Nine schools in Gujarat penalised over fees irregularities

Fine ranging from Rs 5,000 to Rs 25,000 were imposed on nine private schools in Gujarat this week by the Fee Regulatory Committee (FRC) for violation of norms that included collection of high fees from students.
Of the nine schools, while seven are in Ahmedabad, the remaining is in Gandhinagar and Kutch, respectively. In Ahmedabad, Satya Academy English School and Shree Shiv Shishu Vihar, both in Ramol, have been fined Rs 25,000 each. A fine of Rs 10,000 each has been slapped on Ahmedabad's Tejas Vidya Vihar (Bopal), Little Bird School (Bopal), while a penalty of Rs 5,000 each on Sagar Prathmik Shala (Naroda) and Vikas Primary School (Vatva) has been imposed. J P Primary School in Ahmedabad's Dariyapur has been asked to pay a fine of Rs 8,000.
Surya Varsani Academy Sedata in Kutch and Swarnim international School, Uvarsad Road, in Adalaj in Gandhinagar were fined Rs 15,000 each.
'The number of schools being penalised by the FRC is higher this year. Among the nine schools while some have not submitted their affidavits, irregularities were detected in others after parents submitted complaints to the FRC. Some might not have even submitted affidavits for over five years,' R M Chaudhary, District Education Officer (DEO), Ahmedabad city, who is also the co-ordinator of the FRC, told The Indian Express.
As reported by The Indian Express this month, six schools in Gujarat were slapped fines between Rs 50,000 and Rs 2.5 lakh in last two years for charging fees higher than the amount fixed by the FRC, under the Gujarat Self financed Schools (Regulation of Fees) Act 2017.
While Shri P V Modi High School in Jamnagar faced a penalty of Rs 2.5 lakh, Vibgyor High International School in Vadodara was fined Rs 2 lakh, followed by Shri Vivekanand School Amreli, and Hanumant School Bhavnagar which were asked to pay Rs 50,000 each.
The state government has formed the FRC under the Gujarat Self Financed Schools (Regulation of Fees) Act 2017 to regulate fees in private schools. Under the Act, fees is charged as per the FRC guidelines in private schools. Private schools present the fee amount before the FRC, where after scrutiny, it is approved or disapproved with modifications.
However, as per the data maintained by the state government, complaints against 19 self-financed schools for charging higher fees were received by the FRC during 2023-24. 'All these 19 complaints were resolved by the zonal FRCs. From February 2024 till January 31, 2025, another 16 complaints against private schools for charging higher fees were received. Among these, 13 were resolved and a few schools were fined. Three out of the 19 complaints are under investigation,' a senior education official had told this newspaper.
During the budget session of the Gujarat Legislative Assembly this year, several questions were raised by Opposition Congress MLAs on rampant irregularities by private schools, especially higher fees charged from parents.
The state government formed an FRC in four zones — 8 districts in Ahmedabad, 7 districts in Vadodara, 11 districts in Rajkot and 7 districts in Surat zone. A retired district judge nominated by the state government is appointed as the chairman of this zone-level committee. In addition, the committee includes a CA, a civil engineer or valuer, a representative from the self-financed school management nominated by the government, an educationist and district education officer.

As they work behind closed doors, tracking child domestic workers and ensuring their safety is difficult.' The International Labour Organisation (ILO) estimates that globally 17.2 million children are in paid or unpaid domestic work at the home of a third party or employer. Further, 67.1% of all child domestic workers are girls. In another case, a 15-year-old girlfrom Jharkhand, who was engaged in domestic work in Madhavaram, was rescued by the police. However, the employers were merely fined for violating labour laws, as domestic work is not considered hazardous in India. The Child Labour (Prohibition and Regulation) Amendment Act, 2016, prohibits engaging children below 14 years in domestic work, which it describes as hazardous. According to the Act, adolescents aged 15-18 are allowed to work with certain conditions, which includes rest. Further, the employer is supposed to give notice to the inspector regarding the employment of the child. According to child rights activists, there are two aspects that the State needs to address to prevent such exploitation. The first is having a uniform definition of a child.

New Delhi: Disciplinary proceedings will be held against SR Meena -- a former Executive Engineer of the Public Works Department -- for alleged irregularities in the construction of classrooms under Samagra Shiksha Abhiyan during the Aam Aadmi Party government. Delhi's Lieutenant Governor VK Saxena has approved a proposal from the vigilance department for this. The decision comes after serious irregularities were allegedly identified in the implementation of the Samagra Shiksha Abhiyan, a Central initiative aimed at enhancing educational infrastructure in Delhi, which was allocated Rs. 38.37 crore for the construction of 226 classrooms across various schools. SR Meena is currently serving with CPWD in Amritsar. The misconduct dates back to 2019, but the case against another officer, Krishan Pal. Former AAP ministers Manish Sisodia and Satyendra Jain were summoned by the Anti-Corruption Branch earlier this week over allegations of financial irregularities of around Rs 2,000 crore in the construction of over 12,000 classrooms and semi-permanent structures in the city's government schools. Officials said investigation revealed several lapses on the part of the PWD, including how the funds were diverted from one school to another - instead of classrooms, halls were being made. The situation escalated when a petition was filed in the Delhi High Court, asking the court to direct the government to hand over possession of six newly built school buildings. The litigation prompted the Chief Secretary to investigate the matter, during which significant irregularities in construction practices and fund management were uncovered.

All five accused in the Raja Raghuvanshi honeymoon killing - wife Sonam Raghuvanshi, her lover Kushwaha and three alleged hitmen Akash Rajput, Vishal Singh Chauhan and Anand Kurmi - have admitted to their crime, said the police on Friday. The Meghalaya Police would take all five accused in the case to the crime spot at Sohra-Cherrapunji areas of the East Khasi Hills district next week for reconstruction of the crime, officials said. The newly-wed couple - Sonam and Raja Raghuvanshi - from Madhya Pradesh's Indore went missing from a village near Sohra (Cherrapunji) in Meghalaya's East Khasi Hills district on May 23, two days after they landed in the northeastern state on their honeymoon. They were married on May 11. The man's body was retrieved from a 200-foot deep gorge on June 2. Wife Sonam, said police, surrendered at a police station in Uttar Pradesh in the early hours of Monday. "The murder was planned right before Raja Raghuvanshi and Sonam's wedding. Raj Kushwaha is the mastermind behind this and Sonam is his partner in crime. The three killers were Raj's friends, and one among them is his cousin," Superintendent of Police, East Khasi Hills, Syiem Vivek, who is overseeing the investigation, told NDTV. "Since February this year, the planning was going on about how to make Sonam disappear. Two ideas were under consideration to make her disappear: first, Sonam should be shown jumping into the river; second, someone should be murdered and the body should be burnt presented as Sonam's. But the accused could not implement these plans. The plan to murder Raja was made 11 days before his marriage," said the officer. Sonam Raghuvanshi, 24, was in love with Raj Kushwaha, 21, and had warned her family of "consequences" if she was pressured to marry Raja Raghuvanshi, police sources said. As per the preliminary autopsy report, Raja Raghuvanshi, 29, was hit twice, once each on the back and front of his head. "This is not a contract killing, however, an investigation regarding the same is underway. Raj had paid the three hitmen Rs 50,000 each," said the police officer. Raja Raghuvanshi was told by his wife Sonam that she would let him consummate the marriage only after making an offering at the Kamakhya Temple in Guwahati, investigators had said on Wednesday. "When Sonam and Raja reached Guwahati to visit Kamakhya after marriage, the killers had already reached Guwahati on 19 May. Their initial plan was to kill Raja in Guwahati itself. But Sonam had planned to go to Shillong and Sohra. Therefore, this plan was shelved," said the officer. "After that, they reached Nongriat. Thereafter, all of them attacked Raja and killed him and hid his body. They left soon after," said the officer. After this, the officer said, Sonam wore a burqa offered by one of the hitmen and reached Guwahati in a taxi. "Then from Guwahati she took a bus and went to Siliguri, from Siliguri she went to Patna, from Patna she took a bus to Ara, from Ara she took a train to Lucknow, from Lucknow she took a bus to Indore," said the officer, detailing her movements after the murder. "After the three hitmen were arrested, Sonam was told by Raj to leave Indore and tell her family that she was kidnapped," said the officer. The day Raja's body was found, on June 2, Sonam was in Indore, said the officer. Sonam was in Indore from June 25 to 8, the officer said. A Special Investigation Team (SIT) of the Meghalaya police is probing the sensational murder.
