Global auto industry on edge as China tightens rare earth mineral exports

Global capitals and automakers are fretting over restrictions placed by China on exports of critical minerals, leading to plant shutdowns and production delays.
On Tuesday (June 3), global automakers sounded the alarm over Beijing's restrictions on rare earth alloys, mixtures and magnets, leaving them to fend for themselves and scrambling for alternative sources, with no immediate relief in sight.
China announced these restrictions in April amid an escalating trade conflict with the US, disrupting critical supply chains central to automakers, aerospace manufacturers, semiconductor companies and military contractors.

Concerns raised by automakers
In India, Bajaj Auto recently warned that any further delay in securing rare earth magnet supply from China would cause production delays. It added that it was organising a trip for its executives to China to escalate the matter further.
On Wednesday, German carmaker BMW said that part of its supplier network was affected by the shortage in rare earths. Europe's auto supplier association CLEPA also said several production lines have been shut down due to rare earths shortages.
In May, a group representing General Motors, Hyundai, Toyota and Volkswagen, among others, wrote a letter to the Donald Trump administration of the US expressing similar concerns.
'Without reliable access to these elements and magnets, automotive suppliers will be unable to produce critical automotive components, including automatic transmissions, throttle bodies, alternators, various motors, sensors, seat belts, speakers, lights, motors, power steering, and cameras,' the Alliance for Automotive Innovation wrote in the letter.
Hildegard Mueller, head of Germany's auto lobby, was quoted by Reuters as saying that the problem needs to be solved urgently.
'If the situation is not changed quickly, production delays and even production outages can no longer be ruled out,' he warned.
Nations seeking urgent diplomatic talks
China's 'rare earth' move has left nations in shock, with many seeing no other option than to reach out to Beijing directly and secure concessions.
According to Reuters, diplomats and executives from India, Japan, and the EU have sought meetings with their Chinese counterparts to reach a solution.
'No one should be surprised'
Meanwhile, experts are saying no one should be surprised by Beijing's assertive approach with rare earth supplies.
Frank Fannon, a minerals industry consultant and former US assistant secretary of state for energy resources during Trump's first term, said, 'I don't think anyone should be surprised how this is playing out. We have a production challenge (in the US) and we need to leverage our whole of government approach to secure resources and ramp up domestic capability as soon as possible. The time horizon to do this was yesterday.'

China's dominance
The crisis highlights China's undisputed dominance in the rare earth sector, which produces 90 per cent of the global output.
China's slow pace in easing its export controls on critical minerals has drawn criticism from Trump. He claims China has breached the agreement made last month to reduce tariffs and trade restrictions.
Trump has aimed to reshape the trade relationship with China by imposing high tariffs on billions of dollars worth of imports, hoping to reduce the trade deficit and revive manufacturing jobs.
However, after imposing tariffs as high as 145 per cent, he had to reduce them due to market reactions.
In response, China has introduced its own tariffs and is using its control over key supply chains to pressure Trump. This week, Trump and Chinese President Xi Jinping are expected to discuss these issues, with the export controls likely being a major topic.

The dollar is struggling, and strategists overwhelmingly agree it's heading even lower. But with such strong consensus on a negative outlook, any positive news on the greenback could deliver an unexpected—and much harder—blow. For investors, it's a risk worth considering now. The U.S. Dollar Index, which measures the value of the dollar against a basket of foreign currencies, fell as low as 0.45% during Thursday's trading before recovering. The WSJ Dollar Index, a similar but newer index, fell to lows last seen in summer 2023 during the session, but finished at 95.21, a level that isn't particularly significant. That bodes well for Wall Street's big banks, who've been increasingly predicting a dollar rout. On Thursday, Deutsche Bank's macro strategist Tim Baker said the proposal for new levies on foreign investment adds to the firm's bearish view on the dollar. Bank of America's foreign-exchange strategist Alex Cohen referred to his team as 'core dollar bears." Morgan Stanley's Matthew Hornbach expects the dollar to slide in 2025 and some part of 2026. That's not all. JPMorgan Chase, Goldman Sachs, and Société Générale strategists are others part of this near-consensus view on the greenback. It's important to note that Wall Street isn't predicting an all-out demise for the U.S. dollar: The currency is entrenched within global financial machinery, and any significant decoupling by foreigners selling U.S. assets could take years. However, big money managers, hedge funds, and other institutions who've been holding lots of dollars by overweighting U.S. stocks or other dollar-denominated assets are rethinking exposure under a new, fast-paced regime in Washington, D.C. President Donald Trump's tariffs also imply fewer dollars in the hands of other countries as they sell less goods in the U.S. That, in turn, will reduces foreign nations' ability to buy as many U.S. assets. Also, the dollar's usual role as a safe haven and a buffer against market swings is being questioned: The greenback is not reacting to moves in the S&P 500 and other major indexes as it once did. But here's the kicker: Even with many factors pointing to further dollar weakness, its not crazy to think that the dollar could go up—and that makes the groupthink on the dollar risky. Economic data could give the dollar a much-needed boost. Initial jobless claims published on Thursday were higher than economists anticipated. However, the unemployment rate has remained rather steady at 4.2%, and inflation seems more or less in control; an improvement on the economic front can strengthen the dollar. 'While the longer-term USD outlook is still bearish, a move lower from here may require signs of cracks forming in the economic data," wrote Kit Juckes, Chief FX Strategist at Société Générale on Monday. Trump's evolving tariff policy is another wild card. Trump said he had a 'very good" phone call with Chinese President Xi Jinping on Thursday, which likely led to the dollar moderating its losses. It's unclear where negotiations between the U.S. and Europe stand, Cohen pointed out in a note listing upside risks to his bearish call. However, most harsh rhetoric between the U.S. and foreign powers has been walked back soon enough, he wrote. Goldman listed the comeback of U.S. exceptionalism talk as 'the biggest risk to our forecast for further Dollar depreciation." If Trump uses money from tariffs as fiscal support, that could eventually strengthen the dollar—and foreign investors may get drawn by even higher yields on bonds and cheaper equity valuations on stocks. 'Whether the Indus Waters Treaty is suspended or not, Simla is already over,' Asif remarked, reflecting Pakistan's frustration with India's decision to put the Indus Waters Treaty on hold. The remarks by Asif raised many questions about the validity of the 1972 agreement. The agreement between the Government of India and the Government of the Islamic Republic of Pakistan on Bilateral Relations, also known as the Simla Agreement, was signed in July 1972 between then-Indian Prime Minister Indira Gandhi and her Pakistani counterpart Zulfikar Ali Bhutto. The agreement was signed following Pakistan's comprehensive defeat in the 1971 war, which eventually led to the independence of Bangladesh. The agreement was expected to lay the foundation of a peaceful and stable relationship between the two nations. The deal emphasises resolving issues between the two in a bilateral manner, superseding the UN's resolution on Kashmir. The fact that there has been only a limited war since the agreement was signed reflects its effectiveness. India housing outlook steady, but signs of demand fatigue emerging: Poll

The outlook for India's housing market has barely budged in over a year, according to a Reuters poll of property experts who cited cooling demand from wealthy buyers with many expecting unsold luxury inventory to either rise or remain elevated. Average home prices, which have more than doubled in 11 years, are forecast to rise 6.0 per cent this year and 5.0 per cent next year, after climbing about 4.0 per cent in 2024, according to median estimates from a May 16-June 6 survey of 15 property market analysts. The poll was taken before the Reserve Bank of India surprised markets on Friday with a 50-basis-point cut in the repo rate to 5.50 per cent to support economic growth. But the 50-bps easing before the latest move has done little to lower bank lending rates, raising doubts over monetary policy's ability to revive housing demand. While the Indian economy grew 7.4 per cent last quarter, outpacing major peers thanks partly to a rebound in rural demand, urban household consumption remained weak. High youth unemployment and stagnant wages in cities, where most jobs are located, continue to weigh on overall domestic demand. That strain is now starting to show in the housing market as well, where sales have tumbled after years of being driven by cash-rich buyers snapping up prime properties across major cities. "The demand from the ultra-rich has definitely peaked. You can see that in the sales numbers. That's not to say demand is dead, there will always be some wealthy folks wanting to park their money in property. But that crazy rush post-COVID is over," said Pankaj Kapoor, managing director at real estate research firm Liases Foras. "Demand is clearly slowing and the GDP data backs that. We've got to stop making a fairytale out of the headlines - you dig a bit and the cracks are all there," he said. "I think it's time investors wake up, smell the coffee, and realise this slowdown is real and it's going to spill over into the wider housing market too." When asked about affordability for first-time home buyers over the coming year, 12 experts said it would improve, while Colliers International's Ajay Sharma, Magicbricks' Prasun Kumar and Savills' Arvind Nandan said it would worsen. CBRE's Anshuman Magazine said recent rate cuts and lower taxes announced in the last government budget "are expected to improve discretionary enhance affordability for first-time buyers in the country." Most analysts said there were signs of weakening demand in luxury housing. Asked what would happen to unsold homes for the wealthy over the next two years, six of 15 respondents said it would rise, five said stay the same and four said decline. "Supply in the luxury housing segment has grown..., however, demand has increased marginally. This gap suggests unsold inventory in the premium segment is likely to remain high," said Magicbricks' Kumar. Meanwhile, the outlook for affordable housing in India is no brighter. Seven respondents said the supply of new affordable homes would decline, four said stay the same and four said rise. There is a scarcity of new projects, squeezed by thin developer margins and weak policy support, deepening a divide where homeownership remains out of reach for many millions. That mismatch between strong demand and limited supply has pushed home prices to levels where tens of millions have no choice but to rent. Urban rental costs are set to rise even faster - by 5.0 per cent to 9.0 per cent over the coming year, the poll's median forecast showed - far outpacing the latest consumer inflation rate of 3.16 per cent.
