
To fix Delhi's water services, look at its power reform story
As Delhi braces for another scorching summer, the prospect of water shortages and harried calls for expensive water-tankers looms large. This has become an annual feature, with the summer of 2024 bringing severe water shortages and, tragically, a fatality caused by a water dispute. In contrast, Delhi's power services do not evoke the same sense of foreboding when summer arrives. In June 2024, power demand reached an all-time high of 8,656 MW, yet Delhi experienced minimal disruptions.
But this was not always the case. What is often forgotten is that Delhi's water and electricity services had similar trajectories for over 40 years, from 1957 until 2000. Initially, the Municipal Corporation of Delhi managed both services through the Delhi Water Supply and Sewage Disposal Undertaking and the Delhi Electric Supply Undertaking. In 1992, these services were transferred to the newly formed Delhi state government, with the creation of the Delhi Jal Board (DJB) in 1998 and the Delhi Vidyut Board (DVB) in 1997. They mirrored each other in not just institutional arrangements, but also their inefficiency and poor service levels.
In the late 1990s, power supply crises were a norm in Delhi. In 1997, the city faced daily power cuts of over six hours, even in the VIP areas of Lutyens' Delhi. Markets and office complexes were engulfed by the stench of genset emissions. Spurred by the acute power crisis, the growing fiscal burden of DVB's losses, and a national policy impetus for electricity reform, the Delhi Electricity Reform Ordinance was promulgated and the relevant Act passed in 2000. This introduced an independent regulator— the Delhi Electricity Regulatory Commission (DERC) — and unbundled DVB into a holding company, a transmission company, and three distribution companies (discoms) which had 51% stake with private players. The reforms went on to transform Delhi's power services over the following decades.
Meanwhile, the water sector, which was also plagued by inefficiency and poor service levels, remained devoid of any such reforms. A reform attempt around 1998 ran into political controversies and was abandoned. In recent years, a few performance improvement projects were taken up with private sector participation for distribution in select areas of Delhi, which have had mixed results. Importantly, the learnings from these projects have not been leveraged for a scaled-up intervention.
Unlike the power sector, there has also been no national policy impetus for water sector reform, since water is a state subject. National missions like JNNURM, AMRUT and Jal Jeevan Mission have mostly focused on addressing infrastructure gaps in the sector rather than systemic change. Two decades after the power reforms, a comparison of the two sectors shows a stark contrast:
Losses: Technical and commercial losses in the electricity sector fell from 55% in 2002 to 7.5% in 2021, translating into substantial savings for the government. Load shedding decreased from 4.9% in 2001 to 0.055% in 2019. In contrast, DJB's technical and commercial losses (i.e. non-revenue water) remain alarmingly high at 58%, slightly worse than 52% from fifteen years ago. There are sharp service inequities across the city, frequent instances of water contamination and supply disruptions, with continued dependence on water tankers in large parts of the city.
Institutional oversight: Power discoms operate under the Companies Act with regular audits, annual reports, and oversight by the DERC. In contrast, DJB's annual reports are sporadic, released with a lag of several years and mostly unaudited. DJB lacks robust regulatory oversight and continues to depend on outdated monitoring systems — the implementation of bulk flow meters and SCADA is still work-in-progress, decades after their adoption in other parts of the world.
Subsidy structures: Both sectors provide subsidies to small consumers. Power discoms are reimbursed for subsidies after a detailed review by DERC, ensuring accountability. In contrast, water subsidies are merged with operational losses and covered by budgetary transfers to DJB, blurring accountability for both financial sustainability and social equity. The evolution of Delhi's power and water sectors shows that while reform transformed the former, the latter has stagnated.
The success of Delhi's power sector highlights the potential of targeted institutional reforms. Lessons can also be drawn from the experience of another successful utility in the capital, namely the Delhi Metro Rail Corporation. It showcases the model of a well-run, globally recognised public utility, operating as an autonomous, professional entity under the Companies Act and governed by the Metro Railways Act 2002. It serves as another example of how with appropriate institutional frameworks and empowered management, utilities in Delhi can deliver high-quality services.
Delhi's water services require a similar institutional transformation. With increasing climate uncertainty, ensuring water security is more critical than ever before. To address emerging challenges and turn around service levels, the city needs a modern and autonomous water utility with empowered professional leadership, strong accountability systems, and requisite financial resources. Recent political shifts in the Capital offer a fresh opportunity to revisit the sector strategy for water and consider institutional reforms. Evaluating the economic and environmental costs of current inefficiencies, along with future risk assessments, could strengthen the case for reform.
Support can be provided by the national government through policy guidance and technical expertise, leveraging both domestic and international experiences. Delhi has already set a precedent for successful utility management in electricity and metro rail services; extending this legacy to water and sanitation could position the city as a leader in another critical utility service, inspiring other Indian cities to follow suit.

What's behind traffic snarls at 5 key border points in Delhi?
Daily traffic chaos along Delhi-NCR borders is more than just routine rush hour chaos — it's also fueled by toll booths and plazas run by the Municipal Corporation of Delhi (MCD). According to a recent government report, these toll points are the primary culprits behind the massive jams seen during morning and evening peak hours. Five key Delhi borders, as per the document, face daily traffic due to the MCD toll booths: Sarhaul/Rajokri border on NH-48; Delhi-Meerut Expressway; Dwarka Expressway near Bijwasan; Badarpur border (MCD plaza on NH-19/44); Urban Extension Road II (UER II) at Jharoda Kalan (near Najafgarh-Bahadurgarh Road). The issue was raised at a recent meeting between the Centre and the Delhi government on a plan to decongest the city, which includes ongoing big infrastructure projects being executed by the National Highways Authority of India (NHAI) to improve connectivity between Delhi and neighbouring cities. There are over 150 MCD toll booths, of which 13 are RFID (Radio-Frequency Identification) enabled. Over 1 lakh commercial vehicles enter Delhi daily, of which more than 50% are cabs. The civic body earns around Rs 800 crore a year from toll charges. At the meeting, officials said, the NHAI highlighted that significant traffic congestion at Delhi's borders is attributed to the MCD toll plaza operations. 'Traffic jams are witnessed due to the heavy flow of commercial vehicles at the specified locations. It has also been observed that traffic speed decreases at these [five] locations, raising the risk of collisions with high-speed vehicles approaching from behind…,' said officials. Officials also highlighted that the MCD has deployed a fee-collecting agency at these locations, causing hindrance to the free flow of traffic during peak hours. The MCD, in its response to the issues highlighted by the NHAI, said, 'Traffic snarls are taking place due to narrowing/funnelling of road just before the boundary of Airport and merging of UER-II traffic…' Officials said a possible solution to address this issue is implementing the gantry-based Multi-Lane-Free-Flow (MLFF) tolling system with FASTag integration. The MLFF system has no physical plaza. The tolling system will be mounted on gantries, which will capture vehicle information as they pass through. 'The MLFF system enables seamless, real-time toll collection using passive RFID and ANPR (Automatic Number Plate Recognition) technologies. As vehicles approach the gantry, their FASTag and license plates are automatically scanned. This allows the system to electronically deduct the appropriate toll amount from the driver's prepaid account without the need to stop or slow down,' said a senior official. Officials said that as the NHAI is the expert in the field of tolling, the MCD is planning to seek support from it. Officials from the corporation will visit and study NHAI's successful toll sites. 'Apart from this, the MCD is also planning to protect its revenue by interlinking FASTag with bank accounts, permits, insurance, etc,' said officials. In the meantime, the NHAI has asked the civic body to expedite the process of setting up the MLFF tolling systems at the five border areas. 'The Indian Highways Management Company Limited (IHMCL) may be contacted for providing necessary support to MCD for fastag/tolling integration,' read the document. The meeting also discussed other issues, including a request from the NHAI to the MCD to deposit toll tax collections that were due after March 22, 2020. According to the document, an MoU was signed on July 12, 2019, between NHAI and the erstwhile South Delhi Municipal Corporation for collecting toll at the Badarpur Elevated Fee Plaza on NH-2. The agreement was valid from June 12, 2019, to July 12, 2020. However, SDMC has not deposited the agreed amount since March 22, 2020. NHAI has requested a payment of Rs 21.3 crore, which has now increased to Rs 23.3 crore due to interest. In response, the MCD said it is trying to recover the amount from the contractor who was handling toll collection at the time. Officials added that several cases have been filed in different courts, and the matter is currently sub-judice.

Nominations for standing committee posts filed
New Delhi: Nominations for the posts of chairperson and deputy chairperson of the Municipal Corporation of Delhi 's pivotal standing committee were filed on Friday. Satya Sharma of BJP submitted her papers for the post of chairperson, while Sunder Singh filed for deputy chairperson. For the Aam Aadmi Party , Praveen Kumar and Mohini Jeenwal filed their nominations, respectively, for the posts of chairperson and deputy chairperson. The filing of nominations took place at the municipal secretary's office at Civic Centre in the presence of mayor Raja Iqbal Singh and leader of the House Pravesh Wahi. Singh welcomed the move, saying, "It is a matter of joy for the Municipal Corporation of Delhi that the standing committee is at long last being constituted. In its absence, significant development projects could not be planned. Now, all members will work together to enhance civic amenities for the people of Delhi. " The election for both posts will take place on June 12. Currently, BJP holds an advantage in the House with 117 councillors, overtaking AAP, which had won 134 seats in the 2022 elections but now has at 97 due to defections, election of some members to the Delhi Assembly and the breaking away of 16 members to form the Indraprastha Vikas Party. MCD receives Rs 820 crore as tax grant, Rs 50.78 crore for Delhi landfill biomining
New Delhi [India] June 6 (ANI): Municipal Corporation of Delhi has received Rs 820 crore from the Delhi government under the first instalment of Basic Tax Assignment for the financial year 2025-26. This substantial allocation, in accordance with the recommendations of the Fifth Delhi Finance Commission (DFC), will play a vital role in strengthening the Corporation's financial position and supporting various public services across the capital. The allocation is 6 per cent of the Delhi government's net tax collection, as per the recommendation of the 5th DFC. The amount is an untied grant from the Delhi government, which can be utilised for any kind of expenditure, unlike tied grants, which are work-specific and linked to a sector. This timely release of funds to MCD will help in liquidating its liabilities, and the corporation remains committed to utilising these funds efficiently and transparently for the welfare of the citizens of Delhi. Delhi Mayor Raja Iqbal Singh thanked Delhi Chief Minister Rekha Gupta for providing MCD with financial assistance of over Rs 870 crore. Speaking on the occasion, Delhi Mayor Raja Iqbal Singh said the funding would improve public infrastructure, waste management, and local governance in the Capital. The Mayor stated, 'I assure all councillors and representatives that there will be no shortage of funds for public welfare and the BJP-ruled government in MCD will make Delhi, cleaner, greener and most developed city. The Delhi Government has also released funds to the tune of Rs 50.78 crore for biomining activities at three landfills sites in Delhi after revalidation of the unspent amount of the previous financial year. This release amount will help in the speedy activity of bio mining at these sites and facilitate in reduction in mounds of garbage. The particulars of funds released are as Okhla Landfill site Rs 20.25 crore, Bhalswa Landfill site Rs 20.75 crore and Ghazipur Landfill site Rs 9.77 crore. The Municipal Corporation reiterates its dedication to ensuring high standards of urban governance and improving the quality of life for residents in all wards under its jurisdiction. (ANI)
