Chennai development body plans to transform Chengalpet town

, long plagued by poor roads, inadequate solid waste management, and a lack of basic infrastructure such as underground drainage, is now poised for a transformation.

) has unveiled plans to reimagine the town as a sustainable, smart, and inclusive urban hub. Wide, walkable streets, eco-friendly mobility, planned residential zones, bustling commercial spaces, and thriving public areas all seamlessly connected to Chennai while preserving Chengalpet's unique identity form the heart of this ambitious vision.
To realise this, CMDA floated tenders for preparing a comprehensive development plan for Chengalpet New Town, mapping its growth from 2025 to 2045.
"The goal is to reduce dependency on Chennai, create local jobs and foster regional economic growth," said a CMDA official.
Strategically located on Chennai's southern edge, Chengalpet has traditionally served as a transit and industrial corridor. The proposed planning area includes 60 villages from Chengalpet, Thirukazhukundram, and Thiruporur taluks.
"Infrastructure planning should be prioritised before any real estate boom," said J M S Nagarjunan, general secretary of the Alliance of Residents Welfare Associations (AoRWA), Chennai. "Connectivity must be ensured, vendors need regulation, and the

should include Chengalpet too."
As per CMDA, the new plan will adopt modern planning principles such as land use optimisation, housing expansion, transit-oriented development, and ecological preservation. "Chengalpet is on the cusp of transformation," the official reiterated.
Technology will anchor the planning process, with GIS mapping and data analytics used to chart flood zones, heritage sites, transport gaps, and land use patterns. "Flood zone mapping is crucial," said an urban planner. "Strict rules are needed to regulate construction near water bodies." Community participation is also central to the project, with stakeholder consultations and public workshops feeding into a people-centric plan. Key areas of focus include climate resilience, water body conservation, green energy, and affordable housing.
E Shankar, CPI(M) district secretary, said, "Chengalpet lacks underground drainage, has poor drinking water supply, and damaged roads. The new plan must address these gaps while creating employment for local residents." Urban planning expert K P Subramanian welcomed the initiative but cautioned, "The earlier master plan must be denotified first. Also, this new plan should not remain on paper implementation is critical."

1 2 Nagpur: To decongest major junctions and streamline city traffic, the newly proposed Comprehensive Mobility Plan (CMP) outlines the construction of eight grade separators and three Rail Over/Under Bridges (ROBs/RUBs) across Nagpur. The Rs510 crore draft plan, prepared by MahaMetro in collaboration with RITES, is still in the proposal stage and open to feedback from all stakeholders. The project focuses on addressing key traffic choke points and eliminating delays caused by level crossings. Grade separators, which include flyovers and underpasses, form the core of the strategy and are planned in three phases. Two flyovers estimated at Rs90 crore will be taken up in the first phase. The remaining six, split evenly between phase 2 and phase 3, are projected to cost Rs135 crore each, bringing the total flyover investment to Rs360 crore. The ROBs are designed as 4-lane carriageways with a 30-meter railway span and a vertical clearance of 6.5 meters, aiming to meet long-term capacity demands. Officials emphasised that the CMP is not a finalised blueprint but a dynamic framework built on present infrastructure assessments and future urban growth projections. Input is being actively encouraged before any implementation decisions are made. Last month, a meeting was held at the divisional commissionerate with all key stakeholders, including MahaMetro, NMC, NIT, the traffic department, and others, to discuss the CMP. This was the second such meeting on the CMP. Officials stated that a final round of discussions will be held soon, after which the plan will be submitted to the state govt for approval prior to implementation. "The CMP is a vision document. It looks at both present needs and long-term requirements. We want experts and stakeholders to weigh in before anything is finalised," said a senior official involved in the project. The plan also complements other long-term strategies, such as strengthening public transport, improving pedestrian infrastructure, and enhancing last-mile connectivity. While the current Rs510 crore proposal prioritises high-impact traffic zones, further infrastructure upgrades could be incorporated based on feedback and funding. Once finalised and approved, the CMP will serve as a key roadmap for urban mobility development in Nagpur over the next decade. For now, the focus remains on consultation, refinement, and building consensus around the city's transport future.

Work on the satellite bus stand at Solar on Karur Road, which has been delayed by over nine months, is finally progressing, with the Erode Corporation hopeful of completing works by late October. The pending tasks include painting, electrical installations, and laying the approach road, at a total cost of ₹11.4 crore, for which the civic body had recently floated a tender. Part of the Comprehensive Mobility Plan for the Erode Local Planning Area, the ₹63.50 crore terminal is being constructed on 19.9 acres of Corporation land. The foundation was laid on August 18, 2022, with a scheduled completion timeline of two years. By September 2024, 92% of the work were completed, but a ₹15 crore funding delay from the State government is said to have stalled progress. Although most of the work resumed following phased fund releases, key components like electrification and the approach road are pending. The civic body is also awaiting ₹4 crore under the Infrastructure and Amenities Fund, expected to be released within a month. The Corporation Commissioner (in-charge) and Deputy Commissioner K. Dhanalakshmi told The Hindu that GST and increase in other costs made it unfeasible to complete the remaining work within the original budget, necessitating the new tender. Once the contract is awarded, she confirmed, all works are expected to be completed by October. Once operational, the terminal will serve buses heading to southern districts, easing congestion at the Central Bus Terminal in the city. Jaipur: Rajasthan High Court recently dismissed an appeal filed by Rajasthan Vidyut Utpadan Nigam Ltd (RVUNL) against the demand of Rs 740 crore compensation cess on coal rejects by Parsa Kante Collieries Ltd (PKCL), which earlier received favourable orders from an arbitral tribunal and a commercial court. PKCL, a joint venture between Adani Enterprises Ltd (74%) and RVUNL (26%), was formed to mine coal from Rajasthan's blocks in Chhattisgarh, allotted by the Centre. In 2010, the central govt levied a clean energy cess (CEC) on coal, which RVUNL was paying as per the conditions in the Coal Mining and Development Agreement (CMDA). However, a dispute between PKCL and RVUNL arose after the introduction of GST in 2017, wherein the CEC was replaced by a compensation cess. "This issue arose between the parties in 2017, wherein RVUNL was in dispute with PKCL. But PKCL was awarded Rs 740 crore by the Arbitral Tribunal, which was upheld by the Rajasthan High Court," said Nilava Bandyopadhyay, senior partner, S&A Law Offices. Upholding the contention of the Adani company, the arbitrator said RVUNL is liable to reimburse compensation cess to them on the entire coal mined. While dismissing RVUNL's appeal, the high court bench held, "The argument that reimbursable shall include only those taxes for which the Nigam has a statutory liability to pay has a lacuna." The bench observed that the conclusion of the arbitrator is based upon a reasonable construction of the terms of CMDA and is plausible.
