Medical examiner says Queens baby was not mauled to death by dog

A 6-week-old baby girl found dead inside a Queens apartment earlier this week was apparently not killed by the family dog, according to the medical examiner's office.
Initial reports suggested the child may have been mauled by the family's dog, possibly a puppy described as a German shepherd or pitbull mix.
"The injuries inflicted by the dog happened after the baby was already deceased," the office said in a statement.

Police responded to the Queensbridge Houses in Long Island City, near 12th St. and 41st Ave., just before 7 a.m. Tuesday after receiving a call about an unresponsive infant.
When officers arrived, they found the baby dead at the scene.

However, on Wednesday, the Medical Examiner's Office ruled out a fatal mauling.
In a statement obtained by FOX 5 NY's Linda Schmidt, the Medical Examiner's Office said, "The cause and manner of death are pending further study and will require additional testing, but the medical examiner has been able to determine this is not a fatal dog mauling."
What we don't know
The official cause of death has not yet been released. The NYPD is continuing its investigation.
One neighbor, reacting to the early reports, said, "It's unfortunate, it's sad, and I pray for the family."

Only 40 countries guarantee full civil rights, global study finds
Only 3.5% of the world's population enjoy unrestricted civil rights and liberties, according to data from international civil society organizations published on Monday. The Atlas of Civil Society, published by the German relief organization Brot für die Welt (Bread for the World), found that 40 countries around the world respect all civil liberties, while the majority of people live with certain to severe restrictions on their rights. Brot für die Welt draws on data collected by the Civicus network of civil society organizations worldwide for its annual report covering 197 countries and territories. Over the last year, the protection of civil rights has deteriorated in nine countries, and improved in nine others, the atlas found. "Democracy and human rights are under attack worldwide in a way we have not seen for decades. The rule of law, the separation of powers and protection against state arbitrariness are under threat or no longer exist in more and more countries," said Dagmar Pruin, president of Brot für die Welt. The atlas divides countries into five categories. In the 40 countries listed in the top category as "open," the state guarantees all civil liberties. Less than half of all EU countries - 12 in total - fall into this category. They include Austria, Estonia and the Scandinavian countries. New Zealand and Jamaica are also classified as "open."

Germany to loosen rules on 'safe countries of origin' for migrants
The German government is preparing a bill to simplify the process of determining "safe countries of origin" for migrants, a move that could limit applications for asylum. The Tagesspiegel newspaper reported that Chancellor Friedrich Merz's Cabinet could approve the measure on Wednesday, allowing the government to make decisions in future on which countries are listed as safe. Currently, the categorization must be approved by the Bundesrat, the German upper house of parliament. Under German asylum law, "safe countries of origin" are seen as those without political persecution or inhuman punishment. Migrants from those countries are unlikely to see their applications for asylum approved, apart from in exceptional cases. In addition, deportations back to safe countries face fewer legal obstacles. Germany's new government has pledged to tackle irregular migration as one of its main priorities. The coalition agreement between Merz's conservative bloc and the centre-left Social Democrats set out that India, Algeria, Morocco and Tunisia should first be categorized as safe countries of origin. The label currently applies to EU member states and a short list of other countries. In Eastern Europe, Albania, Bosnia-Herzegovina, Kosovo, North Macedonia, Serbia, Georgia and Moldova are all deemed safe, along with Senegal and Ghana in western Africa.
