Mumbai,May 30 (UNI) A meeting of Mumbai Suburban District Planning Committee was held under the chairmanship of Guardian Minister and Minister of Information, Technology and Cultural Affairs Adv. Ashish Shelar on Friday.
In this meeting, detailed discussions were held on the implementation of schemes for 2024-25, analysis of expenditure and planning of new schemes for 2025-26.
Out of the Rs 1088.77 crore available for approved works in the last financial year, 99.8 percent i.e. Rs 1086.75 crore was distributed to various agencies.
On this occasion, information was given on the proposed schemes worth Rs 1144.02 crores for 2025-26. This includes Rs 1066 crores for the General Scheme, Rs 71 crores for the Scheduled Caste Sub-Scheme, and Rs 7.02 crores for schemes outside the Tribal Sub-Scheme area.
The new proposals specifically include slum upgrading, strengthening of the police system, women and child welfare, and non-conventional energy initiatives. UNI VKB SSP

THE ANTI-CORRUPTION Branch (ACB) of Delhi government on Tuesday issued summonses to former AAP ministers Manish Sisodia and Satyendar Jain over alleged corruption to the tune of Rs 2,000 crore in the construction of classrooms in government schools when their party was in power. While Jain has been summoned to the ACB office on June 6, Sisodia has been asked to appear on June 9. On April 30, the ACB had registered an FIR against the two AAP leaders in connection with alleged corruption in the construction of 12,748 classrooms or semi-permanent structures during the previous AAP government's tenure. While Sisodia held the finance and education portfolios in the AAP government, Jain was the minister of health, industries, power, home, urban development, and PWD. Following the summonses, AAP said in a statement, 'This is not a scam by any stretch — it's a calculated political ploy by the BJP. They are weaponizing institutions to attack AAP leaders and create a false narrative… When Aam Aadmi Party held power in Delhi, the BJP systematically defanged the ACB to strip it of any real authority. Today, they are using the same weakened institution as a tool to target AAP leaders and further their own agenda.' Joint Commissioner of Police Madhur Verma, who heads the ACB, had earlier confirmed the registration of the FIR. 'The Chief Technical Examiner's report of the Central Vigilance Commission (CVC) pointed out several anomalies in the project, and the report was kept under the carpet for about three years. The case was registered after permission under section 17-A Prevention of Corruption Act was received from the competent authority,' he said. In 2019, BJP leaders Kapil Mishra, Harish Khurana and Neelkant Bakshi had filed a complaint alleging financial irregularities in the construction of classrooms in government schools in three zones. According to the complaint, the construction cost per room came out to approximately Rs 24.86 lakh, exponentially higher than the roughly Rs 5 lakh it takes for similar constructions in Delhi. They also alleged that the project was awarded to 34 contractors, most of whom were associated with the AAP. According to ACB officials, 12,748 semi-permanent structures were supposed to be built at a cost of Rs 1,200 per sqft but the cost shot up to around Rs 2,292 per sqft during construction. This cost escalation, which BJP leaders allege was a result of corruption, is now being probed by the ACB. Earlier, the CVC's report in 2020 said there were violations of government financial rules, CPWD manuals, and tendering processes. These include awarding contracts to firms allegedly associated with the ruling party without proper bidding, escalating project costs by 17% to 90% without inviting fresh tenders, engaging private consultants without following due procedure and duplication of work, execution of work without demand from schools, and mismanagement of timelines and funds, the report said. Sisodia and Jain were arrested by the CBI and ED in unrelated cases in the past and are currently out on bail. After 18 years, SC closes petitions on Human Rights Violations by Salwa Judum in Chhattisgarh

New Delhi, June 3 (UNI) Bringing closure to a long-running legal battle, the Supreme Court has disposed of all pending petitions filed by sociologist Nandini Sundar and others concerning alleged human rights violations committed by Salwa Judum activists and security forces in Chhattisgarh. These matters had remained before the apex court for nearly 18 years. The case traces back to the Chhattisgarh government's controversial deployment of local tribal youth as Special Police Officers (SPOs) to combat Maoist/Naxalite insurgency. The SPOs, often associated with groups like the 'Koya Commandos' and Salwa Judum, were accused of committing serious rights violations in the course of anti-insurgency operations. In a landmark 2011 ruling, the Supreme Court had directed the State of Chhattisgarh to disband and disarm all SPOs, noting grave concerns over state-sponsored vigilantism. Despite that judgment, two writ petitions and one contempt petition remained pending until recently. A bench comprising Justices B.V. Nagarathna and Satish Chandra Sharma disposed of the cases, holding that the writ petitions were closed on the ground that the reliefs sought had already been addressed through the 2011 judgment. The contempt petition, which challenged the Chhattisgarh Auxiliary Armed Police Force Act, 2011, was found to be outside the scope of contempt jurisdiction, as it effectively sought new writs in the guise of contempt, the court ruled. The bench clarified that the enactment of a law cannot be considered contempt of court merely because it follows a judicial order. 'The promulgation simpliciter of an enactment is only an expression of the legislative function and cannot be said to be an act in contempt of a Court unless it is first established that the statute so enacted is bad in law constitutionally or otherwise,' the Court held. Emphasising the separation of powers, the bench reiterated that any law passed by Parliament or a State legislature must be challenged solely on grounds of legislative competence or constitutional validity, not as contempt of court. The Court underlined, 'A legislature has the power to enact or amend a law, even to remove the basis of a judicial judgment, as long as it operates within the constitutional framework.' It also noted that Courts do not have the authority to treat the exercise of legislative power as contempt, simply for enacting or amending laws. Importantly, the bench observed that restoring peace and ensuring rehabilitation in Chhattisgarh remains the constitutional responsibility of both the State and the Union, citing Article 315 of the Constitution. 'It is the duty of the State of Chhattisgarh as well as the Union of India to take adequate steps for bringing about peace and rehabilitation to the residents of Chhattisgarh who have been affected by the violence from whatever quarter it may have arisen,' the Court said. Bengaluru: What most residents of Varthur area want is a mass transit solution, but Karnataka Road Development Corporation Ltd (KRDCL) is moving forward with the construction of a flyover. Locals say Metro connectivity suits the area's growing population more than a flyover. At present, KRDCL has taken up road-widening work on the SH-35 (state highway) from Varthur to Gunjur, covering 1.9km. The road will be expanded from 30 metres to 100 metres in width. Alongside this, the corporation has proposed building a flyover from Vinayaka Theatre to Varthur lake. However, residents are opposing the plan, questioning the need for a flyover over such a short stretch. While the total cost of the project is Rs 482 crore, around Rs 190 crore is being spent just on the flyover. Although the chief secretary recently visited the site and asked officials to consider Metro connectivity, residents claim that despite the matter still being under discussion, pillars for the flyover have already started coming up near Varthur lake. One of the primary concerns is the lack of community engagement. "Not a single public consultation has been held. Stakeholders, including landowners, small traders, and displaced residents, have had no voice," rued a resident. BMRCL has already proposed a feasibility study for a 68km Metro line running from Kalena Agrahara – Bannerghatta National Park – Jigani – Anekal – Attibele – Sarjapur – Varthur – Kadugodi Tree Park. The study is said to be completed. Gangadhar BM, president of Varthur Nagararika Hita Rakshana Vedike, said: "The flyover is just for a very short stretch, but so much money is being spent. A lot of people commute through this stretch to reach IT parks. The road is filled with cars because of poor public transport. If we get a Metro instead of a flyover, it will be helpful — half of the traffic and pollution will be reduced. But I don't know who is making these plans. No govt officials or engineers are listening to us, nor are they using their brains." "We are tired of writing letters, including to the chief minister, deputy chief minister, chief secretary, KRDCL, BBMP and BMRCL. We haven't received a single response. Now we can see the flyover works slowly starting, even without completing land acquisition... Such unplanned developments cannot be entertained." Susheelamma N, the new MD of KRDCL, said: "There are a lot of hurdles and complications with land acquisition here. I have visited the area and will try to get things moving. I'm not sure about the Metro proposal as we didn't get any response from BMRCL about it. If the Metro comes on this stretch, we'll write to the govt and proceed accordingly."
