Tough action needed to halt level of attacks on police in NI, federation warns
Legislators and courts need to take 'tough and decisive action' to counter the 'shocking and appalling' toll of attacks on police officers, the Police Federation for Northern Ireland has said.
The federation, which represents rank-and-file Police Service of Northern Ireland (PSNI) officers, said nine officers on average are being assaulted every day in the region.
During recent unrest in Northern Ireland, more than 70 officers have been injured, with some treated in hospital.
However, the federation has highlighted that officers deal with the daily risk of assault which often leads to injury and time off work, placing additional pressure on serving colleagues.
It has launched the 'Let Them Protect' public campaign, backed by PSNI Chief Constable Jon Boutcher and Justice Minister Naomi Long.
Federation chairman Liam Kelly said the nine-a-day figure was conservative as many officers who suffer more minor assaults do not report them.
He said: 'These figures are shocking and appalling. It's high time we saw a much tougher approach with assailants who strike, kick, punch and spit at our colleagues.
'We want the public to realise the full extent of what our officers – themselves fathers, mothers, brothers and sisters – have to suffer.
'It's not right they should end up in hospital with injuries they sustain while protecting the community.'
Mr Kelly added: 'Decisive and tough sentences handed down by magistrates and judges will deter those who assault our police officers.
'Sentencing guidelines must be strengthened to empower the courts, to implement an effective deterrent.'
Ms Long said police officers in Northern Ireland demonstrate 'extraordinary courage' every day.
But she added: 'Shockingly, some people still feel that it is OK to attack or assault a police officer or that it's simply part of the job.
'That is not an acceptable attitude towards any other member of society and is certainly not an acceptable manner to treat those who uphold the rule of law and place themselves in harm's way to protect others.'
She added: 'I am committed to introducing stronger legislation to protect police officers and staff and will include a new offence, with a higher maximum penalty, for assaulting a person who is providing a service to the public, performing a public duty or delivering a public service in the Sentencing Bill.
'I hope to introduce this legislation to the Assembly in the autumn of this year.'
Chief Constable Mr Boutcher said: 'Policing is a tough profession and the officers and staff of the police service who stand up to serve the people of Northern Ireland deserve nothing but our admiration and respect.
'Every one of them does a vital job and whilst they come to work knowing that on any given day they could be faced with difficult and dangerous situations, what we should never accept, is for them to be physically assaulted.
'Being attacked should never be thought of as part of anyone's 'normal day' at work.'
Mr Boutcher said the public cannot continue to take policing for granted.
He said: 'Support for policing, and for our police officers, needs to be society-wide, and it should be recognised and understood that it is simply not acceptable to assault or attack police officers.
'We cannot, and will not, simply stand by and accept it.'
Policing Board chairman Mukesh Sharma said: 'Police officers step forward when others step back.
'They put their lives on the line for others every day and they do not deserve to come to work to be kicked, bitten or assaulted in any other way.
'Regrettably, figures show that officer assaults are no longer isolated incidents and should not be tolerated.'

Zou, who also used the name Pakho online, befriended fellow students of Chinese heritage on dating apps and WeChat, before inviting them for drinks and drugging them at his apartments in London or an unknown location in China. Using hidden or handheld cameras, Zou filmed nine of the attacks as 'souvenirs,' and he kept a 'trophy box' of his victims' belongings, according to evidence presented at trial. Zou, who claimed the encounters were consensual, was also convicted of three counts of voyeurism, 10 of possessing an extreme pornographic image, one of false imprisonment and three of possessing a controlled drug with intent to commit a sexual offence. He was handed a life sentence and must serve a minimum of 24 years in prison. Prosecutor Saira Pike praised the victims who came forward to report Zou's 'horrific crimes.' 'They have been incredibly strong and brave,' Pike said. 'There is no doubt that their evidence helped us to secure his conviction, and the life sentence handed to him today.'

‘Unofficial Uber' driver guilty of kidnapping, attempted rape and sexual assault
A driver found guilty of posing as an 'unofficial Uber' to pick up 'vulnerable and intoxicated' women he could abuse is facing jail. Graham Head, 68, had latex gloves, condoms, Viagra tablets and a balaclava in his silver Mercedes estate when he was arrested in November 2022. In his home, business cards advertising him as a 'N-Uber driver' were emblazoned with the slogan 'Safe and Reliable – For All Occasions' underneath one of his phone numbers. Head, of Pevensey, East Sussex, denied kidnapping and the attempted rape of a 25-year-old woman, along with assault by penetration of a 19-year-old woman. On Thursday, he was convicted of all charges by a jury of seven men and five women after eight hours of deliberation at Lewes Crown Court. During the trial, jurors heard that Head was a 'sexual predator' who 'slipped up' the night he was arrested by police. He claimed that he offered the 25-year-old a lift home but did not touch her and never met his other alleged victim. Prosecutor Paul Jarvis KC said: 'The defendant is a sexual predator. Basing himself in Pevensey and ostensibly working as an unofficial Uber driver or taxi driver. 'He was also looking for vulnerable young women who he could sexually abuse. 'He carried Viagra and condoms with him, either on his person or in his car, as well as latex gloves. He would use the latex gloves to minimise the risk of leaving traces of his DNA on his victims.' Head had two mobile phones and was 'savvy enough' to know that if he kept them on while he was driving, the network provider could record his movements so kept them in flight mode while he was searching for victims, the court was told. The two attacks are said to have taken place in the early hours of August 19 2022, in Hove Park and November 18 2022 outside the alleged victim's home. Mr Jarvis said: 'Now in August 2022, she (the first victim) was 19 years old. When she was, we say, intoxicated and vulnerable in the early hours of the morning the defendant sexually assaulted her in Hove Park.' 'In November 2022, she (the second victim) was 25 years old. When she was also vulnerable and intoxicated in the early hours of the morning, Mr Head kidnapped her and sexually assaulted her in his car and then drove off leaving her distressed on the roadside. 'On both occasions, the defendant was driving his grey Mercedes estate motor vehicle with the registration number L21 GRH.' The 25-year-old was able to remember the 'L21' portion of Head's number plate, which led to police pulling his car over and arresting him the same night, jurors heard. 'He slipped up on November 19 2022 in two respects. First because his victim was alert enough to be able to memorise part of the licence plate for the police to be able to identify his car when they saw it,' said Mr Jarvis. The 25-year-old had been on a night out and had consumed alcohol and cocaine on the night in question, the court heard. Her account is that a man pulled up alongside her and told her he was an Uber driver who had just finished his shift but would give her a free ride home. Journeys from Middle Street, in Brighton, where the victim left Monarch Bar, to the victim's home address were found after analysis of the satnav in Head's Mercedes. Mr Jarvis continued: 'He offered to give her a life home but his real plan was to drive around until he was satisfied she was fast asleep so he could sexually assault and rape her. 'He drove close to her home address and tried to rape her in the back seat of his car but she came to and kicked him away.' The 25-year-old has since died and did not give evidence at the trial. Head will be sentenced on August 22 2025.
