Qwant asks French watchdog to take interim action against Microsoft
Qwant has asked France's antitrust regulator to take action against Microsoft for allegedly driving down the quality of the French search engine's results via Microsoft's Bing platform, people with direct knowledge of the matter said.
Qwant, which has historically relied on Microsoft's Bing platform, wants the regulator to take interim action against the U.S. tech giant while investigating its complaint, the sources said.
The French regulator has sought feedback from other search engines and will likely decide by September whether to take interim action and also whether to open a formal investigation into Microsoft, one of the people said.
Competition enforcers only take interim action if there is evidence that a company abuses its market power and has caused serious and immediate harm to the complainant.
The French competition enforcer and Qwant declined to comment.
'This complaint lacks merit. We are fully cooperating with the Autorite's investigation,' a Microsoft spokesperson said, referring to the French watchdog.
Smaller European search engines typically rely on their bigger rivals' back-end technology to deliver search and news results.
Microsoft is a major player in the search-engine syndication sector but its smaller rivals fear the company will discontinue the service to their detriment.
Companies risk fines of as much as 10% of their global annual turnover for breaching French antitrust rules.

France said on Tuesday it had obtained new commitments from the Palestinian Authority to reform, ahead of a conference next week at which Paris could become the most prominent Western power to back recognition of an independent Palestinian state. President Emmanuel Macron has received a letter from Mahmoud Abbas in which the Palestinian president condemns the October 7, 2023, Hamas attack against Israel, calls on all hostages to be released and pledges further reforms, the Elysee said. The PA exercises limited self-rule in parts of the Israeli-occupied West Bank but lost control of Gaza to its rivals Hamas since 2007. It has previously condemned Hamas for the attack that provoked the Gaza war and has called for the militant group to be disarmed in a future settlement. The letter to Macron, who is working on organising an international conference with Saudi Arabia to discuss recognition of Palestine, contains 'unprecedented' pledges, Macron's office said, without elaborating. 'Hamas will no longer rule Gaza and must hand over its weapons and military capabilities to the Palestinian Security Forces, which will oversee their removal outside the Occupied Palestinian territory, with Arab and international support,' the French leader's office quoted Abbas as having written in the letter. Commenting on the letter, senior Hamas official Sami Abu Zuhri told Reuters that 'Abbas has no legitimacy to speak about the resistance's arms.' He said the French government should be aware that the letter it received on the future of Gaza 'only represents the opinion of the person who signed it,' in reference to Abbas. 'Any plan that targets resistance groups or works on overriding it won't succeed,' he said. Israel has said it will not accept any role for the PA in Gaza after the war and has denounced countries that consider recognising Palestinian independence, which it says would reward Hamas for its attacks. French officials have said Macron is leaning towards recognising a Palestinian state ahead of the U.N. conference which France and Saudi Arabia are co-hosting from June 17-20.

Goyal woos Swiss investment, proposes an enclave for firms in India
Commerce and Industry Minister Piyush Goyal on Tuesday proposed to develop a dedicated enclave for Swiss businesses in India as he sought to attract investment from the European country. Addressing industry representatives of India and Switzerland here, he invited companies to invest in India as the country provides huge opportunities for them. "We could even create a Swiss enclave, an area dedicated to Swiss businesses," Goyal said. He added that the enclave could have restaurants, hotels, schools and colleges for Swiss citizens who would come to work in the units of those enclaves. India is inviting companies to set up units in industrial parks that are being set up in the proposed industrial corridors in different parts of the country. The minister is here on a two-day visit. He is meeting leaders and businesses to boost trade and investments between the two countries. The government has announced an investment of about Rs 28,000 crore to set up 12 industrial nodes and build 100 industrial parks in the country. These industrial areas will be located at Khurpia in Uttarakhand, Rajpura-Patiala in Punjab, Dighi in Maharashtra, Palakkad in Kerala, Agra and Prayagraj in UP, Gaya in Bihar, Zaheerabad in Telangana, Orvakal and Kopparthy in Andhra Pradesh, and Jodhpur-Pali in Rajasthan. He added that the Swiss business can identify locations in India for the development of an enclave. "It's the Swiss business persons who will have to choose where in India they would like to set up a Swiss enclave," he said adding they can consider things like local climate, incentives, level of industrialization or the availability of skilled and trained talent. "I leave it to the Swiss companies to decide. I have requested the president of SWISSMEM and also the government of Switzerland to engage with their industry and identify where they would like us to look at a Swiss enclave if they are decided so far," Goyal said. The minister also shared that he facilitated the resolution of a land issue of a Swiss company, whose unit is in Maharashtra, in just about two-and-a-half hours. "This is a real-time example of quick government response and it served as a strong message that India can, and India will deliver," he said. On Tuesday, Goyal held a meeting with the heads of Swiss companies. During the discussions, a representative of a Swiss company, which has a presence in Maharashtra, stated that they want to acquire 10 acres (around 40,000 sq meter) of land near their existing unit but are facing certain issues as it was designated as a green zone. The Swiss company has been operating in India for nearly 20 years, with a plant located in Maharashtra. Acting on the matter, Goyal immediately sent the company's request and supporting documents directly to the Industry Secretary of Maharashtra and in just two and a half hours, a response came that the land would be made available. Goyal shared this during the SWISSMEM Conference. "I sent the company's application to the Maharashtra Industry Secretary at 11:33 am (local time) in the morning ... I just received the reply. Within two hours and fifteen minutes, the MIDC (Maharashtra Industrial Development Corporation) land allotment team discussed the matter. It has been confirmed that approximately 40,000 square meters can be made available... They will shift the green zone to another location," he said. The announcement was made in front of representatives of around 1,000 Swiss companies and a delegation of about 90 Indian companies. The move is important as Switzerland is actively looking to invest in India on a large scale. PTI
