, and kindergartens, which Spear said are often close to residential areas.
Infrastructure Victoria estimated the cost of reducing speed limits would be between $35 and $45 million. This would involve installing new signage, while the government could further enhance the benefits by improving footpaths and adding crossings, the advisory body suggested.

Dr Lauren Pearson, from the Sustainable Mobility and Safety Research Group at Melbourne's Monash University has already backed the push, dubbing it "the most cost-effective interventions we can use to enhance the safety and liveability of local streets".
She pointed to cities overseas that had big success by doing the same thing.
"We have seen the effect of these speed zones in places such as Wales, Canada, Scotland, Colombia and across Europe," she said.
"In Toronto, Canada, there was a 67 per cent reduction in serious injuries following implementation of 30 km/h speed zones. Similarly in London, fatal and serious injuries dropped by 46 per cent in areas with 30 km/h speeds, with a further 8 per cent reduction in adjacent areas.
"Yet, here in Australia, we're well behind."
Governments are facing mounting pressure to take bold action to reduce road fatalities in Australia, as new data reveals the death toll has been rising in recent years at a pace not seen since 1966.
Research conducted by the the federal Bureau of Infrastructure and Transport Research Economics (BITRE) showed 1,300 people died on Australian roads in 2024 — up from 1,258 in 2023.
It's reflective of a four-year period of surging deaths our roads, which has not occurred since before seatbelts were made mandatory in the '60s. A total of 359 people died in the three months to the end of December last year.
This grim statistic made 2024 the deadliest year on Australian roads since 2012, which also recorded 1,300 fatalities. The data further revealed that last year's road toll was 18.5 per cent higher than in 2021, the year a 10-year plan to halve road deaths was launched.

The Dutch driver now has 11 penalty points over a rolling 12-month period, and if he reaches 12 he'll cop an automatic race ban. If he can avoid any penalties at the Canadian and Austrian Grands Prix this month, he'll manage to dodge a ban. But with the defending world champion just one point from missing a race, Red Bull bosses will be weighing up who gets a drive if Verstappen is rubbed out. Isack Hadjar has impressed for Red Bull's junior team 'Racing Bulls' this season, and would seemingly be the first cab off the rank to replace Verstappen. New Zealander Liam Lawson is also in the team stable with Racing Bulls, but had a disastrous two-race stint with Red Bull at the start of the season. Ayumu Iwasa and Arvid Lindblad are both in the Red Bull young drivers' pool, but Christian Horner and the team hierarchy might be keen for someone with a bit more experience. If you drive for work, there's a $4,400 tax deduction up for grabs that could boost your tax refund by thousands of dollars — without even keeping a log book, but most Aussies don't take full advantage of it. Some don't know they're even eligible, and others try to claim but get it all wrong. With tax time around the corner, this can be an easy win. So here we've covered what this deduction is, who qualifies, how you can take advantage and stay on the right side of the ATO. The first way is with the 'log book' method, where you track all of your trips for a 12 week period, and from there you can calculate the 'percentage of use' for work purposes. Once you have your work percentage of use, you then track your actual motor vehicle expenses, and can claim a tax deduction for the work related percentage of all of those costs. This method is fairly comprehensive, and can result in some serious tax deductions. But it's also a bit more involved and takes more time and work. The other method that results in the deduction of up to $4,400 is the 'fixed rate' method. Under this method of deductions, you don't need to keep a log book in the same way — instead you're able to claim a fixed deduction of 88 cents for each kilometre travelled for work purposes, up to a maximum of 5,000 kilometres each year. Under the fixed rate method, you're essentially bundling up all of your motor vehicle costs and claiming a simple set deduction based on the kilometres you travel for work purposes. Under this method, you don't need to keep a full log book — but you do need to be able to back up your claim if the ATO asks questions. This means you'll need evidence of the work related trips you've taken, and the dates and purpose so you can back up your claim. Both methods can be powerful when they're used the right way, but it's worth noting you can't switch back and forth within the year. You need to choose one method and stick to it — and given the size of the deductions on offer, you'll want to use the right method available for you. To claim these deductions in line with the ATO's rules, you need to be travelling for work purposes. Unfortunately your travel from home to your office doesn't count as deductible work related travel, no matter how painful your morning commute might feel. Dedicated work travel includes things like: driving from your office to visit clients or between job sites, transporting tools or equipment that are essential for your job, or travel for training, meetings, or conferences away from your usual place of work. If you're working in a role that requires you to be on the road regularly like a sales rep, tradie, or project manager, there could be some serious deductions up for grabs. If you're in a more office based role but you occasionally need to take work related trips you may still qualify, but you need a clear work related link. Around 3.5 million Aussies claim vehicle related deductions, so each year the ATO keeps a close eye on these claims. You want to make sure you get your claim right so you don't end up in trouble. These are the most common mistakes that trip people up when it comes to work related vehicle deductions: Claiming your commute — driving from home to work is explicitly considered private travel by the ATO and isn't deductible, unless you're transporting tools that are essential for your work Guessing your kilometres — to back up your claim, you need reasonable evidence, not just a number you plucked out of the air Double dipping on claims — if your work is also reimbursing you for travel, you can't personally claim them too No logbook using the percentage method — if you're using this method, you need to have records that have been refreshed in the last five years If you use your car for work the motor vehicle deductions can give you a solid boost at tax time, but only if you use it the right way. This means keeping solid records to back up your claim. There are a few different tech solutions that can help here, but ultimately you just need to find a way that works for you. Take the time to understand the difference between the fixed rate and log book methods, and choose the right one for you. Making an assumption around which is best could cost you a packet, so run the numbers or tag in your accountant and you could end up with thousands more in your pocket. Deductions are good but you don't want to end up in trouble with the ATO, so take the time to understand what you can claim and what you can't, and don't push the limits at tax time. The ATO looks closely at this area of returns, so make sure you refresh your records each year and only claim in line with your current activity. The tax system favours people who know how to use the rules to their advantage, so make sure this is you. If you're driving for work and you're not claiming the deductions, you're leaving money on the table. And if you are claiming but you're not doing it the right way, you're risking an audit. This trend has started in Australia, and we fear if it hasn't already spread to the US, as well as other countries, it will soon Victoria, where many of the thefts are happening in Australia, car theft overall is at a record high. Data recently released for 2024 show a marked increase over the number of vehicles stolen in 2023. According to Aussie car site CarExpert, the rest of the country is seeing a very similar trend. The site notes that out of the six most stolen vehicles in Victoria, four are Toyotas. This is similar to the trend we've seen with Kia/Hyundai and Dodge/Jeep/Ram thefts here in the US and Canada. What's crazy is the device allowing thieves to swipe Toyotas with ease is available to purchase for around $500. CarExpert says it's readily available online, too. It's apparently able to do what expensive locksmith tools do, plus it requires little skill on the part of the thief. The key is Chinese vendors are selling these devices on the cheap and to literally anyone, putting them in the hands of criminals. It used to be only locksmiths had such things at their disposal and they had to invest thousands to have them. If your Toyota or Lexus has a push button ignition, it's vulnerable to attacks from this cheap device. A thief can use it to unlock the doors, then start the engine in a matter of minutes. Just like with Kia and Hyundai theft, not all of the Toyotas are stolen because they're valuable. Instead, the vehicles blend in easily, meaning law enforcement don't get suspicious of them. Then they're used for other crimes, like stealing other cars, breaking into businesses, dealing drugs, etc. Sometimes they are sold with fake plates, VINs, etc. either to other criminals on the cheap or to unsuspecting, innocent shoppers. Either way, it's easy money that helps finance organized crime. That's the thing with car theft: it fuels more crime in general. If you own a Toyota and are concerned about this happening to you, there are different aftermarket systems which will render this method of stealing your vehicle useless.
