Surging electricity and transport costs, cheap imports, and state subsidies for competitors threaten the steel producer's longer-term future.

The decision by ArcelorMittal South Africa (Amsa) to wind down its long steel business in the face of cut-price imports from China has blown a R1.1 billion hole in its balance sheet, contributing to the R5.1 billion headline loss for the 2024 financial year.
The R1.1 billion operating loss in its long steel business is nearly double the R600 million reported in 2023. Another blow to the income statement was the 209 000 tonnes in lost production due to blast furnaces being out of operation for several weeks.
Amsa's troubles were aggravated by its crippling reliance on state-owned suppliers of energy and transport. It spent R3.2 billion buying electricity from Eskom in 2024, up 14% on 2023.
Over the past decade, energy tariffs paid by Amsa have gone up 835%, while poor performance by Transnet Freight Rail resulted in lost production and sales, with rail tariffs outstripping inflation over the last three years.

'We continued to pay state-owned enterprises (SOEs) what we maintain are excessively high tariffs for rail and electricity,' says Amsa's annual report.

Amsa hit the panic button last year when the scale of imports from China began to threaten the viability of its long business. It called on government to raise tariffs on steel imports to save SA's domestic steel production, and to review its subsidisation of scrap-based steel makers that compete with it.

Impairments
The group's deteriorating cash position – aggravated by R2.7 billion in impairments in the long business over the last two years – was softened when the parent company increased its shareholder loan in Amsa to R5 billion from R3.7 billion. To further preserve cash, Amsa cut back on its capex by almost a third to R902 million.
The Industrial Development Corporation (IDC), which is heavily invested in competing scrap mills, stumped up a R1 billion short-term loan for Amsa, another R380 million loan and an additional R1.68 billion shareholders' loan with the intention of extending the life of its longs business.
Amsa has agreed to defer the winding down of its long steel mills, giving the IDC time to conduct due diligence on the best path forward for the company.
Meanwhile the International Trade Administration Commission of South Africa (Itac), which monitors SA's tariff regime, is undertaking a massive review of steel tariffs which it expects to complete by June.
Amsa will require recapitalisation and refocusing its business around the profitable flat steel markets. Despite the liquidity challenges, there is no threat to its going concern status.

'In the short term, we are doing everything we can to put our Flats business and market coke operations on a more sustainable footing,' says CEO Kobus Verster.
'It is indeed gratifying that our Longs business will continue to operate for at least a further six months.
'The global trade and tariff environment faces considerable uncertainty in the coming months, likely resulting in a new world trade order,' Verster adds.
'Current trade flows are characterised by large low-cost imports which are being addressed by almost all countries with the imposition of extraordinary measures.'
Amsa chair Bonang Mohale says a scaled-down, focused Amsa will be able to make a meaningful contribution to economic growth and redistribution. The company's troubles have been exacerbated by a prolonged period of economic stagnation.
'As much as we have struggled to remain profitable in the recent past, the South African economy has barely limped along, GDP rarely growing by more than 2% per annum [apart from the post-Covid bounce back]. At the same time, the country's population has grown at a rate approximating the paltry increases in GDP.
'In real terms, South Africans' purchasing power has gone backwards and our unemployment rates are worse even than some countries that are at war or facing serious civil strife,' says Mohale.
'In our country, poverty and inequality are only getting worse.'

Amsa's net assets are now R5 billion smaller than in 2022, and there may be further impairments to come.
The chart above shows the percentage of apparent steel consumption has fallen about a third since 2000, while imports now account for 33.6% of local consumption.
World steel production for 2024 dropped 0.9% on top of declines of 1.7% and 4% in 2023 and 2022.
With a surge in exports out of China, net realised prices fell to levels last seen in 2015.

Those at the helm of retail companies are paid handsomely due to several factors, including qualifications, experience and responsibilities. These are the people whose vision keeps customers walking through the doors despite the crushing cost of living. The lowest-paid CEO in grocery retail is Marek Masojada, CEO of Boxer, with R5.6 million, while the highest-paid is Sean Summers, CEO of Pick n Pay, with R24.9 million. How do grocery retailers pay? Those who are on the sales floors, in the stockrooms and behind the registers receive significantly less pay despite them being the people who grind through the chaos, carry out plans and turn PowerPoint strategies into tangible success. Is it truly fair that those who ensure the vision comes to life earn a fraction of what the visionary earns? The Companies Amendment Act, signed into law in July 2024, requires public and state-owned companies to disclose the earnings of their top and lowest employees. The Citizen attempted, with no success, to obtain the breakdown of how much the lowest-paid employee in each of six prominent grocery retailers in South Africa earns, as well as their positions. Lowest-paid CEO in grocery retail According to Boxer's financial results for the 53 weeks ended March 2025, its CEO, Marek Masojada, received a basic salary of R5.6 million. His total remuneration was R18.5 million. The total remuneration includes basic salary, retirement and medical contributions of R1.1 million, benefits of R300 000 and a short-term performance bonus of R11.5 million. The financial results outlined that Boxer has a total of 31 906 employees. The retailer spends nearly R3.1 billion paying these employees, representing a 19.1% increase from the R2.5 billion spent in the previous financial year. Unlike other CEOs who receive benefits, retirement contributions and medical benefits, as well as short-term performance bonuses, Summers does not receive these. However, he got a whopping R40.1 million in long-term awards. Pick n Pay said that employee costs increased by 1.1% to R6.4 billion during the period, up from R6.3 billion in the previous financial year. ALSO READ: What does the future hold for Spar? Retailer's profits nosedive R16 million for Spar CEO Spar seems to include the remuneration of executives and staff in its annual financial results, which are released towards the end of the year. However, The Citizen reached out, with no success, to the retailer to get the figures for 2025. According to the retailer's annual financial statements for the financial year 2024, released on 28 November 2024, Spar's CEO, Angelo Swartz, got paid a basic salary of R9.5 million. During the period, he received a performance-related bonus of R4.3 million, retirement funding contributions of R1.1 million, and allowances and other benefits totalling R1 million, costing the retailer R16 million in remuneration. The Citizen was unable to get the remuneration report of the group for 2025. According to the financial statement for 2024, the group's CEO, Pieter Engelbrecht, received a salary of R18 million. Apart from the salary, he received retirement and medical benefits of R500 000, benefits worth R919 000, a short-term performance bonus worth R17 million and a long-term incentive bonus worth R14.3 million, making his total cost to the company of R52 million. Image: Supplied Comrades Marathon runners and spectators could witness innovations along the route to make it a memorable, fun, and vibrant event, stated the KwaZulu-Natal Tourism and Film Authority on Friday. The economic spin-off from the Comrades Marathon Down Run, from Pietermaritzburg to Durban, on Sunday is expected to reach over R600 million for the host cities of Durban and Pietermaritzburg, said Sibusiso Gumbi, the acting Chief Executive of the KwaZulu-Natal Tourism and Film Authority, which has partnered with the Comrades Marathon Association (CMA). 'With all eyes on the race, we are hoping that it will inspire people, whether they watch it on the roadside or on their televisions, to choose KZN for their next holiday or attend one of our many sporting events that are hosted in our province,' he added. Gumbi said at least 1800 jobs were created because the CMA brings more visitors to the region than any other big international sporting event. 'We have everything a tourist could wish for: beautiful scenery, the beach, the bush, and the Berg, diverse attractions, including game reserves and safari experiences,' he said. Next Stay Close ✕ Meanwhile, CMA General Manager, Alain Dalais, said 22,677 runners have qualified for the 2025 ultra-marathon – 20% of the field are women, and organisers are expecting at least 24,000 to start the race. 'With the route going through some suburbs, there will be 47 refreshment stations and several 'fun, vibey' activation points and spectator zones to support the runners,' Dalais said. The previous record for the Down Run was 19,047 runners set in 2018. The ultra-marathon has attracted 3,063 international runners: 1,282 from the rest of Africa and 1,781 from countries outside Africa. 'We expect those international athletes to bring around another 3,000 family, loved ones, and travelling companions with them; hence, some 6,000 international visitors will be coming to the province,' Dalais said. 'The street finish in Durban is another innovation this year, with one of the biggest bonuses for the runners being that they won't need to climb stairs after finishing, as has been the case in previous years.' Hotelier Brett Tungay, board chairman of the regional branch of the Federated Hospitality Association of Southern Africa (Fedhasa) said: 'Bearing in mind the overall trajectory of the year for KZN, there is a real sense of optimism in tourism circles. The hospitality industry was expecting positive tourism figures driven by the participation of international runners and the influx of domestic visitors from various regions of the country.' The eThekwini Municipality stated that the Cleansing and Solid Waste Unit is working full force, conducting a pre-Comrade's Marathon route clean-up. Teams are picking up litter, sweeping the street, and clearing illegal dumps to ensure the route is spotless. The Msunduzi Municipality indicated that it has completed all route preparations and is ready to welcome thousands of athletes and spectators to Pietermaritzburg. The Comrades Marathon, taking place on Sunday, is expected to attract thousands of athletes and spectators to the Durban shores.
