AI tool put to test sifting public views on botox and fillers

An artificial intelligence (AI) tool has been used to sort through comments about botox and lip fillers, that were submitted as part of a public consultation, in what officials said was the first use of this kind in the UK.
Officials set the tool to work sifting responses to a Scottish government consultation on regulating non-surgical cosmetic procedures.
They found it came up with 'nearly identical' results, when compared to humans set the same task.
It is hoped the tool, dubbed 'Consult', will spare civil servants from similar time-consuming tasks in future, and save taxpayers an estimated £20m.
Consult is one of a planned set of government AI-powered tools that have collectively been dubbed 'Humphrey' after the wily senior civil servant, Sir Humphrey Appleby, from the classic 1980s sitcom Yes, Minister. The series often took aim at excessive bureaucracy in government.
In this trial the AI tool examined 2,000 submissions. But public consultations, which gather the views of UK citizens on issues under consideration by ministers, can generate tens of thousands of responses.
It was able to identify themes amongst the responses, and counted and catalogued answers accordingly – with human experts checking its work at both stages.
Consult's findings were then examined to see how they compared to a team of human experts working in parallel.
Technology secretary Peter Kyle said the initial success of the trial meant that Consult would be used across government 'very soon'.
'After demonstrating such promising results, Humphrey will help us cut the costs of governing and make it easier to collect and comprehensively review what experts and the public are telling us on a range of crucial issues,' he wrote.
The government hopes £45bn can be saved by wider public sector use of AI technology. 'Humans in the loop'
The government says that Consult is currently still in its trial stage and more evaluation will take place before any final decision to roll it out more widely.
There would always be 'humans in the loop' checking Consult's work, the government added.
Officials have also sought to address some of the persistent concerns about AI systems.
One is that they sometimes invent information – a failing known as 'hallucinating'.
Because the AI was only being asked to carry out a relatively limited task, officials said hallucination would not be a major problem.
Such AI tools, built using what are known as 'large language models' have also displayed bias, as they adsorb the prejudices inherent in the human-generated data on which they are trained.
But experts who worked with Consult had found it reduced bias overall, the government said, by removing opportunities for individual human analysts to 'project their own preconceived ideas'.
Consult has also been tested to check it can handle language containing spelling mistakes and other errors.
However, for now it only works in English, and responses in other languages spoken within the UK such as Welsh would need to be translated into English first.

Column: Germany's chancellor departs Washington a victor

Today's nonstop, 24/7 electronic media environment places a premium on mayhem, turmoil, and destructive and tragic events. Consequently, important positive developments are often easily overlooked. This is the ironic price of pervasive news media that are more decentralized and unregulated than in the 20th century, when network radio and television, plus established prestige newspapers and national magazines dominated news dissemination. As one current example, the extremely positive and productive — and calm — visit of Germany's new Chancellor Friedrich Merz with President Donald Trump has received relatively little media emphasis. This is especially unfortunate given the myriad challenges facing Europe and Atlantic area relations today, and the now-established important role of united Germany as a stabilizing force. Chancellor Merz, who is fluent in English, skillfully kept the conversation with President Trump focused on areas of agreement. Perhaps the most important of these is the sustained emphasis by Trump, Vice President J.D. Vance and others on European nations doing more for their own defense. Once passions related to personalities involved are removed from the discussion, their point of view clearly makes sense. With the Cold War now long over, nations in Europe and, for that matter, elsewhere should be seeking more self-sufficiency, not dependence. The most effective and productive security alliances have been those among partners who recognize and develop shared interests, not dominance by one nation over others. The latter approach characterized the expansionist totalitarian dictatorships that dominated much of the 20th century, and so far in this century continue to fade. Russia's borders with nations of Europe are primarily a European responsibility. The United States should be involved and supportive, but dominating negotiations encourages Europeans to avoid difficult regional leadership and spend time on their preferred, relatively easy tasks of building Euro-bureaucracy and talking among themselves. Today, while the Soviet Union is mercifully long gone, Russia's Vladimir Putin is striving to recreate the borders of that failed state, notably in the 2022 invasion of Ukraine and the ongoing brutal, costly war. The Cold War was rooted in different conceptions of society and relations among nations. Soviet leaders 'are not like … us,' wrote American diplomat George Kennan in his book, 'Realities of American Foreign Policy,' first published in 1954. Kennan, an expert on Germany and Russia, was among the most perceptive of American analysts of international relations, an always ardent student and writer. The containment policy he defined guided United States policies toward the Soviet Union throughout the Cold War, and has applicability today. He focused on prudent realist diplomacy, which assumes conflict among national interests is inevitable. He emphasized that Soviet and U.S. leaders vary markedly in experiences and fundamental worldview. The essentially unproductive Communist system, if restrained, would eventually collapse. In 1979, Princeton University Press published one of Kennan's most challenging books, 'The Decline of Bismarck's European Order.' After unifying Germany, Otto von Bismarck provided effective diplomatic leadership to continental Europe through managing complex alliances. His removal from office, and the mediocre leadership that followed, facilitated World War I. That history applies today. The European Union (EU) facilitates economic cooperation, and Germany is the natural regional leader. Chancellor Angela Merkel led Germany from 2005 to 2021, encouraging EU financial discipline. Chancellor Merz, from her Christian Democratic/Christian Social Union, and his predecessor Chancellor Olaf Scholz of the Social Democratic Party, follow her moderate path. The far-right Alternative for Germany is growing in support. Sensible U.S. leadership can help preserve Germany's moderate path.

Stunning photos show the rare strawberry full moon lighting up the sky

The full strawberry moon rises behind the Empire State Building in New York City on Tuesday, as seen from Weehawken, N.J. () June's one full moon — the so-called strawberry moon — dazzled the night sky Tuesday into Wednesday. Photos show the low-hanging reddish moon low in the sky in places including New York City, Greece, Germany, Malta, China and Britain. Last night's moon reached its lowest point in the sky in nearly two decades — and the lowest it'll be until 2043, due to what's called a 'major lunar standstill.' The phenomenon, which occurs every 18.6 years, happens when the moon reaches its furthest northern and southern points in the sky. The last major lunar standstill was in 2006. Advertisement The term 'strawberry moon' came from the Native American Algonquian tribes because this moon takes place during the time of year when strawberries are ripe and ready for harvest. Despite the moon having a reddish hue while it nears the horizon, the moon's nickname isn't a specific reference to its color. 'The origin of the name 'Strawberry Moon' has nothing to do with the Moon's hue or experience,' according to the Old Farmer's Almanac. 'A Moon usually appears reddish when it's close to the horizon because the light rays must pass through the densest layers of the atmosphere.' The nickname given to June's full moon varies based on tribes. The Haida people, an Indigenous group in the Pacific Northwest, refer to it as the 'berries ripen moon,' while the Muscogee call it the 'blackberry moon' and the Shawnee tribe know it as the 'raspberry moon."
