
NCAP will remain amid postponement of EDSA rebuild —DOTr
The No Contact Apprehension Policy (NCAP) will remain amid the postponement of the EDSA rehabilitation, Transportation Secretary Vince Dizon said Monday.
'I think so, I think so. I think NCAP will stay because NCAP is not just about EDSA. It's about enforcing— a more efficient way of enforcing our traffic rules,' Dizon said in a press briefing.
Over the weekend, President Ferdinand 'Bongbong' Marcos Jr. announced the postponement of the rehabilitation, which was supposed to begin on June 13.
Marcos said the project needs to be studied for one month to know if there are new technologies that can be used to hasten the rehabilitation of the 23.8-kilometer road.
'I want to do this faster, 'yun ang sinabi po ng pangulo. Gusto niyang mas mabilis. Ang sabi nga niya kung kayang anim na buwan lang,' Dizon said.
(The president said he wants to do this faster. He even said, if it can be done in just six months.)
The Department of Transportation previously said heavy traffic is expected once the EDSA rehabilitation begins. It was expected to last until 2027.
'I think this shows the President's resolve in not only rebuilding EDSA but in making sure that the inconvenience to the motoring public and to the commuters is minimized using the most advanced technology that is out there,' Dizon added.
NCAP was resumed after the Supreme Court partially lifted the temporary restraining order against the policy, allowing only the MMDA to implement it. —AOL, GMA Integrated News

DICT says it does not actively monitor online red-tagging
Gabriela Rep. Arlene Brosas questions DICT Sec. Henry Aguda on online red-tagging, which he said the department does not monitor, on June 5, 2025. The Department of Information and Communications Technology (DICT) does not actively monitor online red-tagging, a practice of vilifying and deploying guilt by association by labeling critics of the government, including opposition lawmakers, as communist rebels, if not terrorists. DICT Secretary Henry Aguda said the Cybercrime Investigation and Coordinating Center (CICC), which is under DICT, has yet to establish any guidelines in place to identify red-tagging posts and threats. 'The CICC has a threat monitoring center, but right now, we don't have a strict monitoring on that one [red-tagging],' Aguda said during the House TriCom probe into the proliferation of false information online. 'If we're given guidelines and monitoring, we will include it in the threat monitoring center. And if it's mandated by Congress to act on it, we will act on it immediately po,' he added. Gabriela Party-List Representative Arlene Brosas then said that red-tagging is also a form of peddling false and harmful information, as a Supreme Court decision already defines red-tagging as a threat to life and liberty in 'the act of labeling individuals or organizations as subversives or terrorists, regardless of their actual political beliefs and affiliations.' Likewise, Brosas said the same Supreme Court ruling also states that red-tagging 'is a type of harassment that has pernicious effects on its targets.' 'Supreme Court Associate Justice Rodil Zalameda defines red tagging, vilification, labeling, and guilt by associatio as acts that threaten a person's constitutional right to life, liberty, and security, which may justify the issuance of a rate of amparo [protection]. It means, it is really a form of disinformation and human rights violations that we need to address and taken seriously,' she said. Aguda then said that CICC's priority is monitoring illegal gambling, financial scams, where there are clear guidelines on which posts need to be taken down. 'We don't have any guidelines yet on red tagging, so it's hard for us to monitor all the news except for ones wherein the posts gets flagged [by others] or because there is a certain violation, then we coordinate with the [social media] platform immediately,' Aguda said. — BM, GMA Integrated News

Comelec to proclaim BH party-list next week
The Commission on Elections (Comelec) is set to proclaim Bagong Henerasyon (BH) party-list next week following the junking of the petition for disqualification filed against the group and its nominees. This developed after the poll body en banc issued a certificate of finality and entry of judgment on the disqualification case Thursday, saying it did not receive a restraining order on its decision that upheld the dismissal of the petition. ''Yun ay order certifying na final na ang decision ng en banc at ang tinatawag na entry of judgment. Ibig sabihin, wala kaming nakuha na restraining order mula sa Kataastaasang Hukuman,' poll chief George Erwin Garcia told reporters. (We issued that order certifying the en banc decision and entry of judgment is now final. This is because we did not receive any restraining order from the Supreme Court.) 'Hindi kami informed kung may finile na kaso and at this point, ang decision ng en banc ay executory. Asahan po ng lahat na we will be proclaiming BH any moment from now at kinakailangan na maibigay namin sa kanila ang tinatawag na of certificate of proclamation,' he said. According to Comelec Resolution No. 9523 in relation to Section 13(b), Rule 18 and Section 3, Rule 37 of the 1993 Comelec Rules of Procedures, a decision or a resolution of the Comelec en Banc on special actions will be final and executory after five days upon the receipt of the said decision and resolution except if the Supreme Court (SC) issues a temporary restraining order or preliminary injunction. The Comelec en banc last week rejected a motion for reconsideration filed by petitioner Russel Stanley Geronimo and affirmed a May 22 decision of the Comelec First Division that rejected the disqualification case due to a procedural defect. Garcia said the partylist may be proclaimed at the Comelec office in Intramuros, Manila next week. Senate dismissal of Sara impeachment without trial unconstitutional — Monsod
The Senate cannot legally dismiss the impeachment case against Vice President Sara Duterte without a trial, one of the framers of the 1987 Constitution said Thursday. Interviewed on Dobol B TV, constitutionalist Atty. Christian Monson said dismissing the Duterte impeachment would violate the Charter. "Hindi (No). That's because under the Constitution, it is the duty of the Senate to hear the case. So that's not hearing the case when you entertain a motion to dismiss," Monsoda said. Senator Ronald "Bato" dela Rosa on Wednesday said he and other senators are working on their drafts of a Senate resolution seeking to dismiss the impeachment case against Duterte. Asked if senators can make a vote on such a resolution, Monsod said, "In other words, the majority of the Senate can stop the impeachment proceedings—Hindi puwede 'yun (This is not allowed) because they have a duty to conduct the hearing under the Constitution. They are violating the Constitution." 20th Congress Last Monday, Senator Francis Tolentino said the impeachment case against Duterte would be considered "functionally dismissed" if the Senate impeachment court is unable to finish the trial before June 30, which is the end of the 19th Congress. Senate President Francis "Chiz" Escudero on Wednesday said the senators will vote if Duterte's impeachment trial is already considered dead by that time or will be carried over to the 20th Congress. However, Monsod said Duterte's impeachment case can continue in the 20th Congress because the Senate is a continuing body. "Wala namang issue 'yun, continuing body naman 'yung Senate (That is not an issue. The Senate is a continuing body). What technicality are they talking about?" Monsod said. "If they want technicality, you know, on the noon of June 30 when the outgoing senators leave, at that exact moment, the incoming 12 assume office. The House of Representatives impeached Duterte on February 5, with over 200 lawmakers endorsing the complaint against her. On the same day, the impeachment complaint, which constitutes the Articles of Impeachment, was transmitted to the Senate. The upper chamber, however, adjourned without addressing the case. On February 25, Escudero said the processes related to Duterte's impeachment trial would start on June 2. Last week, however, Escudero said the presentation of the Articles of Impeachment before the Senate was moved to June 11 to prioritize the passage of the items in the administration's legislative agenda before the end of 19th Congress. Redress with Supreme Court Monsod warned that concerned parties would seek redress with the Supreme Court should senators commit abuse of discretion. "If there is really, on the part of the senators, abuse of discretion, then we'll go to the Supreme Court," Monsod said. "Kapag hininto nila o dinismiss nila 'yun, may abuse of discretion 'yun. "When they act as a judge, the source of legitimacy is independence. If they're incapable of independent thinking, I think they should withdraw and say we're not participating," he added. Duterte is accused of betrayal of public trust, culpable violation of the constitution, graft and corruption, and other high crimes.
