Congress candidate alleges police targeted supporter in Ludhiana ration distribution case

Ludhiana: High-voltage drama was witnessed in Jawahar Nagar area on Wednesday afternoon, as Congress candidate Bharat Bhushan Ashu had an altercation with the police when they tried to detain a Congress supporter from the area.

While the police claimed that they received a complaint against the man for threatening and slapping a man by accusing him of accepting ration from the opposition party ahead of polls, the Congress leader stated that the entire episode is available on Facebook Live, in which everyone could see that the Congress supporter was only capturing a video of a man taking two sacks of ration.
The video also captured that the man parked his scooter easily on the side and left, saying 'meri video te na bana' (at least don't capture me in the video).
Thereafter, the man walked away.
Congress claimed that their supporter, Lakhan, called the police to act on the recovery of ration; however, they did not come there at that moment. Later, a police team, comprising Inspector Bikramjit Singh Ghuman, SHO at Division Number 5 police station, and in-charge Kochar Market police post Dharampal Chaudhary, reached the spot with other personnel and tried to detain Lakhan.
Bharat Bhushan Ashu said, "Lakhan was live on his Facebook when cops broke open the glass door of his premises and dragged him outside. A local resident had taken two sacks of ration on his scooter, and Lakhan had only captured a video of the man. The man himself stopped his scooter on the side of the road and walked away. Lakhan, thereafter, informed the police and asked them to take action. However, the police did not come there at that moment.

Two hours later, the SHO and police post in-charge with the police force reached there to apprehend Lakhan."
"Lakhan asked about the complaint the police received against him; however, the police broke open the lock of the door and dragged him out. Meanwhile, I reached there and protested, after which the police officers left from there. Moreover, on that spot, the cops were writing a complaint on a paper to justify their action.
The police have become a puppet of the ruling govt and are trying their best to intimidate the Congress workers and supporters," he added.
When contacted, a senior police official said the scooter-borne man gave a complaint to the police that Lakhan stopped him, intimidated him, and slapped him when he was taking his own ration home.
Acting on the complaint, the police went there to apprehend Lakhan, who already had about four FIRs on him.
As per the information shared by the police official, Lakhan was booked between 2017 to 2019 in two cases - one case of scuffle with snatching, and one case of theft. When contacted, police commissioner Swapan Sharma said, "The police are looking into the matter and will act as per the law."
Ashu complains to ECI
His complaint reads that on June 18, the Congress worker reported the illegal distribution of cash, liquor, and ration by workers of the Aam Aadmi Party (AAP) in the Ludhiana West constituency.
Upon reaching the spot, instead of apprehending those engaged in these illegal activities, the police, in a shocking and partisan action, raided the house of the Congress worker who exposed the crime. The police broke open the locks of his house without any warrant, thereby violating his fundamental rights and sending a clear message of intimidation to those opposing the ruling party's candidate.
The complaint also said that this is not an isolated incident.
We have ample evidence and information that AAP candidate Sanjeev Arora, his councillor, and party workers are openly engaging in the distribution of cash, liquor, and other inducements, fully protected by state security personnel. This has not only compromised the level playing field mandated during elections but has also created a climate of fear and suppression against the democratic process.
Also, in the complaint, the Congress candidate demanded immediate transfer of all Station House Officers (SHOs) posted in Ludhiana West, as they are complicit in allowing these malpractices and targeting opposition workers. Further, they demanded the transfer of the DSP (West, Civil Lines), ADCP-III Kanwalpreet Singh, and DCP Ludhiana Parminder Singh Bhandal with immediate effect to ensure free and fair elections in the constituency and the registration of FIRs against Sanjeev Arora (AAP candidate), his councillor, and all workers involved in the distribution of cash and illegal inducements, under the relevant sections of the Representation of the People Act and IPC.

The Minister, who is set to personally distribute sanction letters to 205 beneficiaries on Thursday, said the Congress government under CM Revanth Reddy is standing by those who were 'betrayed' in the name of development during the previous BRS regime. 'On November 1, 2020, then CM KCR adopted Vasalamarri village. Later, on June 22, 2021, he held a Gram Sabha and shared a community meal with the villagers, promising to develop it into a 'Golden Vasalamarri' and build double-bedroom houses for every family. However, KCR failed to keep his word, as not a single house was built during his tenure. Worse, several homes were demolished on either side of the road for the expansion of the route to KCR's farmhouse, leaving many families homeless. Those affected have been living in makeshift huts and tents ever since. They lost what little they had, and the promise of a model village remained just that, a promise,' Ponguleti recalled. Criticising former Chief Minister KCR, Minister Ponguleti said, 'Vasalamarri clearly shows how people's hopes were used for political gain. KCR said he would set an example for the whole country, but he couldn't even fulfil promises in the village he adopted.' The Minister said that under CM Revanth Reddy's directive, a fresh survey was conducted in the village, and 205 eligible families were identified for Indiramma housing. 'These houses have now been sanctioned. I will personally hand over the approval letters to the beneficiaries,' he said. The Minister reiterated the Congress government's commitment to welfare and inclusive development, stating that the Indiramma housing initiative is being revived to ensure that no deserving family is left without a home.

The Akhil Bharatiya Marathi Sahitya Mahamandal, an apex Marathi literary body, has opposed the Maharashtra government's decision to adopt a three-language formula for classes 1 to 5, claiming the New Education Policy does not recommend it. The Mahamandal's statement came on Wednesday (June 18, 2025) amid opposition from the Congress and Raj Thackeray-led Maharashtra Navnirman Sena to an amended government order issued on Tuesday which said Hindi would "generally" be a third language for these classes. "It is clearly mentioned [in NEP] that a third language should be introduced from Class 6," a release from the Mahamandal said. It also questioned the need to teach a third language when many schools do not have enough teachers, and students of higher classes struggle to read Marathi books of Class 2 level. "Instead of improving the quality of education, attempts are being made to make a third language compulsory," it claimed. Though the state government has provided that students can opt for any other Indian language instead of Hindi, it would be practically impossible as teachers of these languages will have to be brought from a respective state which is very difficult, it said. The Mahamandal claimed its opposition to Hindi was for cultural reasons as Hindi's "invasion" of Marathi was increasing. It also asked why the Maharashtra government has adopted such a policy when Hindi is not compulsory from Class 1 in any other State. A government resolution (GR) issued on Tuesday said Hindi will "generally" be a third language, instead of being mandatory, but gave an option to opt out if 20 students per grade in a school express the desire to study any other Indian language. Chief Minister Devendra Fadnavis on Wednesday said, "We had earlier made Hindi compulsory, but in the GR issued yesterday, that compulsion has been removed... students can now opt for any Indian language as a third language."

A high drama unfolded in Jawahar Nagar on Wednesday afternoon when Congress candidate Bharat Bhushan Ashu confronted police officials over their 'bid to detain' a party supporter, Lakhan. The incident, on the election eve, added to the political heat in the city. According to the police, Lakhan was accused of threatening and slapping a local resident while accusing him of taking home ration provided by a rival political party. The police stated they were acting on a complaint filed by the alleged victim. However, Congress leaders strongly contested this version. Ashu, who arrived at the scene during the incident, accused the police of acting on behalf of the ruling party and intimidating Congress workers. 'Lakhan was live on Facebook when the police arrived, broke open the glass door of his premises and dragged him out,' said Ashu. 'The video clearly shows a man calmly parking his scooter and seeking not to be filmed, saying meri video te na bana. He then walked away without any confrontation. There was no threat, no slap.' In a video, also shared by Ashu on social media, he was seen confronting cops and even pushing one of them while they were in Jawahar Nagar for Lakhan. Congress supporters claimed that Lakhan had initially called the police himself to report the alleged distribution of ration by the opposition. However, they said the police did not respond at that time. Hours later, a team led by inspector Bikramjit Singh Ghuman, station house officer (SHO) of the division number 5 police station, and Dharampal Chaudhary, in-charge of Kochar market police post, arrived at the location and allegedly tried to forcibly detain Lakhan. Ashu claimed that when Lakhan asked to see the complaint against him, police officers forcibly entered his premises and attempted to arrest him without showing any formal document. 'While I protested, cops were seen writing a complaint on the spot to justify their actions. This clearly shows they were trying to cover up a wrongful act. It's shameful how the police are being used as a tool by the ruling party to harass our workers,' he said. When asked about the incident, a senior police official confirmed that a complaint had been received from a scooter-borne individual who claimed that Lakhan had stopped and slapped him while accusing him of accepting political ration. The officer further said, 'A police team went there only to question Lakhan who has a criminal history with four FIRs registered against him between 2017 and 2019, including two cases of scuffles, one involving snatching and one of theft.' Commissioner of police Swapan Sharma said, 'The police are verifying all aspects of the incident and will take appropriate action as per the law.' The incident has sparked a new wave of political controversy with the Congress accusing the administration of suppressing its workers ahead of the crucial Ludhiana West bypoll. Later Bharat Bhushan Ashu filed a complaint against the Ludhiana police and AAP workers for distribution of cash, liquor and ration and harassment of party workers. Ashu also demanded for immediate transfer of officers and FIR against AAP candidate and associates.
