Bengaluru traffic woes: Govt announces resumption of towing illegally parked vehicles
Bengaluru: The Karnataka government on Tuesday announced that the system of towing vehicles parked in no-parking zones - stopped in February 2022 after widespread complaints - will be resumed in Bengaluru in a bid to mitigate the city's traffic woes.
Home Minister G. Parameshwara, addressing reporters after conducting a progress review meeting at the office of the Bengaluru City Police Commissioner, announced the decision, which was taken at a recent cabinet meeting.
"Vehicles are being parked indiscriminately, causing disruption to traffic. We must put an end to this. The towing system will be reintroduced. Department staff and vehicles will be used for towing operations. Several steps will be taken in coordination with the Bengaluru civic agency to resolve the traffic issues," he said.
'All necessary measures will be taken to find a permanent solution to the traffic problems in Bengaluru city," he said.
"Heavy rainfall has worsened the situation in the city. There are 19 critical congestion points, with 8 locations facing severe traffic issues. A permanent solution is necessary. If the police department and the Bengaluru civic agency work together, the issue can be resolved. I have instructed the city police to submit a report to the government regarding traffic issues. A meeting will be convened with the Chief Minister, Deputy Chief Minister, and Transport Minister to discuss the matter," Parameshwara said.
He also mentioned that instructions have been issued to collect information on foreigners residing in the city, which will also help in identifying illegal immigrants.
Parameshwara further said that they had brought the drug menace under control, but there are still reports from the public about drug availability in the city. Stricter measures will be taken to curb drug activities, and any police officials found negligent in this matter will be held accountable, he said.
Measures have been taken to ensure the safety of women and children. Under the Nirbhaya scheme, 9,000 cameras have been installed and safety islands have been established, the minister said.
"According to the Safe City report, Bengaluru is considered a safe city. The Bengaluru City Police will not rest on these achievements but will work even more effectively," he said.
He warned that any involvement of police officials and personnel in real estate scams and dealings with brokers will not be tolerated. If any such involvement is found, strict and immediate action will be taken without hesitation, he instructed the city Police Commissioner.
"A new programme, titled 'Police at Every Home', will be implemented across the state. Police personnel will interact with the public, address grievances, and offer help. They will also visit schools and colleges, participate in parent-teacher meetings, and raise awareness about the harmful effects of drugs, traffic rules, and legal rights. The police beat system will also be strengthened and made more effective," Parameshwara highlighted.
"There are about 15,000 vacancies in the Police Department, and they will be filled. Already, 545 PSI (Police Sub-Inspector) trainees are undergoing training. Results for 402 PSIs are pending and will be released soon. Out of this, 219 PSIs will be assigned to Bengaluru city," he stated.
In-Charge State Director General and Inspector General of Police M.A. Saleem, Bengaluru City Police Commissioner B. Dayananda, Additional Police Commissioners Ramesh Banoth and Vikash Kumar Vikash, Joint Commissioner of Police (Traffic) M.N. Anucheth, Joint Commissioner of Police (CCB) Chandragupta, and DCPs of all divisions were present at the meeting.

Suspension of police commissioner rankles police establishment
'Karnataka's ruling politicians and cricket administrators are jointly responsible for Wednesday's tragedy. Their greedy lust for reflected glory led to it. To make an outstanding officer a scapegoat is reprehensible.' -- Ramachandra Guha, Historian The unprecedented suspension of the Bengaluru City Police Commissioner over the stampede at M. Chinnaswamy Stadium, that claimed 11 lives, has left the police rank and file across the State deeply disgruntled. While those in service are unable to give vent to it their anger, at least three former Bengaluru City Police Commissioners -- Jyoti Prakash Mirji, Bhaskar Rao and N.S. Megharik -- have openly condemned the government's action and said the police were being made 'scapegoats.' Where is preliminary probe? Mr. Mirji termed the government action 'irresponsible' and done to 'save their own skin.' 'There was not even a preliminary inquiry conducted which found a prima facie lapse. How could a commissioner be suspended like this?' he questioned. Mr. Rao, now associated with the Bharatiya Janata Party (BJP), took to social media and said this was the 'darkest day in the history of Karnataka police' and said this was 'the prize for telling the truth and slogging the whole night to keep Bengaluru safe.' Mr. Megharik said that the police were only a small part of the event and there were bigger stakeholders. 'Mistakes may happen but this is not the way to deal with them. As IPS and former Commissioners fraternity, we are upset,' he said on Friday. IPS officers' Association, Karnataka, was scheduled to meet on Friday evening to chart their next course of action, but the meeting was postponed at the last minute. Plans are on to meet the Chief Minister and register their protest at the decision, multiple sources said. One of the IPS officers suspended is expected to challenge his suspension in the Central Administrative Tribunal (CAT). Sources said the police fraternity is trying to build a strong case to counter the political leadership's allegation that they were not kept in loop about the event at the stadium and also to show how the police advice was overruled. Anger against political class A senior officer from the city rued that the political leadership first put pressure on them to hold a big celebration at short notice, overruling their advice, and later 'betrayed' them as a face-saving ploy. 'There is anger in the force even among juniors. How do we pacify or control them when our leadership has disregarded and unfairly made us scapegoats?' asked a senior officer. Another officer said that when things had gone wrong, they were being asked whether they had rejected the proposal for the event in writing. 'If the default mode of thinking of officers becomes how to save themselves from the axe, it will be a blow to policing,' he said. Public support Meanwhile, the city police have been getting public support from citizens online. The campaign #IstandwithBangalorePolice was trending on social media on Friday. City-based historian, who has written extensively on cricket, Ramachandra Guha, took to social media and wrote: 'Karnataka's ruling politicians and cricket administrators are jointly responsible for Wednesday's tragedy. Their greedy lust for reflected glory led to it. To make an outstanding officer a scapegoat is reprehensible'. Suspension has to be ratified by Centre The suspension of Indian Police Service (IPS) officers has to be ratified by the Union Government within 30 days and if they reject it, the suspension gets revoked, sources said. With the opposition Bharatiya Janata Party (BJP) and Janata Dal (Secular) coming to the support of the police, claiming the Congress government has made them 'scapegoats', this procedural requirement may take a political turn, sources said. 'Procedurally, the government should have conducted a preliminary inquiry and suspended officials based on the report. No such inquiry was completed before suspension. This may become a bone of contention,' a senior IPS officer said.

After Bengaluru Stampede, Karnataka To Draft New Guidelines For Mega Events
Bengaluru: Karnataka government will formulate a new Standard Operating Procedure (SOP) for mega events, meetings and celebrations aimed at preventing any untoward incidents, state Home Minister G Parameshwara said on Thursday. The initiative comes in the wake of the stampede near the Chinnaswamy Cricket Stadium here on Wednesday that claimed 11 lives. Speaking to reporters, Mr Parameshwara said that the government will take strict measures identifying the lapses that led to the stampede near the stadium, where a large number of people had thronged to participate in the RCB team's IPL victory celebrations. Eleven people have died and 56 have been injured in the incident. Among the injured, 46 have gone back home after the treatment, while 10 are at hospital and their condition is not serious according to doctors. "Aimed at preventing such incidents, the government, the home department will formulate a new Standard Operating Procedure (SOP). We will give instructions that from now on any mega events, meetings and celebrations, should be held within the framework of the directions issued by the police department," Mr Parameshwara said. A new SOP will be formulated to ensure that such incidents never happen in the future, he said. "Such deaths shouldn't happen, innocents should not die, looking at the dead bodies it pains of them were youngsters in 20-25 years of age. They came happily to celebrate, they wouldn't have expected to lose their lives. We will take strict measures identifying the lapses," he added. Stating that such an incident never happened in the state's cricketing history, Mr Parameshwara said, Chief Minister Siddaramaiah held a meeting yesterday and has ordered for a megestrial inquiry into the incident under the leadership of Bengaluru Urban Deputy Commissioner. "If any lapses are found, strict action will be taken against whoever is responsible," he said, adding that he didn't want to go into details, because an inquiry has been ordered. Respondent to a question about government not taking adequate measures and lapses on its part, the Home Minister said, "as you are aware there were celebrations (for RCB victory) almost entire Tuesday night on streets of Bengaluru. Again in the morning (Wednesday) atmosphere for this celebration (with team landing in city) was community in a way was in celebration frenzy." "No one expected about three lakh people to come against the stadium's capacity of 30 thousand. According to information from Bangalore Metro around 8.7 lakh people travelled till 11pm (on Wednesday). You imagine how much crowd had come," he said. Mr Parameshwara said he would be visiting the incident site near the stadium and will also hold discussions with the RCB and Karnataka State Cricket Association representatives. Asked about the FIR reportedly not being registered in connection with the incident, he said, "anything technical, I will discuss with the Police Commissioner and DGP." On questions being asked as to who will take the responsibility for deaths, the Minister said, on getting to know about the lapses, responsibilities can be fixed. Expressing relief that no untoward incident took place at the RCB team felicitation event in front of Vidhana Soudha, he said, "I heard about some sticks being thrown at the media alleging they obstructed the 2-3 hours as the felicitation event had to be organised, some lapses might have happened." To a question about allegations that the government neglected senior officials' suggestions against holding the event in haste, he said, "there are such claims, let's see who said and when."
