
Miri Health Office launches ‘War on Sugar' campaign to promote healthier food choices

MIRI (April 30): The Miri Divisional Health Office launched a 'War on Sugar Advocacy: Sugar Label Reading Campaign and Healthy Supermarket Roadshow' at Boulevard Hypermarket here today.
The campaign was held in collaboration with the Ministry of Domestic Trade and Cost of Living (KPDN) Miri Branch and Boulevard Hypermarket.
The event was officiated by Chaw Zhi Jian, special officer to Miri MP Chiew Choon Man, who represented the MP at the launch.
Also present were Miri Divisional Health Officer, Dr P Raviwharmman Packierisamy, KPDN Miri head Englebert Inggath Desmond Japar, and participants of the Ministry of Health Malaysia (MOH) Trim & Fit Programme.
According to a handout from the Miri Divisional Health Office, the campaign targets the general public and Trim & Fit participants, aiming to raise awareness on the importance of reading food and beverage labels ― especially sugar content ― and to encourage healthier choices in support of national healthy lifestyle efforts.
The Sugar Label Reading Campaign is a part of the annual Healthy Supermarket Roadshow, an initiative under the Strategic Plan to reduce Sugar Among Malaysians 2024-2030.
'This habit should be cultivated as part of a healthy lifestyle to prevent non-communicable diseases and reduce risks such as obesity, diabetes, and heart disease linked to excessive sugar intake,' the statement said.
The campaign is expected to improve awareness around sugar consumption in both home-prepared meals and commercial food and beverages. The initiative also aims to lower the prevalence of nutrition-related diseases, improve productivity, and reduce the government's healthcare burden.
The Miri Division Health Office added that it will continue collaborating with government and non-governmental agencies to ensure a more comprehensive, effective and structured approach.
Healthy promotion messages will also continue to be delivered via clinics, community outreach, and social media platforms. Miri Health Office War on Sugar

Private clinics mark up medicine prices by as much as 75pct, survey reveals
KUALA LUMPUR: Private clinics are charging substantially higher prices — ranging from 23 per cent to 75 per cent more — for common and long-term medications compared to community pharmacies. A Berita Harian survey revealed that, for instance, private clinics sell 500 milligram (mg) paracetamol tablets at approximately RM1 each, while some pharmacies offer them for as little as 25 sen per tablet. Similarly, a box of the controlled cholesterol medication atorvastatin 20mg containing 30 tablets is sold at around RM160 at clinics, compared to RM122 at pharmacies. An anti-allergy pill brand (4mg) costs RM1 per tablet at a clinic but is available at pharmacies for just 30 sen per tablet. According to Dr. Boi Saidi B Abd Razak, President of the Islamic Doctors Organisation of Malaysia (PERDIM), the significant price difference between the two premises is due to purchasing methods, where pharmacies typically buy medicines in bulk, enabling them to obtain lower prices from suppliers. He stated that, in contrast, private clinics usually purchase medicines in smaller quantities, resulting in higher prices from suppliers compared to pharmacies. "At the same time, private clinics also bear various other costs including rental, staff salaries, signage licenses, utility bills, and regular courses for medical license renewals. "The price differences between private clinics and community pharmacies are not excessively high," he told BH yesterday. As of May 1, the Health Ministry (MOH) together with the Ministry of Domestic Trade and Cost of Living (KPDN) enforced a regulation requiring private clinics to display medicine prices under the Price Control and Anti-Profiteering (Medicine Price Labeling) Order 2025. However, the MOH clarified that no fines will be issued during the three-month advocacy period. This enforcement has been opposed by general practitioners (GPs) and the Malaysian Medical Association (MMA). Dr. Boi Saidi said that PERDIM and other health NGOs object to the implementation of mandatory price displays at private clinic premises, as it overlaps with two existing acts that regulate private clinic services, causing confusion and administrative burden. "Intervention in the health sector by KPDN through the Price Control and Anti-Profiteering Act 2011 (Act 723) is also seen as unreasonable. "This is because there is no official price control on medicines in the country, and enforcement may lead to confusion and overlapping jurisdictions," he said. He also expressed concern that private clinics could face fines or imprisonment for minor technical offenses without reasonable discretion from enforcement authorities. "To date, there is no specific act regulating the governance of insurance companies, third-party administrators (TPAs), or managed care organizations (MCOs), whereas medicine pricing should fall under the clinic's jurisdiction.

Ministry should practise transparency first

Fomca, CAP and the Ministry of Domestic Trade and Cost of Living (KPDN) appear determined to single out private General Practitioners (GPs) for not displaying medicine prices, framing us as barriers to transparency and affordability in healthcare. Let's be clear. General Practitioners are not afraid of price display. We are for transparency, completely, unreservedly and unequivocally. What we reject is selective enforcement, bureaucratic overreach and the moral hypocrisy of institutions that preach transparency to others but operate in shadows. If Malaysia truly wants a transparent healthcare system, then transparency must start at the top, not be forced upon the smallest players in the ecosystem while the larger institutions remain veiled in opacity. 1. The Ministry of Health Must Lead by Example The Ministry cannot demand compliance from the private sector while it fails to walk the talk on its own operations. How many closed tenders has MOH issued in the past five years? What was the selection criteria for contractors building hospitals, maintaining government facilities, supplying pharmaceuticals, or providing IT solutions? Who are the recipients of multi-million ringgit hospital maintenance contracts? Are they awarded based on capability or connection? Why are these contracts not publicly listed, with line-by-line breakdowns of awarded sums and timelines? And what about outsourced cleaning and support services in public hospitals, often riddled with complaints, delays, and inefficiencies? How are these vendors selected? How many of these tenders were awarded through opaque processes? If MOH demands full price display from small, single-doctor clinics, then Malaysians deserve to see the cost of every MOH project, down to the last screw and toilet brush. Let's begin with full disclosure of the cost for every hospital built or upgraded in the last 10 years. Let's also make public the names of the individuals and companies involved in selecting, bidding, and approving these deals. Until then, any sermon on transparency rings hollow. 2. KPDN: Please Stick to Chicken and Eggs The Ministry of Domestic Trade and Cost of Living (KPDN) has suddenly developed an interest in regulating healthcare, flexing powers under the Price Control and Anti-Profiteering Act 2011 (Act 723). A Ministry that struggles to keep the prices of chicken and eggs stable now claims authority to barge into GP clinics and regulate drug pricing, a domain outside its technical expertise. Why isn't KPDN focusing on its core mandate? Has the price of cooking oil, rice, and petrol been resolved? Is the ministry prepared to regulate costs in private hospitals, insurance premiums and TPA charges? Or is it simply easier to pick on the low-hanging fruit, small GP clinics, who have no lobbyists or monopolies to shield them? The reality is this – GPs are not profiteers. We are the first line of defence in Malaysia's medical system. We see patients others turn away. We absorb price hikes, staff shortages and compliance costs without increasing consultation fees, which have remained unchanged for over 30 years. Yet we are portrayed as greedy villains by those who refuse to scrutinise their own systems. 3. Fomca and CAP: Side Characters in a Larger Story Fomca and CAP continue to play the role of 'concerned watchdogs' every time the issue of healthcare pricing arises. But where were they when public hospital wait times soared? Where were they when insurance companies slashed benefits and increased premiums? Where are their statements when TPAs delay payments to clinics or dictate which medications a patient can afford? Who funds these NGOs? Are their funding sources transparent? Are they truly neutral or politically motivated mouthpieces that conveniently target private GPs while remaining silent on corporate profiteering? If they are serious about healthcare transparency, let them investigate how much profit Medical Insurance companies make on an annual basis. Many of which dictate treatment protocols without ever meeting a single patient. 4. A Call for System-Wide Transparency If transparency is truly the goal, then let's have a national medical cost transparency initiative, a portal where every MOH tender, hospital construction cost, insurance claim rejection, drug markup percentage, and TPA administrative fee is logged and searchable. Only then can we begin to have an honest conversation about cost and care. Let us also not forget that the real cost inflation in healthcare is being driven by government inefficiencies, monopolistic procurement practices, and artificial barriers to competition. The recent examples involving Pharmaniaga's monopoly on drug supply and Fomema's exclusive rights to foreign worker health screenings are clear indicators that cartel-like structures exist,but not in GP clinics. 5. We Will Display Our Prices—Will You? We, the private GPs, are ready to display our prices, item by item, if necessary. But first, we want the same transparency from those who sit in ivory towers and draft policies detached from the realities of everyday medical practice. We invite MOH to publish every contract they sign. We invite KPDN to explain how it suddenly gained authority in medical regulation. And we invite Fomca and CAP to stop barking at shadows and start chasing the real beasts. Until then, we advise KPDN to focus on their chicken and egg list, and let MOH do its own housekeeping before sweeping into our clinics with more forms and fines. Leadership in transparency must begin at the top. Until then, don't lecture us GPs on trust. No summons during grace period for medicine price display, says MOH
PUTRAJAYA — The Health Ministry (MOH) does not intend to issue any fines or notices to private healthcare facilities that fail to display medicine prices during the three-month grace period. Health deputy director-general (Pharmaceutical Services) Dr Azuana Ramli said the Price Control and Anti-Profiteering (Price Labelling for Medicines) Order 2025, which came into force on May 1, would initially focus on educational aspects to ensure all stakeholders understand the new requirements. 'During these three months, there are no plans to issue any summons. This phase is focused on advocacy and monitoring how the implementation is being carried out,' she said at a briefing session on the Medicine Price Display initiative here today. Also present was Domestic Trade and Cost of Living Ministry (KPDN) Enforcement director-general Datuk Azman Adam. Under the order, all private healthcare facilities and community pharmacies must display clear price labels for medicines, either on shelves, in catalogues or in written price lists. Azuana said that during these three months, monitoring would be led by the MOH's Pharmaceutical Services Division, supported by KPDN enforcement officers. Asked whether the initiative constitutes price control, she clarified that it aims to enhance price transparency under the Price Control and Anti-Profiteering Act 2011, and not about controlling medicine prices. Meanwhile, Azman refuted claims by a private doctors' group that KPDN officers issued three-day warning notices to clinics yesterday. He explained that the enforcement team was in the area for inspections related to cooking gas and egg supplies, and happened to ask a clinic staff member about the implementation of the price display rule. 'No notices or summonses were issued,' he said. Asked about the possibility of price manipulation in response to the regulation, Azman expressed confidence in the industry's maturity.
