California serial killer may be linked to 45-year-old Oregon cold case

Police identified the victim as Larry Eugene Parks, a Vietnam veteran who went missing in 1979.

LOS ANGELES - Oregon State Police have identified a man who was found dead on the side of a highway more than four decades ago, and investigators say his death is likely connected to a serial killer who was arrested in California in the 1980s.
What we know
On July 18, 1980, Oregon State Police found a man's body on the side of Interstate 5 in Woodburn, about 30 miles south of Portland. Despite an investigation at the time, officers weren't able to figure out who the man was, until now.

Last month, thanks to help from the Orange County Sheriff's Department, Oregon investigators were able to identify the man as Larry Eugene Parks. Parks was a 30-year-old Vietnam War veteran who had lost contact with his family in 1979, and was last seen in Florida.
What they're saying
Now, officials are saying that convicted serial killer Randy Kraft, also known as the "Scorecard Killer," is the only person of interest in the investigation.
"There's some evidence that we're processing to determine that link," Oregon State Police spokesperson Kyle Kennedy told the Associated Press. "We are very confident that we have the correct person of interest."
The backstory
Kraft was arrested in May 1983 after a California Highway Patrol officer pulled him over in Orange County. When the officer approached Kraft's car, he found Kraft, along with a dead man's body in the passenger's seat.
When officers searched the trunk, they found a coded list, which they believe detailed 67 victims from California, Oregon and Michigan, police say.

In May 1989, Kraft was convicted of 16 murders and sentenced to death. Kraft, now 80, is in the California Institution for Men in Chino, according to California state inmate records.
During Kraft's trial, prosecutors used evidence from Parks' 1980 killing. That evidence stayed in Orange County until January 2024, when the OCSD reached out to Oregon police, offering to try and identify the man using a blood sample. From there, investigators were able to use DNA to find some of the man's potential relatives. They used that DNA to positively identify Parks after nearly 45 years.

Tiffany Zancha describes her 19-year-old son, Damien Zancha, as a 'free spirit' who was known for living up to the ideals of his namesake, St. Damien, the Catholic saint who ministered to outcasts and people with leprosy in Hawaii in the 1800s. 'He was a free spirit through and through,' Tiffany Zancha said about her son in a text Friday to the Belleville News-Democrat. 'If he wanted to do something — by God, he was going to do it, no matter what anyone said.' A funeral service is set for Saturday for Damien Zancha, who is the focus of an ongoing death investigation in connection with what Highland police report as 'an incident that occurred at Silver Lake' last month. Tiffany Zancha, who said her son died on May 22, said she wanted to 'hold off' on commenting on the police investigation at this time. Highland Police Chief Carole Widman has declined to release details regarding Damien Zancha's death or comment on whether anyone has been arrested. Rumors have been swirling on social media about the circumstances surrounding the teenager's death. 'Please be advised that we are aware of numerous social media posts regarding this incident,' the Highland Police Department said in a news release Thursday. 'This is an open and active investigation. Forensic analysis results in this case are still pending. No further details are being released at this time to preserve the integrity of the investigation.' He graduated from Highland High School in 2024 and loved to fish, according to his obituary. Tiffany Zancha said her son was named for St. Damien. 'From the start, Damien was always a funny, witty child that could light up any room,' she wrote. 'That child loved sports so much that his first word was 'ball.' He wanted to play any and every sport and so he did. From soccer, basketball and football to wrestling and track (and) field.' She said her son wanted to be 'included and accepted for who he was and not the picture that the world had painted of him. 'He loved his friends and family with a ferocity that all of us hope we can find in this lifetime,' she wrote. To sum up her memories of her son, Tiffany Zancha used an anglicized Gaelic phrase about someone's strong admiration for another: 'He was one of (a) kind. My macushla.' A 29-year-old Modesto man has been convicted of multiple charges including domestic violence, felony assault and child endangerment and faces up to 10 years in prison, according to the Stanislaus County District Attorney's Office. A jury found Isaiah Negrete guilty of a series of violent acts against his girlfriend, including strangling, punching and dragging her by her hair, prosecutors said in a news release. The woman suffered injuries in the assaults, which were part of an ongoing pattern of domestic abuse. When Modesto police officers attempted to arrest Negrete in October, he used his young son as a human shield to avoid being taken into custody, according to the DA's Office. Officers used nonlethal force to rescue the child and arrest Negrete. The case was prosecuted by Deputy District Attorney Vita Palazuelos. The Modesto Police Department investigated the crimes, and the DA's Victim Services Unit supported the victim throughout the case. Negrete has a long history of domestic violence, prosecutors said. He is scheduled to be sentenced July 30.
