
UK government faces fresh questions over legality of F-35 exports to Israel
The chair of the UK parliament's international development committee has raised major concerns over the government's legal justification for continuing to send British-made F-35 components to Israel.
In a letter sent to business secretary Jonathan Reynolds on Thursday, Labour MP Sarah Champion said that she was troubled by the government's decision to allow the export of the parts indirectly to Israel, given its own assessment that there were clear risks of serious violations of international humanitarian law by Israel in Gaza.
"I remain concerned that there is a real risk that weapon components, manufactured in the UK, could be used in attacks, including those on aid workers or humanitarian infrastructure," she wrote.
"Adherence to the rule of law, including international law, is fundamental if we are to take a position of leadership on the world stage. We must respect, and ensure respect for [international humanitarian law]."
Last September, the government suspended around 30 arms export licences after a review ordered by the newly elected Labour government found that Israel might have used British-made weapons in serious violations of international law in Gaza.

UK-made F-35 components sent to the F-35 programme's global pool were exempt over concerns that there was no way to stop sending British parts destined for Israel without disrupting the entire global fleet and endangering international peace and security.
Court documents in a legal challenge to the government's arms exports to Israel show that senior British officials talked to their American counterparts shortly before the announced suspensions to try to stop UK parts from going to the pool, but concluded that there were too many obstacles.
One main issue was that, under the governing MOU, the F-35 programme is overseen by an executive steering board, which is chaired by the US and comprises representatives of participating states, and makes decisions by consensus.
All participant states would have to agree for components being used in Israeli F-35s to be limited, and logistics that are not currently used would have to be put in place to separate out components destined for Israel, the court documents outlined.
However, Champion questioned whether the exemption of the UK-made F-35 parts from the suspension was compatible with the UK's legal obligations, particularly under the Arms Trade Treaty and the Genocide Convention.
She has asked Reynolds 10 questions focused on these issues, including what legal authority the government has relied upon for the exemption.
She also asked whether the government accepted that the duty to prevent genocide in Gaza had been triggered. If so, what steps "is the UK taking to employ 'all means' and do 'all in their power' to prevent genocide, as far as possible?" she wrote.
Similar concerns have been raised by the UK-based Global Legal Action Network (Glan) and the Palestinian human rights organisation Al-Haq, which have challenged the UK government's decision in the High Court.
They have also been raised by business and trade committee chair Liam Byrne in a series of letters sent to Foreign Minister Stephen Doughty over the past seven months.
Most recently, Byrne has proposed that Doughty and other Foreign Office and Ministry of Defence ministers appear before his committee before the summer recess to answer questions, among other issues, about government data which shows that licences for the export to Israel of $169m worth of military equipment were approved in the three months following the September 2024 supensions.
Champion's questions come as the UK government announced this week plans to purchase 12 new F-35 jets that can carry US nuclear weapons.
She has asked Reynolds for answers by 11 July.

US to provide Gaza Humanitarian Foundation with $30 million
The US State Department on Thursday confirmed that it is providing $30 million in direct funding to the Gaza Humanitarian Foundation, the private aid group that has drawn criticism over its distribution methods. The GHF began distributing food nearly a month ago and says it has now given out more than 46 million meals in the Gaza Strip, where more than two million Palestinians are facing dire food shortages after an Israeli blockade. 'We call on other countries to also support the GHF … and its critical work,' State Department spokesman Tommy Pigott told reporters. The group's record 'should be commended and supported', he added. But the Israeli- and US-backed GHF has come under intense scrutiny after scenes of chaos and bloodshed unfolded at aid distribution sites. The Gaza Health Ministry says that since late May, nearly 550 people have been killed near GHF aid centres while seeking food. The GHF has denied that deadly incidents have occurred in the immediate vicinity of its aid points. The US and Israel have long accused Hamas of looting food and supplies meant for hungry Gazans. The GHF has founded sites around the enclave that are secured by a private security force meant to prevent looting. 'The Gaza Humanitarian Foundation has built and demonstrated an alternative model that is highly effective,' Johnnie Moore, director of the GHF, wrote in a letter to UN Secretary General Antonio Guterres this week. The UN and major aid groups have refused to work with the GHF, saying it is only providing food to places that have been approved by Israeli troops, instead of across the entire Gaza Strip. Israel blocked food and aid deliveries to Gaza for more than two months this year, leading to famine warnings around Gaza, which has been mainly destroyed since the Hamas-led attack against Israel on October 7, 2023. Asked about criticism of the operation, Mr Pigott said the GHF's distribution efforts are 'absolutely incredible' and 'should be applauded". 'This support is simply the latest iteration of President [Donald] Trump's and Secretary [of State Marco] Rubio's pursuit of peace in the region,' he said.

Canada's Mark Carney derided online for vision of ‘Zionist Palestinian state'
On Wednesday, during the 2025 Nato summit, Canadian Prime Minister Mark Carney appeared in an interview with Christiane Amanpour on CNN, where he made confusing remarks about the need for 'a Zionist Palestinian state', triggering backlash online. Amanpour asked Carney about his vision for peace in the Middle East, specifically concerning the issue of a Palestinian state, where its indigenous people can live in harmony and peace. In response, Carney said that 'in working on a path to a Palestinian state, living side by side in security with Israel… a Zionist Palestinian state if you will, that recognises the right of Israel to exist, not just to exist, but to prosper. We can't have peace unless we move towards that.' Many social media users, as well as non-governmental organisations (NGO) in Canada, criticised these remarks by Carney, who implied that the prime minister essentially 'wants Palestinians to adopt the political ideology of their oppressors'. I am actually shocked to hear it out of his mouth — David Robbins (@iroguerobot) June 25, 2025 In May, shortly after Carney was elected Canada's new prime minister, Canada co-signed a joint statement with unusually strong language targeting Israel with its G7 allies, the UK and France, calling Gaza's suffering "intolerable" and Israel's minimal aid allotment "wholly inadequate". Around the same time, the three countries threatened Israel with sanctions if it failed to stop its military operations in Gaza and immediately allow humanitarian aid to enter. These recent moves could explain why so many on social media were shocked and outraged by the prime minister's remarks, which, according to them, stemmed from "ignorance". In May, four Canadians were part of a delegation with their European counterparts on a visit to the occupied West Bank when Israeli soldiers opened fire on them. In response, Canada demanded a full investigation and an immediate explanation, calling it 'totally unacceptable'. Israel said it 'regrets the inconvenience'. However, Canada did not take action towards Israel in terms of sanctions or cutting trade ties with the country, even though there were many organisations as well as Canadian political parties calling on the country to do so.
