China aims to have Xinghuo, world's first fusion-fission power plant, running by 2030

China is poised to start building the world's first fusion-fission hybrid
power plant , with the goal of generating 100 megawatts of continuous electricity and connecting to the grid by the end of the decade.

The 20 billion yuan (US$2.76 billion) Xinghuo high-temperature superconducting reactor has entered its first phase with a public tender for an environmental impact assessment, according to zbytb.com, a platform that aggregates bidding and procurement information in China.
The facility will be built on Yaohu Science Island in the hi-tech zone of Nanchang, Jiangxi province, in central China, according to the tender. The environmental report will include baseline studies, impact evaluations on air, water, noise and ecology, as well as risk analyses, pollution control measures and monitoring plans.

Xinghuo, or spark, comes from the Mao Zedong quote: 'A single spark can start a prairie fire.'
The project is a joint venture between the state-owned China Nuclear Industry 23 Construction Corporation and Lianovation Superconductor, a spin-off from Lianovation Optoelectronics in Jiangxi. The province is known for its copper resources, a key metal for making superconducting materials.
According to a collaboration agreement signed in 2023, the Xinghuo reactor aims to achieve an unprecedented Q value of more than 30. The Q value, or the energy gain factor, measures the ratio of thermal power output to the input power used to heat the plasma in a fusion reaction.

For comparison, the
International Thermonuclear Experimental Reactor (ITER) under construction in France is targeting a Q value above 10. In 2022, the US National Ignition Facility achieved a Q of 1.5 – meaning the fusion energy output was 1½ times greater than the laser energy delivered to the fuel pellet.

His remark came as the International Conference on Roads and Railways 2025 kicked off in Wan Chai, with some 30 speakers and panellists gathering to discuss the latest trends in the industry. Speaking at the event, Chan said the SAR is also moving fast to pioneer innovative financial models to attract more capital, such as the securitisation of infrastructure loans, a mechanism that transforms brownfield assets into investment products to support new greenfield projects. He noted that the city has already issued two such tranches totalling US$800 million to aid over 50 projects in the Middle East, Asia Pacific and Latin America, while its green bonds account for about half the total in Asia. "With a full suite of funding options, Hong Kong is where infrastructure projects from around the world could raise funds. This is particularly relevant for green and low-carbon infrastructure projects," he said. "In regions where the infrastructure funding gap remains urgent and significant, particularly in the Global South, Hong Kong offers practical and scalable ways to catalyse sustainable growth and accelerate the delivery of essential transport projects." Separately, the finance chief said the city is taking a lead in transit-oriented development (TOD), which refers to a planning approach that integrates high-density urban landscape with efficient public transport systems. Chan said the Northern Metropolis is a good example of TOD, with its Northern Metropolis Highway and the Northern Link set to drive housing and commercial services. He added that such an approach, if well-executed, can cut carbon emissions by up to 25 percent with the support of smart technology, such as EV charging networks and AI-optimised energy consumption. A site visit for conference participants will be organised on Saturday to showcase the city's featured road and railway projects, including the Central Kowloon Route and the Tung Chung Line Extension.

Insta360, the Chinese action camera maker challenging GoPro, surged 285 per cent in its trading debut on Shanghai's Star Market after raising 1.9 billion yuan (US$264.5 million) in the city's largest initial public offering (IPO) in 17 months. Max Richter, who co-founded the company with 34-year-old Chinese entrepreneur Liu Jingkang in 2015, said Insta360 is 'committed to expanding [its] global presence and elevating brand influence to boost [its] market share worldwide'. He identified China, the US, Europe, Japan and South Korea as key markets for the company. Richter, who is also the vice-president of marketing, spoke to the Post ahead of the company's debut. It is trading under the company's official name, Arashi Vision. Insta360 operates an offline retail network spanning more than 60 countries and sells globally through online platforms including .
