40 years for man plotting murder of his wife while in jail

Madisonville, Tx (FOX 44) – A man accused of plotting the death of his ex-wife by hiring a killer from inside a jail cell has been sentenced to 40 years in prison.
Forty-three-year-old Philip Carter faced multiple charges in his trial in Madison County, but the big sentence was for solicitation of capital murder. Prosecutors said Carter was angry about a pending divorce and his wife had contacted law enforcement to report he had violated his no-contact order. While in jail, Carter was accused of using a contraband cell phone to provide information about his ex-wife to an inmate he had help bond out. The Madison County Sheriff's Office and Texas Rangers investigated the solicitation of capital murder case.
Carter's violence toward his ex-wife had gone back some time, with evidence presented at his trial that he had abused her since they were 14 years old. Jurors were told he punched her in the face and on her body routinely.
Evidence was presented that on July 14, 2021 he shocked his ex-wife with an electric cattle prod in front of his juvenile daughter. Evidence showed both juvenile daughters observed Carter abuse the victim, fire guns in their house, and state that he wanted her killed. At one point on July 21, 2021 jurors were told Carter beat his ex-wife with a belt and shot at her with a shotgun with intent to injure her. Prosecutors said that in fear of her life, the victim left Madison County with her children to hide out of state. Carter was accused of sending numerous threatening texts such as 'till death do us part' and 'you better run.'
The Madison County Sheriff's Office investigated the aggravated assault with a deadly weapons case.
In February 2022, Carter received a bond to get out of jail with conditions set by Judge Hal Ridley that he was not to contact his ex-wife and that he wear a Global Positioning System monitor. In March 2022 investigators said he removed the monitor and contacted the victim anyway. He then fled, but was arrested in Dallas. Evidence was presented that he was not only angry about the pending divorce, but also because the victim had reported the prohibited contact.
Prosecutors said that in October 2022, Carter told several individuals that he wanted his ex-wife killed and solicited several to kill her. He told them where she lived, what car she drove, how he wanted her killed and when to kill her. It was then he told an inmate that he would get him bonded out if he would kill her.
It was on November 9, 2022 that Carter got the inmate bonded out, arranged a meeting for him to get a weapon and made calls from the jail to get what he called ' the construction deal' completed.
Arrest made in fatal crash involving Killeen fire captain
After a six-week-long trial, Philip Carter was found guilty of solicitation of capital murder, deadly conduct, aggravated assault with a deadly weapon, continuous family violence, retaliation, criminal mischief and repeated bond violations.
He will have to serve at least twenty years before becoming eligible for parole.
District Attorney Courtney Cain issued the following statement:
'I am proud of the hard work by law enforcement and the District Attorney's Office for obtaining these convictions. We were finally able to obtain justice for the family in this case. They have lived through a nightmare. Philip Carter is dangerous and the Madison County community is safer with him behind bars.'

The Department of Public Safety reports Rebecca Mayer of Round Top as pronounced dead at a hospital following the crash that occurred about 5:35 p.m. on Farm to Market Road 389 near FM 2502. DPS Sgt Justin Ruiz said Mayer was the driver of a 2023 Kia Soul that as going east on FM 389 when a 2015 Ford F150 pickup going west began a left hand turn, with the Kia striking it in the side. The man whose murder trial in the 2021 death of his 18-month-old daughter, Kytana Ancog, had been set for June 16 has made a plea offer to the state. Travis Rodrigues' plea offer was mentioned during an Oahu Circuit Court hearing Wednesday to discuss trial setting. The state said it is still working on the offer, the court minutes say. An offer had been submitted as early as January, and possibly earlier. Court minutes from a Jan. 3 hearing show the state acknowledged it had received an offer and is considering it, but informed the court it needs more time to see if the offer is viable. Rodrigues pleaded not guilty on March 18, 2021, to second-degree murder in Ancog's death. But Rodrigues reportedly confessed to hitting and shaking the child and squeezing her against his chest until she became unresponsive. Rodrigues then said he placed her lifeless body in a duffel bag and left it in a vehicle driven by Scott Michael Carter, who said he would 'take care of it.' Ancog was last seen by her mother Jan. 31, 2021, when she dropped off the child with Rodrigues at an Aiea house. A witness told police Rodrigues appeared high on methamphetamine when he slapped and kicked the toddler and tried to give her a meth pipe. Rodrigues was arrested Feb. 13, 2021. Rodrigues has remained in custody at the Halawa Correctional Facility, unable to post $2 million bail. The parties agreed to have the trial rescheduled to the week of Sept. 22, and Judge Rowena Somerville granted the stipulation. Rodrigues' attorney Walter Rodby did not respond to the Honolulu Star-Advertiser's request for comment on the details of the plea offer. Carter, who may be the only one who knows the whereabouts of Ancog's body, had been charged with hindering prosecution. But the judge dismissed his case because the state failed to try Carter within the required time frame since he was charged Feb. 19, 2021. The state said at the time that it had difficulty in obtaining material evidence due in part to the death of the owner of the Aiea house and because Rodrigues was uncooperative. Somerville dismissed Carter's case without prejudice, meaning the state could refile charges at a later date, and he was immediately released from custody Aug. 24, 2022. However, Carter was arrested Nov. 12 in an unrelated auto theft case. He is scheduled to change his plea June 18 for allegedly driving a stolen 2013 Chrysler 300. He was charged with unauthorized control of a propelled vehicle, second-degree promotion of a dangerous drug for methamphetamine possession and driving without a license. It is unclear whether the state could negotiate a plea deal with Rodrigues that would ensure his testimony to recharge and try Carter with hindering prosecution in the Ancog case.

The Killeen Independent School District says before Dr. Bobbie Reeders stepped in as interim principal, she served as principal of Pathways Academic Campus since 2004. She has 31 years of education experience, which also includes serving on Killeen ISD's College Career and Military Readiness (CCMR) team and as the director for the district's Credit Recovery Program. PREVIOUS STORY: Interim principal of Roy J. Smith Middle School named Dr. Reeders earned a Bachelor's Degree from the University of Mary Hardin-Baylor, a Master's Degree from Tarleton State University, and a doctorate from the University of Mary Hardin-Baylor. Dr. Reeders time as interim principal came after former principal Fredrick Lilly II submitted his resignation during the fallout of the fatal stabbing of Serenity Baker.
